Officer"},"content":{"rendered":"<p>KEY PERFORMANCE AREAS\u00a0<\/p>\n<p>Provide Support to Stakeholders<\/p>\n<p>\tAttend to stakeholder queries and provide feedback;<br \/>\n\tMaintain good working relationship with internal and external stakeholders;<br \/>\n\tCommunicate with all relevant stakeholders on TETA processes and criteria\u2019s;<br \/>\n\tSupport promotional TETA campaigns in the Road Freight subsector;<br \/>\n\tSupport and manage stakeholder relations in Mpumalanga Province.<\/p>\n<p>Manage Chamber Stakeholder Relationships, Communications and Capacity building<\/p>\n<p>\tDevelop and manage Chamber communication strategy implementation;<br \/>\n\tProvide Chamber projects and activity information;<br \/>\n\tOrganise and facilitate subsector, provincial, partner and departmental relationships, liaison and networking;<br \/>\n\tPromote, encourage and optimise levy-paying companies, provincial and industry participation in the Transport Sector Skills Plan;<br \/>\n\tIdentify and organise subsector skills development capacity-building needs and programmes;<br \/>\n\tOrganise and facilitate stakeholder information sharing sessions and workshops;<br \/>\n\tMonitor and ensure stakeholder enquiries and issues resolution.<\/p>\n<p>Manage Chamber Operational Plan and Budget<\/p>\n<p>\tDevelop chamber annual performance plan, implement and monitor Chamber business plan and objectives;<br \/>\n\tFacilitate Chamber budget allocation, monitoring and implementation in line with procurement process (goods and services) or funding model (grants);<br \/>\n\tMonitor, authorise and report on Chamber expenditure accounts and budgets;<br \/>\n\tProvide annual budget review process input and recommendations;<\/p>\n<p>Monitor Chamber Commitment Schedule.<\/p>\n<p>\tManage Chamber Operational Performance and Efficiencies<br \/>\n\tMonitor and ensure Chamber staff capacity and performance;<br \/>\n\tMonitor and report on Chamber risks and controls;<br \/>\n\tContribute to, monitor and ensure policies, procedures and systems performance and compliance;<br \/>\n\tManage Chamber operations and administrative processes;<br \/>\n\tFacilitate, contribute to and administer Chamber Committee meetings and decisions implementation.<\/p>\n<p>Management Manage Training Plans and Implementation Reports<\/p>\n<p>\tMonitor and encourage subsector Workplace Skills Plans (WSP) and Annual Training Reports (ATR) submissions;<br \/>\n\tMonitor, organise and ensure Chamber WSP\u2019s and ATR\u2019s assessment and evaluation;<br \/>\n\tPrepare, submit and obtain WSP and ATR approval recommendations;<br \/>\n\tAdvise on and monitor mandatory grant payments on information\/ report received by Finance. \u00a0 \u00a0 \u00a0<\/p>\n<p>Oversee Chamber Qualifications and Learning Programmes Development<\/p>\n<p>\tDrive and influence subsector occupational qualifications development processes;<br \/>\n\tDrive and influence subsector Learnerships and skills programmes development and implementation.<\/p>\n<p>Manage Chamber Skills Development Plans<\/p>\n<p>\tIdentify subsector\/industry education and training needs;<br \/>\n\tDevelop and manage Chamber skills development projects and activities plan implementation;<br \/>\n\tAdvise ETQA on and ensure skills development projects and activities support;<br \/>\n\tCoordinate and ensure skills development projects and activities implantation verification and reporting;<br \/>\n\tConduct, identify and implement Chamber skills development plan mid year reviews and adjustments.<\/p>\n<p>Manage Chamber Skills Development Funding and Discretionary Grants<\/p>\n<p>\tIdentify and communicate discretionary grant allocations and funding windows;<br \/>\n\tManage discretionary grant applications evaluation and approval process;<br \/>\n\tManage and monitor discretionary grant contracts implementation;<br \/>\n\tMonitor and ensure discretionary grant obligation and implementation plan development and management;<br \/>\n\tMonitor and approve discretionary grant claims submissions and contract deliverable quality assurance;<br \/>\n\tRecommend grant claim payments.<\/p>\n<p>Support TETA Strategic Projects and Initiatives<\/p>\n<p>\tIdentify and recommend subsector\/industry\/ other government strategic projects;<br \/>\n\tEvaluate, recommend and prepare contracts for strategic projects;<br \/>\n\tManage and coordinate externally funded programmes;<br \/>\n\tManage and coordinate provincial authorities and\/or other SETAs linkage and participation;<br \/>\n\tManage and monitor strategic projects implementation and administration.<\/p>\n<p>Manage Chamber Reports<\/p>\n<p>\tCompile financial and operational reports;<br \/>\n\tSubmit and present Chamber operation, financial and administrative actions, initiatives and constraints reports.<\/p>\n<p>Management Responsibility<\/p>\n<p>\tIdentify and monitor team and individual goals;<br \/>\n\tManage staff time, attendance and leave according to policy;<br \/>\n\tEnsure completion of performance appraisal of staff on or before the due date;<br \/>\n\tEnsure job profiles are updated and signed annually;<br \/>\n\tEnsure communication with department staff and following up department goals;<br \/>\n\tEnsure no repeat findings in the AG management report and implement corrective actions on existing findings;<br \/>\n\tEnsure no repeat findings in the internal audit report and implement 4 corrective actions on existing findings;<br \/>\n\tManage the TETA Mpumalanga office and ensures that it operates efficiently.<br \/>\n\tManage personal and staff performance in the Road Freight Chamber<br \/>\n\tManage \/ monitor and check on performance agreements development and signature;<br \/>\n\tManage \/ monitor and check on performance assessments and reviews implementation;<br \/>\n\tManage \/ monitor and check on personal development plans submission, approval and implementation;<br \/>\n\tMonitor and check on employee capacity needs;<br \/>\n\tIdentify and agree on team and individual goals.<\/p>\n<p>Requirements<\/p>\n<p>MINIMUM REQUIREMENTS<\/p>\n<p>Experience and Qualification<\/p>\n<p>\tMinimum Bachelor\u2019s Degree (NQFL 7) in Education Training and Development or equivalent tertiary qualification;<br \/>\n\tMinimum of 6 years\u2019 experience in the Education Training and Development sector, 3 years of which should be at a management level;<br \/>\n\tExperience in SETAs or Transport Sector environment will be advantageous;<br \/>\n\tExperience in skills planning and funding, Learnerships, and strategic stakeholder management;<br \/>\n\tExperience in planning and
