\tSet strategic direction and oversee policy development\u00a0
\n\tContribute to the development of the QCTO organisational strategy.
\n\tProvide strategic guidance and expert advice on the implementation of the Occupational Qualifications Sub-Framework (OQSF).
\n\tProvide strategic guidance and oversight on the achievement of strategic functions related to the development, assessment, and certification of Occupational Qualifications.\u00a0
\n\tProvide oversight on the development and implementation of operational plans for the OQSF and provide guidance on changes required.
\n\tOversee the development of policies related to implementation of the OQSF and review thereof to ensure they remain relevant.
\n\tParticipate in the tender processes related to services required in the QCTO.
\n\tStrategic oversight of the development and maintenance of occupational qualifications and part qualifications\u00a0
\n\tProvide oversight on the end \u2013 to \u2013 end process of the development of qualifications and part qualifications and skills programmes.
\n\tProvide oversight on the end \u2013 to \u2013 end process of the maintenance of qualifications and historically registered qualifications.
\n\tProvide oversight on the end \u2013 to \u2013 end process for the assessment and certification of occupational qualifications, part qualifications and skills programmes.\u00a0
\n\tProvide oversight on the submission of qualifications and part qualifications to SAQA for registration.
\n\tStrategic stakeholder management
\n\tEngage internal senior stakeholders on an ongoing basis to keep them abreast of matters related to meetings with external stakeholders.
\n\tEngage senior external stakeholders on strategic partnerships related to the implementation of the OQSF within the broader PSET system.
\n\tEngage with SAQA on qualifications registered and deregistered.
\n\tParticipate in relevant internal committees and external forums related to the OQSF.
\n\tManage the human and financial resources related to OQM
\n\tLead budgetary planning for the Chief Directorate in alignment with QCTO objectives
\n\tProvide oversight on the allocation of budget to units for the operational execution of the Chief Directorate plans.
\n\tProvide oversight on corrective actions to align expenditure to the budget.
\n\tProvide oversight on risk management plans related to the implementation of the OQSF.
\n\tProvide oversight on adherence to policy and statutory directives relevant to the QCTO.
\n\tProvide oversight on the execution of the operational plan, including budget, performance targets, measurement metrics, and reporting.
\n\tManage the performance of direct reports in accordance with policy.\u00a0
\n\tProvide necessary information and resources to direct reports required to deliver on the objectives and targets related to implementation of the OQSF.
\n\tLead and manage direct reports in a manner that creates a culture of high performance.
\n\tManage employee related matters.
\n\tParticipating as an active member of the QCTO Executive team\u00a0
\n\tOperate within delegated authorisations. \u00a0
\n\tAdhere at all times to the values of the OCTO.\u00a0
\n\tProvide updates and key insights on the Chief Directorate to the QCTO Executive team.
\n\tActively participate in relevant executive and Domain meetings.
\n\tPositively support the implementation of all Executive management decisions.<\/p>\n
\u200bJob Requirements<\/p>\n
\tA relevant postgraduate degree at NQF Level 8.
\n\tA master\u2019s degree at NQF Level 9 would be an added advantage.
\n\t10 years collective working experience.
\n\t5 years\u2019 experience at a senior management level.\u00a0
\n\tExperience in occupational qualifications management and assessment.
\n\tExperience in engaging and managing strategic stakeholders.
\n\tPublic Service and OCTO mandates and strategies.
\n\tKnowledge of the Post school education sector and post school education framework.
\n\tGovernment wide legislation.
\n\tLegislative Knowledge and Prescripts, e.g. Relevant Acts, Public Service Act, PFMA and National Treasury Regulations, General knowledge of Public Service Regulations.
\n\tExperience in occupational qualifications management and assessment methodologies
\n\tExperience in strategic stakeholder engagement and management.
\n\tExperience in the PSET sector.
\n\tExperience in the management of human and financial resources at a functional (directorate) or unit level.<\/p>\n
