Description<\/p>\n
\tResponsible for Licensing standards and regulations for all aircrew licenses, oversight of designated flight examiners, approval and oversight of examination centres.\u00a0
\n\tCATS and CAR development
\n\tDevelop and implement CARs and CATS for Part 141 and Part 64 in compliance to the standards and recommended practices of ICAO Annex 1
\n\tOperational Management
\n\tApprove and conduct audits on all Part 141 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance.
\n\tQualify FSTDs regulated by Part 60 and conduct audits as per the Master Surveillance Plan to establish compliance.
\n\tConduct audits and inspections as per SACAA Procedures to establish compliance
\n\tProvide oversight the activities of designated
\n\tMake relevant recommendations pertaining to safety management systems.
\n\tRecommend enforcement measures with respect to regulatory non-compliances
\n\tProvide factual reports of audits and inspections conducted on the training organisations.
\n\tMonitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.
\n\tFacilitate approval, and their maintenance with respect to Training and Procedures Manuals
\n\tSupport the Licensing Administration function within SACAA, including the assessment of applications, against legal requirements in accordance with the provisions of the Civil Aviation Regulations 2011, Parts 60,61, 62, 63, 64, 68, 69, 71 and 101
\n\tInvestigate and recommend action to the Director on any deviations to the requirements.
\n\tIntroduce adequate control measures to enable SACAA to effectively carry out its mandate of Safety and Security Oversight
\n\tUpdate and amend all documentation, checklists and procedures to ensure compliance with the regulations.
\n\tRecommending the approval\/denial\/withdrawal of exemptions and special approvals.
\n\tProvide direct entry support to the legal system on enforcement issues<\/p>\n
Communications and Safety Promotion<\/p>\n
\tProject a professional and positive image of the CAA to all stakeholders.
\n\tProvide industry feedback to the Manager
\n\tIndustry Liaison and Client Service Standards
\n\tParticipate with industry through workshops and conferences in the development of:
\n\t\u00adPractical examination\/testing\/training standards
\n\t\u00adThe oversight system to portray a positive image of the SACAA.
\n\tLiaise with industry to record problem-solving solutions and convey knowledge to the industry to allow for the improvement of standards.
\n\tResolve customer issues while abiding by regulations and internal policies<\/p>\n
Requirements<\/p>\n
\tCommercial Pilot License with Grade II Instructor Rating or equivalent SA Air Force Flight Instructor Rating Category B
\n\t300 hours – 500 hours flight instructor training experience<\/p>\n
