A driver\u2019s license is required..<\/p>\n<p>Experience:\u00a0<\/p>\n<p>\tAt least 6 years of experience within the field. At least 2-3 years\u2019 middle management experience within the field. 2-3 years of experience in a SETA environment is advantageous.<\/p>\n<p>Description:<\/p>\n<p>To manage the Financial Accounting function of CATHSSETA in accordance with financial best practices, governance, accounting and treasury standards as set out in the Public Finance Management Act to ensure CATHSSETA\u2019s long-term financial viability and sustainability.<\/p>\n<p>Strategic leadership for the Unit<\/p>\n<p>\tProduce inputs into the strategic and Annual Performance Plan;<br \/>\n\tTimely submission of inputs into the Organisation\u2019s Strategic Plan, and APP and prepare Department\/Unit Operational Plan;<br \/>\n\tDevelop the Unit\u2019s Operational Plan;<br \/>\n\tManage that performance targets contained in the Operational Plan are fully achieved;<br \/>\n\tProduce the Unit\u2019s monthly, quarterly and annual reports to the Management and Board structures;<br \/>\n\tPerform effective contract management in the area of responsibility; and<br \/>\n\tSubmit any other reports as and when required.<\/p>\n<p>Effective and efficient management of the Unit\u2019s resources<\/p>\n<p>Financial Management<\/p>\n<p>\tDevelop a budget for the area of responsibility;<br \/>\n\tTrack and monitor expenditures against the allocated budget;<br \/>\n\tImplement measures to ensure financial viability, thereby delivering robust and accurate financial planning and a reporting system that incorporates a balanced budget within the area of responsibility;<br \/>\n\tDevelop initiatives aimed at eliminating waste, improving productivity and reducing operating costs within the area of responsibility;<br \/>\n\tDevelop Demand Management Plans;<br \/>\n\tProvide inputs into the Procurement Plan for the organisation; and<br \/>\n\tManage the TOR for the procurement of goods and services to be prepared in a timely.<\/p>\n<p>Asset management<\/p>\n<p>\tUnits\u2019 assets are properly managed in accordance with the stipulated guidelines and procedures.<\/p>\n<p>People Management<\/p>\n<p>\tManage a positive and constructive culture;<br \/>\n\tSet performance targets for the department and regularly monitor achievement thereof (performance management). Provide feedback on the performance of the subordinates;<br \/>\n\tManage capacity development of subordinate(s) by providing relevant training; and<br \/>\n\tManage Individual Development Plans\/Individual Learning Plans (IDPs\/ILPs) for subordinates to promote succession and talent retention. Monitor implementation of (IDPs\/ILPs).<\/p>\n<p>Effective compliance with governance and legislative requirements<\/p>\n<p>\tContribute to the development of internal controls and systems;<br \/>\n\tImplement and monitor internal control systems and organisational policies;<br \/>\n\tSubmission of documents (reports\/requests, etc.) to the Governance Structure;<br \/>\n\tCompliance with legislative prescripts by ensuring timeous submission of reports to the AA Structures and Management Committees; and<br \/>\n\tTimely submission of responses to Parliamentary Questions.<\/p>\n<p>Management of risks for the Unit<\/p>\n<p>\tIdentify, assess and monitor risks within the Unit;<br \/>\n\tDevelop a risk register for the Unit;<br \/>\n\tParticipate in fraud risk assessments and monitor action plan;<br \/>\n\tManage the implementation and monitoring of internal control systems and organisational policies;<br \/>\n\tObtain a departmental acceptable Audit score;<br \/>\n\tManage the audit of performance information; and<br \/>\n\tSubmit responses to internal and external audit queries.<\/p>\n<p>Financial Accounting<\/p>\n<p>\tManaging the processing of payments in line with PFMA and National Treasury Regulations;<br \/>\n\tManaging the processing of Mandatory grant payments in line with the Skills Development Act;<br \/>\n\tReview of payroll and managing the payment thereof; and<br \/>\n\tReview of the month-end reporting.<\/p>\n<p>Compliance, reporting, and financial statements for auditing<\/p>\n<p>\tPrepare GRAP-compliant Annual and Interim financial statements;<br \/>\n\tPrepare quarterly reporting to DHET and National Treasury;<br \/>\n\tCo-ordinate and implement actions in the Post Audit Action Plan;<br \/>\n\tSubmission of Finance monthly reports to the AA Structures and Management Committees; and<br \/>\n\tSubmission of responses to internal and external audit.<\/p>\n<p>Budgeting<\/p>\n<p>\tSourcing and consolidating the budget inputs from departments;<br \/>\n\tPrepare and submit the Medium-Term Expenditure Framework (MTEF) to the National Treasury;<br \/>\n\tPrepare and submit the Estimates of National Expenditure (ENE) to the National Treasury; and<br \/>\n\tPrepare and submit the Revised Budget to DHET.<\/p>\n<p>Apply via company website ( N \/ A ) or<\/p>\n<p>erecruit.cathsseta.org.za<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"author":2,"featured_media":0,"template":"","meta":{"_promoted":"","_job_location":"","_application":"http:\/\/erecruit.cathsseta.org.za","_company_name":"CATHSSETA","_company_website":"http:\/\/N%20\/%20A","_company_tagline":"The Culture, Arts, Tourism, Hospitality, and Sport Sector Education and Training Authority (CATHSSETA) is one of the 21 SETAs established under the Skills Development Act (No 97 of 1998) in 2001.CATHSSETA was formally known as the Tourism and Hospitality Education and Training Authority (THETA) unti... read morel 1 April 2012, when we became the Culture, Art, Tourism, Hospitality and Sport Sector Education and Training Authority.
