Qualification\/s Requirements<\/p>\n
\tA Grade 12 coupled with a minimum Bachelor\u2019s degree (equivalent to NQF level 7) in Accounting or Public Finance or Economics or Business Economics or Management;
\n\tA Minimum 4 years\u2019 experience is required of which 2 years should be at an Assistant Director level or equivalent obtained in the budgeting process;
\n\tKnowledge of utilising the economic reporting format, and the International Monetary Funds\u2019 Government Finance Statistics system of classification; and\u00a0
\n\tKnowledge of utilising the Microsoft Suite of products, with emphasis on Excel spreadsheets.<\/p>\n
Key Performance Areas<\/p>\n
Develop national departments\u2019 financial outcome data sets as well as reporting on departmental receipts:<\/p>\n
\tAdminister the compilation of a database of annual financial statement actual expenditure and receipts in line with accounting and economic standards. Verify the data and prepare the relevant summaries; and
\n\tConsolidate the preliminary receipts and outcome numbers for national departments at year-end; and
\n\tAttend the monthly Section 32 meetings and discuss any inconsistencies with the Office of the Accountant-General to ensure correctness of data to be published.<\/p>\n
National department datasets and tables for MTBPS, AENE, ENE and Budget Review:<\/p>\n
\tCompile datasets and tables required for MTBPS, AENE, ENE and Budget Review.
\n\tCompile a Departmental receipts summary table for MTBPS and ENE.
\n\tDevelop and update ENE checklist and analysis tool to verify the technical accuracy of the Budget database.
\n\tPrepare ENE summary tables.
\n\tReconcile national departments\u2019 history data published by Statistics SA and SARB with the numbers published in the Budget Review<\/p>\n
Government statistics of all national departments for inclusion in the budget publications:<\/p>\n
\tDo a trend analysis for the MTBPS and Budget Review;
\n\tAssist with the verification of the MTBPS and Budget Review chapters in the week before publication;
\n\tAnalyse Budget databases and inform budget analysts of inconsistencies;
\n\tArrange and attend weekly ENE Data Central Team meetings and provide inputs;
\n\tReconcile all function shifts between departments; and
\n\tProvide datasets for various cross cutting reporting and planning projects.<\/p>\n
