Learning Programmes"},"content":{"rendered":"<p>MINIMUM REQUIREMENTS:<\/p>\n<p>\tMatric\/Grade 12<br \/>\n\tB-Degree or Advanced Diploma in a relevant field (NQF Level 7)<br \/>\n\tAn Honours Degree or equivalent in the relevant field of study will be an added advantage.<br \/>\n\tA project management qualification would be an advantage.<br \/>\n\t5 years\u2019 relevant experience of which 3 years should at a Management or Supervisory level.<br \/>\n\tExperience in the SETA environment will be an added advantage.<br \/>\n\tIn-depth knowledge of Skills Development Act and Skills Development Levies Act.<br \/>\n\tKnowledge of SAQA and the National Qualifications Framework (Qualifications and Unit Standards).<br \/>\n\tKnowledge of the OFO Code Framework, PFMA and SETA Grant Regulations<br \/>\n\tKnowledge of SETMIS and QMR DHET Reporting systems<br \/>\n\tKnowledge of Record Management systems and archival best practices<br \/>\n\tKnowledge and understanding of the company policies and procedures applicable to the specific work environment to ensure that work outcomes are compliant to the policies and procedures.<br \/>\n\tRequired to work extensive hours and meet deadlines.<br \/>\n\tOwn car and valid driver\u2019s License<\/p>\n<p>ROLES AND RESPONSIBILITIES<\/p>\n<p>Strategic Planning<\/p>\n<p>\tReview and provide inputs in the development of the Annual Performance Plan and Operational Plans and ensuring progress against the approved annual targets.<br \/>\n\tReports to Senior Manager on the Annual Performance achievement on the Learning Programme objectives.<br \/>\n\tProvides reasons to Senior Manager for non-achievement of the Annual Performance Plan targets.<br \/>\n\tCompile monthly and quarterly reports on learning programme.<\/p>\n<p>Management of Learning Programmes<\/p>\n<p>\tManage the implementation of learning programme implementation initiatives to support MICT SETA\u2019s sector skills agenda.<br \/>\n\tEducates stakeholders on skills priorities in the sector.<br \/>\n\tEnsures services to stakeholders are delivered timeously and accurately.<br \/>\n\tManages the registration process of learners for each respective function within the department to ensure that audit \/ reporting documentation is relevant and current.<br \/>\n\tVerifies and submits documentation of programmes and learner registrations to the<br \/>\n\tDepartment of Higher Education and Training (DHET) in line with regulatory requirements.<br \/>\n\tManages the monitoring of learners and their progress on programmes and qualifications implemented.<br \/>\n\tManages approved or implementing stakeholders and oversees the disbursement of schedules aligned to project objectives and deliverables.<br \/>\n\tEnsures that the payments on Discretionary Grants are aligned to Service Level Agreement (SLA) and payments are effected timeously to ensure prompt delivery on programmes.<br \/>\n\tEnsures adherence to the Service Level Agreement (SLA) that governs the relationships between MICT SETA and employers.<br \/>\n\tEnsures that the providers implementing learning programmes such as learnership and skills programme are accredited for the programme approved.<br \/>\n\tEnsures that approved implementing employers comply with all the regulatory and MICT SETA processes and corrective action is implemented if necessary.<br \/>\n\tProvides reports to Senior Manager on the registration of learners per qualification and programme.<br \/>\n\tImplement and maintain systems to track, store and safeguard records.<\/p>\n<p>Strategic\/ Special Projects<\/p>\n<p>\tAssist the Senior Manager in developing and implementing a special projects\u2019 strategy for the organisation.<br \/>\n\tImplement special projects processes and procedures.<br \/>\n\tImplementation of special projects and alignment of special projects into organisational planning, SETA funding model and commitment register.<br \/>\n\tConduct quality assurance and report on approved special projects.<br \/>\n\tEnsure that all partnership and special projects are managed and administered in line with SETA policies, signed MoU in consultation with the Senior Manager.<br \/>\n\tResearches and develops new projects by checking how to continuously improve on existing projects.<br \/>\n\tMonitors the status of projects by meeting monthly with Senior Manager and team to give feedback on the progress on projects and on risks mitigated.<\/p>\n<p>Discretionary Grant Applications<\/p>\n<p>\tOversee the administration of DG grant applications received from stakeholders.<br \/>\n\tAllocate Advisors to vet shortlisted stakeholders.<br \/>\n\tVerify and process payment pack prior to the Senior Manager\u2019s final approval.<br \/>\n\tCommunicate availability of grants to stakeholders.<br \/>\n\tVerify with Senior Manager that learning programmes development initiatives are aligned to the Sector Skills Plan (SSP) and the country\u2019s national strategies prior to design and development.<br \/>\n\tMonthly Report to the Senior Manager on the achievement of annual performance targets and strategic objectives.<br \/>\n\tAssist in the development and Implementation of learning programmes Standard Operating Procedures as per the Grant regulation and DHET requirements.<br \/>\n\tReview and provide inputs for Discretionary Grant Policy updates.<\/p>\n<p>\u00a0Financial Management<\/p>\n<p>\tCompile and manage unit operational budget.<br \/>\n\tManage and control budgets for projects allocated by checking that there is no overspend or underspend of the budget and there is compliance with the SLA in terms of amounts to be paid to the employers and training providers.<br \/>\n\tReview payments of grants and ensure all payments are done within payment terms and in line with policies and procedures of the organisation.<\/p>\n<p>Stakeholder Relationship and Management<\/p>\n<p>\tPartner with employers and the Strategy and Research unit to identify skills gaps and ensure the implementation of appropriate learning programmes to address sector gaps.<br \/>\n\tLiaises with and manages relationships with employers, stakeholders, training providers, TVET College\/University of Technology\/University representatives and learners by attending regular meetings to ensure that all work base experience programmes are on track.<br \/>\n\tEducate stakeholders on skills priorities in the sector.<br \/>\n\tEnsure services to stakeholders are delivered timeously and accurately.<br \/>\n\tEffectively communicates MICT SETA\u2019s initiatives to support the development of alliances.<br \/>\n\tProvides support and feedback to employers, stakeholders, and training providers.<br \/>\n\tIdentifies and partners with relevant role players in order to ensure the effective promotion of skills development initiatives and strategic sectoral training interventions.<br \/>\n\tEstablishes collaborative partnerships with stakeholders to ensure sustainable implementation of MICT SETA Programmes.<br \/>\n\tEnsures delivery of quality products and services in accordance with Service Level<\/p>\n<p>Agreements and stakeholder expectations.<\/p>\n<p>\tImplements recommendations from the stakeholders.<br \/>\n\tBuild relationships with MICT SETA stakeholders by facilitating sessions with employer and stakeholders on new trends and LMS updates.<\/p>\n<p>Risk and Compliance Management<\/p>\n<p>\tEnsure the mitigation of the business unit\u2019s risk profile through the application of fraud controls and risk prevention principles and implementing of sound governance and compliance processes and tools to identify and manage risks.<br \/>\n\tResponsible for the coordination and maintenance of quality risk management in line with relevant requirements.<br \/>\n\tMonitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.<br \/>\n\tSupport and provide evidence to all internal and external audit requirements.<br \/>\n\tOversee the maintenance and enforcement of all Learning Programme<br \/>\n\tAdministration related Service Level Agreements to minimise business risk and ensure business continuity.<br \/>\n\tEnsure adherence in the Learning Programme Administration team to all relevant laws, policies and Standard Operating Procedures throughout the organisation.<\/p>\n<p>People Management<\/p>\n<p>\tBuild and lead an effective and cohesive team through the effective management of divisional resources.<br \/>\n\tDrive the implementation of talent acquisition, succession planning, development, and retention strategies for the division.<br \/>\n\tEnsure the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of talent in the business unit.<br \/>\n\tCreate a high-performance culture and manage team performance effectively by translating and communicating the annual performance goals and measures into individual work plans based on agreed upon objectives.<br \/>\n\tEnsure that the working environment contributes to improving employee engagement, recognition and increased productivity.<br \/>\n\tEnsure that management of poor performance and disciplinary matters in line with the MICT
