To manage audit processes, budgeting, cashflow, supply chain processes, asset register, and financial governance through the implementation of an efficient, economical, and transparent use of public resources.<\/p>\n<p>DUTIES:<br \/>\nIMPLEMENT THE CBE\u2019S FINANCIAL STRATEGIC PLAN<\/p>\n<p>\tEnsure strategic alignment of the CBE with government policy in terms of vision, mission, values, ethics, policy and governance.<br \/>\n\tDevelop CBE\u2019s medium-term strategic plan and oversee its implementation to achieve the CBE\u2019s mandate.<br \/>\n\tDevelop a fundraising strategy and financial turnaround business for the CBE.<br \/>\n\tDevelop accounting and financial policies and procedures.<br \/>\n\tEnsure that policies are implemented at the CBE to serve as a framework within which to operate.<\/p>\n<p>STRATEGIC MANAGEMENT OF THE CBE\u2019S FINANCES<\/p>\n<p>\tDirect the strategic budgeting processes and allocations to align with the CBE\u2019s strategic objectives.<br \/>\n\tMonitor the implementation of cost-effective measures and ensure that operational expenditure is contained within agreed budgets.<br \/>\n\tEvaluate projects to establish whether anticipated returns have been attained.<br \/>\n\tLead all reporting processes i.e. preparation, analysis and presentation within the Finance Division e.g. Financial, accounting, audit, operational reports, governing committee reporting, audit and other sub-committees of council feedback.<br \/>\n\tEnsure compliance with regulatory and legislative requirements (Companies Act, Public Finance<br \/>\n\tManagement Act) and International Financial Reporting Standards (IFRS) guidelines, contribute content, reviews, reports, financial statements and appendages to the CBE\u2019s annual and interim reports and strategic plan.<br \/>\n\tEnsure that sufficient funds are allocated to ensure the medium-term viability of the CBE.<br \/>\n\tCollate, tabulate and present appropriate reports\/statistics as required on an ongoing basis by the<br \/>\n\tCBE Council, Council sub-committees, Executives, Parliament and the Department of Public Works and Infrastructure (DPWI).<br \/>\n\tEnsures that sufficient funds are allocated to ensure the medium-term viability of CBE.<\/p>\n<p>DEVELOPMENT AND IMPLEMENTATION OF FINANCIAL GOVERNANCE<\/p>\n<p>\tManage the internal audit process in line with Company audit methodology.<br \/>\n\tEvaluates the content, conclusions, recommendations emanating from the audit report.\u00a0<br \/>\n\tSubmits audit report to CEO and other stakeholders with commentary and recommendations, pertaining to the findings and identified control weaknesses.<br \/>\n\tConducts ongoing follow up, monitoring of compliance with implemented controls and procedures.<br \/>\n\tManages the development of control systems to ensure that risk is minimized.<br \/>\n\tManages the implementation of control mechanisms to ensure unqualified audit reporting.<br \/>\n\tEnsures compliance to control systems implemented to ensure sound financial and audit practice.<\/p>\n<p>STAKEHOLDER RELATIONSHIP MANAGEMENT<\/p>\n<p>\tPlan the internal audit process in line with company audit methodology.<br \/>\n\tProvide strategic input into the stakeholder relationship management strategy.<br \/>\n\tMeasure and ensure service driven outcomes and evaluate and report on results to DPWI.<br \/>\n\tInteract with organised stakeholder forums to develop positive stakeholder experience.<br \/>\n\tEnsure strategic interventions that would contribute to position the CBE as an industry thought leader.<br \/>\n\tDevelop partnerships and share knowledge with relevant stakeholders that are of strategic importance to the CBE.<br \/>\n\tOversee strategic interventions that will contribute to the CBE\u2019s overall media profile and reputation, thereby enhancing the CBE\u2019s stability and reputation.<br \/>\n\tNetwork on various platforms with industry thought leaders to share and discuss best practices.<br \/>\n\tMonitor trends and benchmark best practices nationally and internationally.<\/p>\n<p>HUMAN RESOURCE MANAGEMENT<\/p>\n<p>\tSet performance objectives for subordinates.<br \/>\n\tEnsure that subordinates have signed Performance Agreements.<br \/>\n\tConduct quarterly appraisals for subordinates.<br \/>\n\tDraw up action plans to address poor performance for subordinates.<br \/>\n\tIdentify training needs for subordinates.<br \/>\n\tEnsure ongoing training and development of subordinates.<br \/>\n\tManage employee relations with direct reports in accordance with policies, procedures and legal requirements.<\/p>\n<p>MINIMUM REQUIREMENTS:<\/p>\n<p>\tAn appropriate Degree\/ or equivalent (NQF level 7) in accounting, finance, financial management.<br \/>\n\tPostgraduate qualification in Accounting Science, Bcompt Honours, Bcom Accounting Honours or similar finance qualification recognized by SAQA.<br \/>\n\tTen (10) years\u2019 experience in a financial environment, three (4) years of which must be in a middle management role.<\/p>\n<p>ADDED ADVANTAGE REQUIREMENTS<\/p>\n<p>\tRegistration with any South African relevant accounting\/commerce professional bodies or voluntary association is an added advantage.<br \/>\n\tAdvanced Sage Evolution (or similar), Sage (or similar) and CaseWare practical experience is an added
