Position Purpose<\/p>\n
\tTo drive and manage the implementation of Supply Chain Management (SCM) policies, governance processes and procedures, standards, legal compliance, risk and fraud management within TPT SCM.<\/p>\n
Position Outputs
\n1. Strategic leadership of Compliance and Risk:<\/p>\n
\tLead and manage the governance and reporting aspects within SCM.
\n\tLead and manage the Governance Specialists and the Risk, Compliance and Assurance Specialist within Supply Chain.<\/p>\n
2. Management of Compliance and Risk Management Function:<\/p>\n
\tManaging and facilitating ongoing compliance to procurement controls and standards.
\n\tManage the fraud prevention or detection methodologies, strategies, processes within Supply Chain.
\n\tManage and conduct frequent compliance checks or mock audits on tenders issued to the market and \/ or contracts awarded to contractors within TPT Supply Chain to ensure readiness compliance to applicable legislations, Regulations, Acts etc. prior to Internal or External Audits being conducted.
\n\tManage and conduct internal compliance gateway reviews of the relevant tenders and contracts against the demand management, tender management, procure to pay, and contract management processes to ensure compliance to relevant legislations, Regulations, Acts, Supply Chain Control Framework etc., to ensure all relevant compliance risks are mitigated.
\n\tManage the development of Control Self Assessment (CSA) within Supply Chain in line with approved Controls Framework to ensure that all relevant Supply Chain compliance risks are well mitigated.
\n\tReview and update the SCM risk register based on the control environment, mitigating actions and emerging conditions.
\n\tProviding expert advice and oversight on iSCM compliance and risk management to the relevant procurement managers, Supply Chain team within TPT Supply Chain as well as other stakeholders within TPT.<\/p>\n
3. Manage Key stakeholder relationships<\/p>\n
\tProvide training and awareness on the Supply Chain process to all relevant internal and external TPT stakeholders;
\n\tLiaise with TIA team, External Auditors, Group Governance, National Treasury and other relevant stakeholders as and when required.
\n\tAttend the Risk Management Team (RMT) meetings, Internal control Steering Committee (ICSC) meetings, Fraud Working Group (FWG), Corporate Governance, Group Governance COE, Supply Chain management meetings and any other Committees or meetings as required, to provide valuable inputs to support the business.
\n\tPFMA champion for Supply Chain Management.<\/p>\n
4. Functional leadership and management:<\/p>\n
\tManage the process of ensuring that all Supply Chain Audit Issues\u2019 corrective actions are implemented within agreed timelines by all relevant stakeholders.
\n\tEnforce Governance, compliance and risk management in all aspects of Supply Chain process within TPT by monitoring BCCs, maintaining close integration and cooperation with all other functionalities in SCM
\n\tReview submissions prior to them being submitted to National Treasury.<\/p>\n
5. Capability development:<\/p>\n
\tAgree performance measures (SPOs), ongoing performance management, skills development and appraisal for direct reports.
\n\tImplement succession planning.
\n\tDrive the values and behaviours required to create a positive motivational culture in Transnet\u2019s SCM arena, with specific reference to Governance, Risk and Compliance.<\/p>\n
6. Develop and Manage Strategic Initiatives:<\/p>\n
\tPlan and resolve (through recommendations to the Senior Manager Governance, Risk & Contracts Management) resource constraints pertaining to staffing, information, systems or physical infrastructure.
\n\tManage and maintain DOA templates and process of establishing DOAs within the SCM environment.
\n\tDevelop and enforce proper controls (access, storage etc.) for the safeguarding of documents (electronic and hard copies) within the Supply Chain environment.
\n\tConduct the DOA framework workshops in creating training and awareness within Supply Chain and to enforce compliance to the Supply Chain DOA.
\n\tDevelop, implement, update, and monitor procurement process templates.<\/p>\n
7. Reporting and Monitoring<\/p>\n
\tManage the process of identifying and reporting on emerging risks or non-compliance issues pertaining to TPT SCM.
\n\tStandardise procurement reporting across all regions – encompassing a wide range of activities, such as process review, gap analysis, redesign, standardization, integration and alignment.
\n\tServe as a custodian of TPT SCM\u2019s information repository, reporting and performance management.
\n\tProvide relevant reports, presentations, feedback pertaining to Supply Chain risk and compliance to the relevant governance committees such as ICSC, Fraud Working Group, RMT etc.
\n\tHighlight to the relevant Procurement managers and senior managers within Supply Chain, the achievement of compliance and risk mitigation targets on a monthly, quarterly and annual basis.
\n\tMonitor and report and sign off on all potential and \/ or actual PFMA violations to the internal controls unit \/ team and \/ or ICSC, as well as provide relevant corrective actions for the relevant potential and actual PFMA violations.
\n\tManage and monitor risk management, audit, and control compliance plan (CCP) action plans.
\n\tPreparing the following Monthly reports: Heatmap, Exco, Contract Management.<\/p>\n
8. Other responsibilities<\/p>\n
\tPerform relevant ad-hoc functions as requested by the Senior Manager: Governance, risk and compliance and \/ or the CPO.<\/p>\n
Qualifications and Experience<\/p>\n
\tBachelor\u2019s Degree\/ B Tech in Supply Chain Management\/ Legal \/Commercial\u00a0
\n\tA minimum of 6 \u2013 8 years\u2019 experience in a Legal\/Governance or Supply Chain Management role. OR\u00a0
\n\tRelevant qualification (NQF 6)\u00a0
\n\t8 yrs relevant and solid experience with at least 3 yrs at managerial level or specialist experience.<\/p>\n
