This role ensures divisional operational effectiveness, strict compliance with statutory regulations and institutional policies, and outstanding service delivery to students. The portfolio encompasses the comprehensive administration of fee setting, billing, collections, sundry internal\/external debtors, and the management of internal and external bursaries and scholarships (including NSFAS) to safeguard the financial sustainability of the University.<\/p>\n<p>Responsibilities:\u00a0<\/p>\n<p>The incumbent will be expected to:<\/p>\n<p>Strategy Development &amp; Implementation:<\/p>\n<p>\tPlan, monitor, and control the overall strategic and operational planning of the Division<br \/>\n\tEncourage mutual trust and build high-performing teams.<\/p>\n<p>Management of Student Finance:<\/p>\n<p>\tDirect the full Student Finance function, including fee setting, billing, and the administration of internal\/external bursaries and loans (NSFAS\/DHET).<br \/>\n\tEnsure seamless student enrolment by coordinating inter-office functions across faculties and support divisions.<\/p>\n<p>Student Debt Management:<\/p>\n<p>\tEstablish and maintain credit control policies, analytical tools, and systems that optimize debt recovery and mitigate bad debt risk while protecting student wellbeing.<br \/>\n\tOversee accounts handed over to external collections.<\/p>\n<p>Bursaries and Scholarships:<\/p>\n<p>\tManage the allocation, forecasting, and administration of internally and externally funded bursaries.<br \/>\n\tManage external suppliers\/contractors regarding allowance disbursements.<\/p>\n<p>Sundry Debtor Management:<\/p>\n<p>\tOversee policies, billing integrity, cash flow management, and credit control mechanisms for all sundry income streams.<\/p>\n<p>Governance and Reporting:<\/p>\n<p>\tIdentify strategic and operational risks, deploy mitigating controls, and report progress to the CFO and MEC Risk Management Committee.<br \/>\n\tPartner with finance stakeholders to complete UJ\u2019s Annual Financial Statements and statutory reports.<\/p>\n<p>Resource Management:<\/p>\n<p>\tPerform accurate forecasting, divisional budgeting, and allocation for funds under management (~R4.5 billion p.a.) and the divisional budget (~R70 million p.a.).<\/p>\n<p>Stakeholder Management:<\/p>\n<p>\tCultivate collaborative relationships with internal structures (Faculties, SRC, Internal Auditors) and external entities (NSFAS, DHET, Donors, External Auditors).<\/p>\n<p>People Management &amp; Development:<\/p>\n<p>\tDrive performance management, talent attraction\/retention, transformation, and grievance\/disciplinary procedures in line with HCM policies.<\/p>\n<p>Corporate Governance &amp; Compliance:<\/p>\n<p>\tEnforce professional conduct, manage absolute compliance with relevant legislation, and ensure the division successfully meets all audit requirements.<\/p>\n<p>Minimum requirements<\/p>\n<p>\tProfessional Registration: Active registration with SAICA as a Chartered Accountant, or with ACCA, or with CIMA as a CGMA.<br \/>\n\tA Financial Management Postgraduate qualification and\/or advanced technical or professional certification (NQF Level 8).<br \/>\n\tMinimum of 10 years of experience within a financial environment with proven experience in financial operations (revenue management, debtors, reconciliations, and financial sub-systems).<br \/>\n\tAt least seven (7) years of demonstrated experience managing a medium-to-large staff contingent and executive leadership.<br \/>\n\tComprehension and practical ability to perform across key financial management components, including IFRS requirements.<\/p>\n<p>Recommendations:<\/p>\n<p>\tExperience within the higher education sector.<br \/>\n\tWorking experience with student financial systems such as ITS or similar enterprise resource planning (ERP) systems.<\/p>\n<p>Competencies and Behavioural Attributes:<\/p>\n<p>\tStrategic financial management and analytical skills.<br \/>\n\tComprehensive student revenue, credit control, and debt management capabilities.<br \/>\n\tSound knowledge of financial systems, governance, compliance, and risk management.<br \/>\n\tStrong leadership, people development, and talent management abilities.<br \/>\n\tExceptional verbal and written communication skills.<br \/>\n\tHigh-level decision-making, conflict resolution, and negotiation skills.<br \/>\n\tProven ability to plan, develop, coordinate, and direct complex institutional initiatives.<br \/>\n\tStakeholder engagement and relationship management.<\/p>\n<p>Apply via company website ( http:\/\/www.uj.ac.za ) or<\/p>\n<p>jobs.uj.ac.za<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"author":2,"featured_media":0,"template":"","meta":{"_promoted":"","_job_location":"","_application":"http:\/\/jobs.uj.ac.za","_company_name":"University of Johannesburg","_company_website":"http:\/\/www.uj.ac.za","_company_tagline":"Vibrant, multicultural and dynamic, the University of Johannesburg (UJ) shares the pace and energy of cosmopolitan Johannesburg, the city whose name it carries.
