    PURPOSE OF THE ROLE:
    The role is responsible for ensuring that all instrumentation and automation repairs and installations within the process plant and supporting sections are carried out to professional standards and completed efficiently. It involves managing and coordinating the instrumentation team in alignment with the maintenance plans and directives from the Maintenance Superintendent. Additionally, the role requires maintaining effective working relationships with key stakeholders, including Production and Maintenance teams (both plant and underground), as well as Procurement, Finance, Security, Health & Safety, Training departments, and Original Equipment Manufacturers (OEMs).

    QUALIFICATIONS:

    Full Technician Certificate/ Technical Diploma/ University degree in Instrumentation/Electrical/ Electronic Engineering.

     
    EXPERIENCE:

    A minimum of 5 years’ proven experience as a Specialist or Senior Instrumentation Supervisor within a processing plant or manufacturing environment.

     
    ADDITIONAL REQUIREMENTS:

    High competency in PLC programming (Allen Bradley control logix and SLC500).
    High competency in Wonderware systems platform.
    Computer literate with AutoCAD/Microsoft Projects /MS office.
    Discipline, coach, and train subordinates.

    MAIN OR KEY ACCOUNTABILITIES:

    Planning and Execution of Instrumentation

    Planning and execution of all Instrumentation activities (planned and unplanned) to achieve the targeted availability for the plant and supporting outside section.
    Scheduling, planning, and execution of periodic Instrumentation related maintenance for process plant outside supporting sections and CAF plant services.
    Managing and supervising the Instrumentation crew in conducting maintenance duties.

    Instrumentation Projects

    Instrumentation loop design. – Be able to design instrumentation loops according to specific purpose for each application.
    Design and produce loop diagrams for required loops.
    Instrumentation PLC panel and junction box design. – Must be able to design new panels as required for upgrades to suit each application. Panel layouts must be detailed specifically for panel builders to achieve proper functionality for the required purpose.
    Connection diagrams must be detailed for panel builders to accurately wire said panels.
    Liaise with installation teams, as modified or new installations commence to ensure an accurate outcome of projects.
    Where applicable process flow diagrams must be produced with relevant process line detail and control elements indicated.
    Where applicable P&ID’s must be produced and drawn up as per the project specifications.
    Design / plan tag name conventions, IO lists.
    Record all drawings, update drawing indexes for all instrumentation drawings.
    Electrical drawing design. – Design electrical connection diagrams and wiring diagrams for new projects and modifications.
    Design of electrical panels where required.
    Record all drawings, update drawing indexes for all electrical drawings.
    PLC programming for all projects. – Design layout of PLC tag name convention and documentation.
    SCADA configuration. – Design SCADA pages to reflect data as detailed as possible for production teams to interpretate the data easily.
    Liaise with the production and metallurgy teams the specific requirements for each project. Where necessary provide a functional specification to meet the production or metallurgy expectations.
    Installations completed safely and on time

     
    Budgeting and Cost Management

    Annual cost budgets prepared and submitted on time.
    Instrumentation cost trends.
    Actual versus budget versus forecasted cost variances.
    Ensure new projects or modifications is planned and budgeted either in working cost or capital cost timeously.

     
    Training and Development

    Training records prepared and submitted on time.
    Compliance to training targets and requirements as reported on the training matrix.
    Mid-year and year end performance reviews completed on time.
    Create a pathway for succession planning and ensure that Individual Development Programs are in place for knowledge transfer based on an agreed timeline.

    Title:  Blue Alliance PECCA Country Manager

    Context:
    Signed in 08.2023 the co-management agreement allows Blue Alliance (BA) PECCA, in close collaboration with Ministry of Blue Economy and Fisheries (MoBEF), to oversees the day-to-day co-management of the North (CMA 5 and 6) of Pemba Channel Conservation Area (PECCA). Main activities include Community Development & Engagement, Biodiversity Conservation & Science, Sustainable Revenues, Management & Infrastructure and Law Compliance. Work plan of activities are approved by the Government on an annual basis. In addition to consolidating the results achieved in the North of PECCA, BA aims to extend its activities to the South of PECCA, and eventually to other MPAs in Zanzibar.
    The Country Manager develops and implements strategies aiming to promote Blue Alliance’s mission in Zanzibar and Tanzania. She/He creates complete plans for the attainment of goals and objectives set.
    We are looking for a dynamic professional to lead the development and coordinate the implementation of the activities of Blue Alliance in Zanzibar. She/He Ensure adherence of the organization’s daily activities and long-term plans to established policies and legal guidelines
    She/He builds an effective team by providing guidance and coaching to subordinate managers in charge of the field activities. She/He oversees all staff, budgets and operations of the business. This field of activity includes the animation and functioning of the team, administrative and financial management, IT management, logistical means, facilitation of regulatory bodies, relations with partners, etc.
    General duties and responsibilities:
    The manager will:
    Strategic planning
    Work with the different Managers of Department (science, ecotourism, community, operations) to ensure a complete fit between the program strategic plans. The manager will:

    Draft the annual work plans aligned with BA group’s strategy and develop clear milestones and timelines to set the scope of each project, clarify the objectives, define the deliverables and important deadlines;
    Ensure its validation by BA international and present them for discussion to the MoBEF and other stakeholders;
    Be responsible for overseeing the compliance plans, communication plans and scientific plans.

    Monitoring and Reporting
    For monitoring:

    Conduct regular reviews with the respective management teams to assess the progress with respect to annual work plans;
    Conduct regular reviews of how the different teams use the frameworks and tools with respect to BA standards. Adjusts if need be;
    Monitor staff performance.

    For reporting:

    Ensure quality assurance towards all stakeholders;
    Prepare monthly reports for the MoBEF;
    Prepare semestrial reports for the SAC meetings.
    Prepare regular official reporting for presentation to BA international;
    Prepare annual reporting of the Key Performance Indicators;
    Prepare annual reporting to other donors and financiers.

    Institutional Relationship

    Liaise with community, public, private and institutional actors and strengthen long-term relationships;
    Engage with international / national donors;
    Act as the public speaker and public relations representative of BA in ways that strengthen its profile.

    Financial and administrative Management

    Budget annual operational plans and maintain the budget;
    Monitor financial performance of the project, annual budgets as well as the organization of purchase and maintenance of equipment and assets;
    Responsible for overall compliance with all policies, procedures and manuals.
    Works with the respective teams to clarify the underlying reasons of budget deviations and propose remediation measures;
    Ensure that Blue Alliance requirements, specific methodologies, templates, forms, conformance to governance, procurement, and controlled sets of rules are implemented;
    Screen and identify potential investors and donors;
    Engage potential investors for the various projects and assist in due diligence processes.

    Human Resource management

    Act as a team leader to supervise and coordinate work and activities of all other managers;
    Ensure the proper execution of the day-to-day work plan.
    Define with the international team the right staff management framework (performance management, financial / non-financial incentives and payroll, capacity building, general working conditions and discipline management);
    Participate in the profiling, recruitment, capacity building and supervision of personnel and key members of community organisations;
    Oversees the monitoring of staff compliance with BA regulations and code of conduct;

    Sustainable revenues

    Provide support to the technical studies;
    Ensure proper community engagement;

    Science and conservation activities:

    1.1 Monitoring of ecosystems, both ecological and socio-economic: increase understanding of the ecological, social and economic importance of the marine ecosystems; evaluate the effectiveness of specific management decisions, and to allow management to adapt, modify or strengthen management measures accordingly;
    1.2  Improvement of ecosystems: improve the health of the marine ecosystems by reducing the impact of anthropogenic activities; improve point and non-point sources of water quality deterioration through reduction of nutrient enrichment and sediment loading; assist the Ministry to ensure that the impact of developments approved in Environmental Impact Assessments (EIAs), is adequately compensated for; ensure that marine turtles and emblematic species are effectively managed within the marine areas; assist with the replenishment of corals to damaged or degraded reef ecosystems, by actively growing or rearing corals in controlled ecosystems;

    2.1    Zonation and compliance: ensure that each zone is clearly demarcated and only permitted activities, as defined by the fisheries laws of Zanzibar, take place; ensure that information is transmitted to the public via clear, uniform and attractive methods; ensure that only permissible activities take place in each zone; ensure that interested stakeholders and community members attain competence for surveillance and enforcement activities; ensure that agreements with MBEF/PECCA and the relevant authorities and agencies are put in place and complied;
    2.2  Community engagement and awareness: provide environmental information; involve marine stakeholders and communities in the management measures aimed at reducing negative impacts from unsustainable practices; ensure that the importance of the CAs and each individual’s role in conservation and management is properly communicated; foster interest in the marine ecosystem and build up expertise for volunteer programmes;

    Maintenance and management

    3.1 Maintenance: ensure that the PECCA’s assets are in good order, repair and condition;
    3.2 Management: ensure that PECCA is efficiently managed to meet its environmental, financial and social responsibilities. This field of activity includes the general operation of the CAs (animation and functioning of the team, administrative and financial management, IT management, logistical means, facilitation of regulatory bodies, relations with partners, etc.).
     

    Community livelihood enhancement:

    4.1 Improve the livelihoods of communities, primarily via Income Generating Activities (IGAs) derived from the sustainable use of the natural resources of the marine areas; encourage the equitable distribution of these benefits among the various sectors of the community;

    4.2 Train and hire selected fishers in monitoring abundance of their own fish catches and recording data; train and hire local communities members for different day-to-day marine conservation activities;
    4.3 Improve the fishery revenues through enhancement of the commercialisation of the catches;
     
    Reporting Lines:
    The Manager works under the supervision of the Blue Alliance international.
     
    Requirements:

    University master’s degree with specialization in Fisheries and/or Marine ecology and/or Natural Resource Management and/or Business Management
    Minimum of 10 years of field experience in management of NGO projects, with demonstrable achievements, ideally in Tanzania.
    Experience in collaboration and negotiation with government entities, communities and the private sector
    Capability to work in English and Swahili.

    The Opportunity 
    Under the supervision of the US-based Project Management Director, the Chief of Party (COP) manages, and supervises the successful implementation of the PMI Evolve Project in Tanzania and acts as the primary liaison between the project and the local US Embassy staff, the National Malaria Control Program (NMCP), other government agencies completing malaria control activities, and various other malaria stakeholders in-country. As the COP, you are required to provide overall strategic direction, operations management, technical leadership, and financial and administrative compliance for all project activities to assure ITN campaigns meet desired outcomes, are completed on-time, and within budget.
    Project Description
    The U.S. President’s Malaria Initiative (PMI) Evolve Project, awarded to Abt Global in December 2022, supports national malaria programs with the planning, implementation, and monitoring of vector control interventions, including insecticide-treated nets (ITNs), indoor residual spraying (IRS), and essential entomological monitoring required to make vector control decisions.
    Core Responsibilities

    Represents Abt Global works directly with local United States Embassy, the Ministry of Health, the NMCP, and other key stakeholders.
    Carries full authority and accountability for project decisions, as delegated by the US-based Project Director.
    Sets and pursues a results-oriented program strategy in coordination with the project team and in consultation with the U.S. Embassy, other partners and stakeholders.
    Responsible for representing the company/client/project at the country level with adopting all relevant guidance and processes that are intended to improve overall performance and efficiency.
    Leads the development and production of all deliverables, including annual country work plans, semi-annual reports, post-campaign distribution reports, and other technical reports.
    Ensures that all country planning activities (work plans), vector control operations, technical compliance measures, and other deliverables are submitted on time and in good quality, with adequate time for review from relevant technical teams.
    Oversee the development and timely implementation of monitoring plans for all project activities and ensure that data required for USG performance benchmarks and results frameworks are produced.
    Facilitate the adoption and contribution to the development and review of cross cutting project technical, operational and management initiatives and ensure information is cascaded to country staff to meet the stated objectives in a reasonable and appropriate manner.

    Proven track record of effectively developing and implementing strategies through managing budgets, people and resources to meet business KPIs.
    Good business acumen and agricultural expertise, with ability to anticipate, interpret and respond to changes impacting on functional area.
    A formal business/commercial qualification would be an advantage.

    Job Description:
    The position provides oversight for Risk and Compliance in East Africa Region therefore enabling achievement of program and strategic objectives for the regional and Field Offices. The Regional Risk and Compliance officer will promote a culture of integrated, effective and ethical risk and compliance management within EAR programs. The Officer will be expected to understand and evaluate World Vision’s unique organizational environment and apply a deep understanding of technical principles to support an effective risk and compliance program within EAR. The position will identify operational and strategic risks, coordinate risk assessments, facilitate the application of the risk appetite, coordinate the strategic planning and development of risk mitigation and will ensure escalation of risks to relevant stakeholders. The officer shall utilize the Compliance Tools, Ethics Point (Integrate Incident Management system), Riskonnect (Risk Management system) and other systems and tools. The position holder will lead capacity-building initiatives for EAR in the area of risk, compliance, incident and partnership management. The position will work closely with the Field Office – Risk Primes, Compliance Champions, the EARO Senior Leadership Team (SLT) and other stakeholders on all risk, compliance and partnering issues ensuring that EAR field office’s risk, compliance, incident and partnership approach is well coordinated and in congruence with internal policies, external regulations and donor requirements. The holder will steer conversations on risk management and advice senior leadership team on high risks for prompt action.
    MAJOR RESPONSIBILITIES:
    Risk Management and coordination (40%)

    Champion the risk management process for EAR field offices as a value-added discipline and process, while keeping it as simple as possible to ensure business continuity and operational resilience.
    Is the regional office risk focal person, focusing on strengthening enterprise risk management culture, coordination, support and reporting of the Field Offices & the regional office.
    Regional office enterprise risk management coordination
    Conducts monthly compilation of updates from all Field Offices to ensure that Field Offices entities and the regional office are putting in place risk mitigation measures on their identified risks.
    Engages and liaises with Field Offices to assess the maturity of their ERM program, identify opportunities for improvement, capacity building and building awareness of risk management (virtually or in country)
    Works with Field Offices, to identify opportunities to integrate risk management into existing business practices, processes to further embed ERM in the organization and build its value.
    Builds the capacity of Field Office focal persons to enhance understanding, adoption and effectively use the risk register templates for efficiency and uniformity in reporting.
    Orient and train risk owners at the regional office on Riskonnect and risk management process
    Organizes, participates and convenes quarterly risk management committee meetings, review of regional functional risk areas and sharing of outcomes.
    Engages senior leadership and seeks opportunities for and to influence change in some of the process and practices, which would potentially put the organization at risk.

    Compliance Management (35%)

    Serve as an assistant to the EAR Regional Compliance Champion and ensures the implementation of the Compliance Tool in coordination with the National Directors within EAR GC Compliance advisor and other relevant stakeholder for adherence to corporate responsibilities.
    • Ensure EAR field offices standard operating procedures (SOPs) and local policies are well defined in compliance with global internal policies and procedures, applicable to external context and compatible with donor requirements.
    • Coordinate with Field Offices compliance champions the implementation of policies, procedures and standards to ensure that staff within EAR field offices well understand these.
    • Ensure that relevant compliance violations are documented, reported to internal and external stakeholders and investigated according to respective policies and procedures.
    • Serve as a knowledge leader for addressing compliance risks while educating and informing RL, EAR SLT, and the National and Global technical departments and leaders about compliance trends and risk mitigation within the EAR context.

     INCIDENT & INTEGRATION MANAGEMENT (20%)

    Advice the IIM stakeholder group, resolving case management issues, and supporting regional and Field Office case managers as needed.
    Initiates, Chairs and facilitates the IIM governing group meetings
    Collects and proposes agenda items prior to the meeting and reporting to the larger group any changes/issues related to the program.
    Records and executes any decision points made by the group.
    Identifies and responds to concerns or questions raised by global centre/regional office stakeholders and users. Typical examples include use of the analytics tool, cross-functional case access questions/conflicts, system capability questions, and addressing website change requests.
    Acts as point of contact for orienting and on boarding new stakeholders (providing overall system orientation, identifying stakeholder business needs, advising stakeholders on designing case management workflows, user access decisions, and cost sharing commitments). Participate on stakeholder meetings and calls as requested.

    Communications/Project Management:

    Owns and manages the core document repositories for IIM, including IIM WV Central site and document library, updating and obtaining feedback/edits to any existing or future IIM documents including (User guides, Access logs, terms of reference, etc.)
    Ensure that incidents are analyzed and relevant ‘lessons learned’, and after-action reviews executed.
    Acts as contact between user groups (global centre, regional, Field Offices, etc.)
    Coordinate the overall Incident Management process in response to crisis situations within EAR field offices.
    Collaborate with Management of EAR field offices on the implementation and management of the Integrated Incident Management approach to ensure that incidents are being timely reported, managed and followed up on.

     
    Technical Support/Master Admin:

    Provides technical support and partnership with ERM staff by working together in implementing agreed changes to the software/system and advising on technology capability and capacity.
    Advises stakeholders on general system capabilities in response to requested system changes/issue resolution.
    Resolves any high-level technical issues arising with the infrastructure, or issues where master admin level access is required. Refer issues as needed to ERM master admin.

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
     
    Required professional experience

    Management qualification in Enterprise Risk Management (ERM), Business Continuity or Crisis Management.
    3+ years of proven cumulated experience in the professional arena for operational risk management role
    3+ years in a relevant risk management role in NGO, Private or Government Sectors.
    Strong analytical and critical thinking skills to identify problems and develop solutions.
    Strong organizational skills, independent judgment, and the ability to be flexible as the demands and priorities change.
    ·Strong interpersonal skills, as well as written and verbal communication skills.
    Must be a committed Christian, able to stand above denominational diversities.

     
    Required Education, training, license, registration and certification
