QUALIFICATION AND EXPERIENCE:<\/p>\n
\tA Bachelor\u2019s Degree in Financial Accounting or Related Financial Qualifications. Post -graduate Degree will serve as an advantage. 4 – 5years\u2019 minimum management accountant experience, of which 3 years must preferably be in a public sector entity. Qualified Accountant (CIMA, ACCA, ACA or other recognized qualification). CA(SA) will be an added advantage. Excellent numeracy and analytical skills. Accountable and handle figures with integrity.<\/p>\n
KNOWLEDGE AND SKILLS:<\/p>\n
\tPrinciples and practice of financial accounting, Public Finance and Management Act (PFMA), Treasury Regulations and guidelines.
\n\tPublic entity budgeting and reporting process.
\n\tKnowledge of Sage Evolution and SAGE 300, Caseware
\n\tGeneral Recognised Accounting Practice (GRAP). Asset Management principles and guidelines.
\n\tPublic Service Anti-Corruption Strategy and anti-corruption and fraud prevention measures.
\n\tMedium Term Strategic Framework (government priorities) and Estimates of National Expenditure (ENE).
\n\tFramework for managing performance information.
\n\tExcellent numeracy and analytical skills.
\n\tAccountable and handle figures with integrity.<\/p>\n
KEY DUTIES AND RESPONSIBILITIES<\/p>\n
FINANCIAL MANAGEMENT<\/p>\n
\tPrepare and submit quarterly reports to Department of Agriculture (DoA) and National Treasury.
\n\tProduce detailed annual cash flow forecasts to form the basis for the working capital.
\n\tMonitor expenditure trends and reports on variances on a monthly basis.
\n\tPrepare monthly management expenditure reports
\n\tPrepare cash flow projections linked to the annual budget.
\n\tManage the budget process for NAMC.
\n\tManage the assests of the NAMC.
\n\tCompile quarterly expenditure report for Management, Audit & Risk Committee and Council.
\n\tCompile Treasury regulations and the PFMA checklist on a quarterly basis.
\n\tKeep abreast of National Treasury, developments and other regulatory requirements.
\n\tReview financial data for accuracy, correctness and completeness.
\n\tActively participate in the Extended Management Committee as required.
\n\tAssist with the development and presentation of finance policies and procedures to the organisation.<\/p>\n
BUDGETING<\/p>\n
\tDiscuss budget against actual expenditure with senior managers on a monthly basis.
\n\tPrepare MTEF budget submission and submit to DoAe and Treasury as per deadlines
\n\tProvide advice and reports to management and staff in the development of budgets, budget methodology and management of budgets.
\n\tManage the assets of NAMC, this includes maintenance of fixed assets register, reconciliations and annual review of useful lives of assets, etc
\n\tPrepare monthly reconciliation for various general ledger accounts, e.g., leave provision, prepayments, accruals, assets, etc<\/p>\n
REPORTING<\/p>\n
\tProvide advice and reports management and staff in the development of budgets, budget methodology and management of budgets.
\n\tManage the preparation of monthly management reports.
\n\tInvestigate anomalies and variances; provide ad hoc reports as required by management.
\n\tProvide historical financial data and analysis as requested.<\/p>\n
COMPLIANCE AND INTERNAL CONTROLS<\/p>\n
\tEnsure compliance with all statutory requirements relating to financial control, financial management and accounting.
\n\tTo analyse processing and procedural requirements and recommend standard procedures and systems to be followed across the organisation.
\n\tEnsure suitable internal controls are in place and assist in the training of staff in new processes or procedures.
\n\tAssist with preparations and execution of internal and external Audits.
\n\tEnsure quality of the work submitted is of a standard required within the division.
\n\tEnsure that all audit queries are addressed in timely manner<\/p>\n
