Role Purpose\/Business Unit:<\/p>\n
\tThe LEA Technical Specialist provides advanced technical, operational, and compliance support to the LEA function. The role ensures high\u2011quality service delivery, reliable operation of LEA related systems, and strict adherence to legal and regulatory requirements.
\n\tA strong background in network operations, including RAN, Core, Transmission, and related platforms, is essential to support accurate data retrieval, network\u2011based inquiries, and technical liaison with Law Enforcement Agencies.<\/p>\n
Your responsibilities will include:<\/p>\n
Quality Assurance & Compliance<\/p>\n
\tOversee quality control of all technical outputs to ensure accuracy and regulatory compliance.
\n\tAbility to provide expert evidence in courts across the country relating to call data
\n\tEnsure strict adherence to all laws governing the disclosure of subscriber, billing, and network information.
\n\tMaintain full compliance with Vodacom policies, security frameworks, and State Security Agency (SSA) clearance requirements.
\n\tProvide expert technical support to LEAs during standby periods and high\u2011priority cases.<\/p>\n
Stakeholder Engagement<\/p>\n
\tAct as a trusted technical liaison for Law Enforcement Agencies, providing clear and accurate explanations of network behaviour, system capabilities, and data outputs.
\n\tBuild and maintain professional relationships with LEAs and internal technical teams (RAN, Core, Transmission, IT).
\n\tCommunicate complex network concepts in a manner understandable to non\u2011technical stakeholders.<\/p>\n
Technical Infrastructure Management<\/p>\n
\tSupport, maintain, and optimise systems used for LEA requests (e.g., location-based systems, subscriber information platforms, mediation layers).<\/p>\n
Provide network operational insight, including:<\/p>\n
\tGSM\/UMTS\/LTE\/5G radio behaviour
\n\tNetwork topology interpretation (RAN, Core, IP transport)
\n\tTransmission routes and coverage footprints
\n\tLiaise with Network Operations teams to validate network performance, outages, and anomalies relevant to LEA requests.
\n\tInvestigate and validate cell data, KPIs, and logs when required for case accuracy.<\/p>\n
Process Development and Operational Efficiency<\/p>\n
\tIdentify gaps in LEA technical workflows and propose innovative solutions for improvement.
\n\tImplement best practices in network data quality, compliance monitoring, and system management.
\n\tDrive continuous improvement of LEA systems and operational processes.
\n\tSupport automation and simplification initiatives.<\/p>\n
The ideal candidate is a technically strong professional with mobile network operational experience, a disciplined compliance mindset, and the ability to interact confidently with both technical teams and Law Enforcement Agencies. They bring deep understanding of network behaviour, excellent analytical skills, and the ability to maintain service quality under strict regulatory conditions.<\/p>\n
Education<\/p>\n
\tMatric\/Grade 12 (Essential)
\n\tDiploma or relevant qualification in Electronic Engineering or equivalent (Essential)
\n\tKnowledge in Radio Access and Network Planning (Essential)<\/p>\n
Experience<\/p>\n
3\u20135 years technical experience in mobile network operations (Essential)<\/p>\n
\tRAN Operations \/ Radio Planning
\n\tCore Operations
\n\tTransmission\/IP\/MPLS environment awareness
\n\tExperience in telecommunications, IT systems, or compliance environments (Preferable)
\n\tPrior experience working with sensitive data, secure systems, or regulated processes (Advantageous)<\/p>\n
