\tWe are seeking a highly skilled and detail-oriented Procurement (Supply Chain Management) Compliance Specialist to strengthen our procurement governance, ensure legislative compliance, and support improved audit outcomes.
\n\tThe successful candidate will play a critical role in ensuring that procurement activities are conducted in line with applicable legislation, regulations, and internal policies, while promoting ethical, transparent, and value-driven supply chain practices across the organisation.<\/p>\n
Principal Accountabilities\u00a0\u00a0 \u00a0
\nSCM Compliance & Governance<\/p>\n
\tEnsure compliance with the PFMA, National Treasury Regulations, Preferential Procurement Regulations, and internal SCM policies
\n\tPerform pre-award and post-award procurement compliance reviews
\n\tProvide advisory support to SCM practitioners and internal stakeholders on compliant procurement processes<\/p>\n
Audit & Risk Management<\/p>\n
\tSupport internal and external audits relating to SCM
\n\tPrepare audit responses, manage audit findings, and monitor corrective action plans
\n\tIdentify SCM compliance risks and recommend mitigation measures<\/p>\n
Irregular, Fruitless & Wasteful Expenditure<\/p>\n
\tMaintain the Irregular, Fruitless and Wasteful Expenditure (IFW) Register
\n\tInvestigate SCM non-compliance and prepare reports with recommendations
\n\tSupport condonation, recovery, and consequence management processes<\/p>\n
Contract & Supplier Compliance<\/p>\n
\tMonitor compliance across the contract lifecycle (including extensions and variations)
\n\tEnsure supplier governance compliance (CSD, tax, B-BBEE, declarations of interest)<\/p>\n
Reporting & Continuous Improvement<\/p>\n
\tPrepare SCM compliance reports and dashboards for management and governance structures
\n\tContribute to the review and improvement of SCM policies, procedures, and controls
\n\tProvide SCM compliance training and guidance to end-users<\/p>\n
Qualifications & Experience\u00a0\u00a0 \u00a0
\nQualification requirements: (minimum)<\/p>\n
\tBachelor\u2019s degree in Supply Chain management, Finance, Accounting, Auditing, Law, or related field
\n\tPostgraduate qualification in SCM, Audit, Risk, or Compliance (advantageous)
\n\tSAICA articles will be an added advantage<\/p>\n
Professional registration or license requirements<\/p>\n
\tCharted Institute of Procurement and Supply (CIPS) membership or
\n\tSouth African Institute of Charted Accountants (SAICA) membership or
\n\tSouth African Institute of Government Accountants (SAIGA) membership
\n\tAssociation of Certified fraud Examiners (ACFE)<\/p>\n
Experience<\/p>\n
\t6\u20138 years\u2019 experience in SCM, Audit, Compliance, or Public Sector Finance
\n\tAt least 3\u20135 years\u2019 experience in an SCM compliance, governance, or audit role
\n\tExperience working in a PFMA \/ Treasury-regulated environment and extensive investigations of Irregular Expenditure
\n\tSupervisory experience is advantageous but not mandatory
\n\tKnowledge and Skills\u00a0\u00a0 \u00a0
\n\tStrong knowledge of SCM legislation and Treasury prescripts
\n\tAudit coordination and report-writing skills
\n\tHigh attention to detail, ethical judgement, and analytical ability
