{"id":32580,"date":"2026-03-25T10:02:22","date_gmt":"2026-03-25T10:02:22","guid":{"rendered":"https:\/\/jobs.dataaxisnode.com\/southafrica\/job\/chief-executive-officer-tirisano-construction-fund\/"},"modified":"2026-03-28T00:24:43","modified_gmt":"2026-03-28T00:24:43","slug":"chief-executive-officer-tirisano-construction-fund","status":"expired","type":"job_listing","link":"https:\/\/jobs.dataaxisnode.com\/southafrica\/?post_type=job_listing&p=32580","title":{"rendered":"Chief Executive Officer &#8211; Tirisano Construction Fund"},"content":{"rendered":"<p>Job Description<\/p>\n<p>\tReview the Operational Guidelines adopted by the Trustees and obtain approval for any amendments.<br \/>\n\tEngage with the relevant IDC internal departments (including the PICC) in executing its responsibilities as detailed in clause 5.2 of the TAA.<br \/>\n\tImprove and update (if required) the existing policies, systems and procedures for the TCF, which the Trustees should approve to ensure compliance with relevant legislation, including the PFMA and PPPFA.<br \/>\n\tCoordinate activities of all the relevant IDC departments concerning the activities of the TCF.<br \/>\n\tManagement of the TCF staff.<br \/>\n\tManage the process for opening windows for applications for all funding projects, ensure applications are correctly allocated and reviewed and manage the selection process, including due diligence and trustee approval.<br \/>\n\tMonitoring progress, performance and payments (in line with approved policies and procedures) to all contracted professionals, beneficiaries and entities involved in programmes funded by the TCF.<br \/>\n\tEnsure a focused and efficient process and evaluation criteria for each of the Funding programmes. Monitor the performance of all programmes and implement measures to improve the outcome and value of the programmes.<br \/>\n\tReport formally prepared reports quarterly to the Trustees on the performance of the TCF and meet with the Trustees on a regular basis to discuss progress and address issues.<br \/>\n\tPrepare all aspects of the Annual Report, including audited financials, design, copy, publications and distribution to relevant stakeholders.<\/p>\n<p>Qualification and Experience<\/p>\n<p>Qualifications<\/p>\n<p>\tQualified Civil Engineer (or similar construction-related field) or a degree in Economics, Finance, Law or Business Management.<br \/>\n\tA master\u2019s degree (construction-related field) or an MBA\/MBL would be an advantage.<br \/>\n\tRegistration with a professional body (ECSA \/ SACPCMP) would be an advantage.<\/p>\n<p>Knowledge &amp; Experience<\/p>\n<p>\t8-10 years\u2019 related experience, of which 4 years + experience in the Construction Industry<br \/>\n\tExperience in a leadership position (preferably in a construction company) would be an advantage.<br \/>\n\tProven project management skills.<br \/>\n\tExperience in managing social infrastructure projects would be an advantage.<br \/>\n\tProven experience in dealing with local communities and municipalities.<br \/>\n\tStrong working knowledge of the operational processes in national government departments.<\/p>\n<p>Apply via company website ( http:\/\/www.idc.co.za ) or<\/p>\n<p>careers.idc.co.za<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"author":2,"featured_media":0,"template":"","meta":{"_promoted":"","_job_location":"","_application":"http:\/\/careers.idc.co.za","_company_name":"IDC","_company_website":"http:\/\/www.idc.co.za","_company_tagline":"Who we are Established in 1940, we are a national development finance institution set up to promote economic growth and industrial development. Our values Everything we do is directed by our values: Passion Partnership Professionalism Our mandate The Industrial Development Corporation of South Africa Limited (IDC) was established in 1940 by an Act of Parliament (Industrial Development Corporation Act, No. 22 of 1940) and is fully owned by the South African Government. The IDC was mandated to develop domestic industrial capacity, specifically in manufactured goods, to mitigate the disruption of trade between Europe and South Africa during the Second World War. We have contributed to the implementation of South Africa's industrial policy for more than 70 years and established, among others, the petro-chemicals and minerals beneficiation industries. We have stimulated large industrial projects in these industries - acknowledged today as the cornerstones of the country's manufacturing sector - and influenced the establishment of industries in fabricated metals, agriculture and clothing and textiles. During the 1990s, our mandate was expanded to include investment in the rest of Africa. The Mozal aluminium smelter in Mozambique was the first such venture. We secured investors from around the globe to establish a major industrial enterprise in a country plagued by decades of civil war. The smelter illustrated the viability of large projects on a continent often shunned by investors. Currently, our investments in Africa include mining, agriculture, manufacturing, tourism and telecommunications. The IDC's funding is generated through income from loan and equity investments and exits from mature investments, as well as borrowings from commercial banks, development finance institutions (DFIs) and other lenders. We align our priorities with government's policy direction and remain committed to developing the country's industrial capacity, as well as playing a major role in facilitating job creation through industrialisation. Our industrial development role As a key implementing agency of industrial policy, the IDC's activities currently centre on the National Development Plan (NDP), the New Growth Path (NGP) and the Industrial Policy Action Plan (IPAP). We identify sector development opportunities aligned with policy objectives and develop projects in partnership with stakeholders. By developing industrial capacity the IDC achieves specific outcomes. The most important of these is to enable job creation through the companies we fund. In addition, IDC funding continues to promote regional development and integration, economic empowerment of communities and growing black industrialists. The IDC remains committed to promoting environmentally sustainable growth and increasing sectoral diversity to boost the local production of goods. The corporation also plays a critical role, directly and through its sefa subsidiary, in promoting entrepreneurial development and growing the SME sector. While our funding activities focus mainly on the private sector, we work closely with different levels of government agencies and sector organisations to coordinate industry development. We also support government in other areas related to its development objectives, such as research and management of government funds allocated to achieving specific outcomes. We pro-actively develop and implement strategies in the rest of Africa to create and integrate value chains across the continent.
