Strategic Support to the SACAA Director of Civil Aviation and Board<\/p>\n
\tProvide support to the Director of Civil Aviation through the implementation of Training Standards and Personnel Licensing programs required to ensure an efficiency and effectiveness in line with the SACAA\u2019s mandate. This role focuses on establishing licensing of personnel, overseeing designated functions, conducting safety promotions, and international operations.\u00a0<\/p>\n
Strategic Alignment<\/p>\n
\tManage and ensure the development of the overall Training Standards and strategy and management philosophy for SACAA.
\n\tTranslate the SACAA vision and strategic objectives into – Safety Standards and Assurance imperatives and ensure oversight for the following Departments and the associated ICAO Annexes:\u00a0
\n\t\u00a0Aviation Medicine Department
\n\tPersonnel Licensing Department
\n\tEnsure integration with other SACAA departments to effectively support the achievement of SACAA\u2019s strategic priorities.
\n\tManage and ensure the development and implementation of an annual operational plan that will effectively meet both the short and long-goals and strategy requirements of the division & organisation.
\n\tManage and review operational performance against the plan\u00a0<\/p>\n
Financial Management<\/p>\n
\tCompile and manage the Safety Standards & Assurance budget annually for approval by Exco and the Board in line with the PFMA and other appropriate legislation, policies & procedures.
\n\tManage expenditure and revenue in line with approved parameters, and report variances as required in line with the PFMA and other appropriate legislation, policies & procedures.<\/p>\n
People Management<\/p>\n
\tManage and ensure the implementation of Safety Standards and Assurance development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.\u00a0
\n\tOversee the mentoring and coaching of staff on an ongoing basis as required to ensure effective and efficient Training Standards and Personnel Licensing<\/p>\n
Policy Development<\/p>\n
\tLead and manage regulatory reviews and submissions in terms of – Safety Standards and Assurance developments.
\n\tServe as international representative of SA\u2019s interests in standards development
\n\tEnsure consultation regarding policy development.
\n\tProactively research, develop and establish the specified standards to be applied in planning, oversight, approval, evaluation, and issuance of aviation safety licenses & certification.<\/p>\n
Operational Management<\/p>\n
Ensure effective operational oversight of Training Standards & Personnel Licensing Division. Planning, establishing training standards and perform oversight for the following functions:<\/p>\n
\tmedical standards,
\n\tLicensing of personnel,
\n\tOversee training organisations & FSTDs
\n\tOversee designated and associated delegated functions,
\n\tConduct safety promotions,
\n\tInvestigate safety occurrences, and
\n\tEnsure representation on international forums
\n\t\u00a0Manage and ensure effective implementation and enforcement of – Training Standards & Personnel Licensing
\n\tOversee international operations and relations.<\/p>\n
Aviation Safety<\/p>\n
\tTo promote – Training Standards\u00a0and Personnel Licensing to industry stakeholders.<\/p>\n
Operations Promotion and Communication<\/p>\n
\tConstantly ensure optimum internal and external communication on issues of – Training Standards and Personnel Licensing.<\/p>\n
Requirements<\/p>\n
MINIMUM<\/p>\n
\tPilot Licence (ATPL) or CPL plus commensurate aviation training or qualification\u00a0<\/p>\n
ADDED ADVANTAGE<\/p>\n
\tRelevant Post Graduate Qualification plus above-mentioned licenses<\/p>\n
EXPERIENCE<\/p>\n
\tSenior Management Experience or relevant\u00a010 YEARS OR
\n\tAviation Safety Operations or similar experience\u00a010\u00a0YEARS<\/p>\n
