Key Performance Areas include:<\/p>\n
\tAn applied understanding of the South African Constitution, the National Strategic Intelligence Act and the intelligence cycle;
\n\tAn understanding of the legislation governing the anti-money laundering \/ terror financing regime (FICA, POCA, POCDATARA);
\n\tAn understanding of the current and future Chapter VII United Nations Security Council (UNSC) sanction regimes, with specific reference to its respective Targeted Financial Sanctions (TFS) and asset freeze requirements and implications;
\n\tAn in-depth understanding of the UNSC Sanctions Committees, lists and resolutions and its impact for the FIC and South Africa;
\n\tAn understanding of the Financial Action Task Force (FATF) Recommendations related to the United Nations Security Council Resolutions (UNSCR) Sanctions Measures;
\n\tAbility to apply advanced understanding of the sanctions regime in order to actively monitor and evaluate Sanction Screening hits and listed entities;
\n\tAbility to perform complex analytical functions in respect of factual data, transaction summaries, flow of funds analysis and explore transacting patterns and scenarios which may be linked to the sanctions regime and in particular to TFS and asset freeze requirements and implications;
\n\tReview fund transfers and vet true positives from false positives;
\n\tInvestigate true positive hits and escalate for further review and approval to management;
\n\tParticipate in the Targeted Financial Sanctions Committee of the FIC and all external Inter-Departmental Coordination Committees related to TFS;
\n\tAct as a technical reference and offer solutions to a variety of complex problems in support of issues within the area of responsibility;
\n\tAbility to direct subordinate analysts to conduct relevant analysis and interpret reporting from multiple sources to produce a variety of analytical products;
\n\tCreate charts and graphics to explain findings emanating from work conducted;
\n\tPlan and manage output with limited supervision;
\n\tDevelop an understanding of the clients\u2019 objectives and translate the clients\u2019 objectives into a value added service;
\n\tPrepare and present assessments and briefings to the Centre\u2019s stakeholders;
\n\tAdvise key leadership on the sanctions regime issues and challenges as appropriate;
\n\tRepresent the organisation at working groups, meetings, conferences and seminars;
\n\tProvide feedback to staff members as and when required;
\n\tProvide mentorship \/ coaching and ensuring transfer of skills to colleagues.<\/p>\n
Education:<\/p>\n
\tRelevant Degree
\n\tMinimum of 6 years relevant experience (analysis, research, intelligence)
\n\tAnti-Money laundering training will be an added advantage
\n\tHonors and Master\u2019s qualification will be an added advantage<\/p>\n
Experience:<\/p>\n
\tRequired experience in the collection, application and use of relevant information in order to produce hypothesis, deductions and findings with specific reference to the sanctions regime;<\/p>\n
Sound knowledge in any of the following fields is preferable:<\/p>\n
\tFinancial and Information Analysis
\n\tIntelligence
\n\tSanctions
\n\tSound knowledge of the SWIFT system, Central Banks, Currencies and Financial Services would be advantageous;
\n\tWorking knowledge of data analysis applications, tools, and systems;
\n\tSound work and knowledge and experience using the Microsoft office suite and Excel is a prerequisite<\/p>\n
