    PURPOSE OF THE ASSIGNMENT:
    The National Logistics Officer – Rail Cold Chain Project Manager will report directly to the Head of Supply Chain and the Dodoma Office, based in Dodoma. This role is responsible for the strategic planning, coordination, and execution of the Rail Cold Chain Project (horticulture). The initiative is designed to strengthen the capacity of smallholder horticulture farmers and producers of other perishable goods, including livestock and fisheries, by connecting them to urban markets, processors, and exporters along the central railway line through specialized cold chain transport and logistics services.
    The Project Manager will lead stakeholder engagement and foster effective collaboration among WFP, TRC, aggregators, and other partners to establish a sustainable rail-based cold chain system. The objective is to expand farmers’ access to premium markets, minimize post-harvest losses, and enhance regional and international trade connectivity.
    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

    Lead the design, planning, and implementation of the Rail Cold Chain Project, ensuring alignment with WFP’s supply chain strategy and national priorities.
    Develop project work plans, timelines, and performance indicators to monitor progress and outcomes.
    Facilitate strong collaboration between WFP counterparts, internal and external stakeholders, including farmer groups, aggregators, retailer associations, processors, and exporters.
    Establish and maintain strong partnerships to ensure smooth integration of cold chain logistics into the central railway system.
    Oversee the establishment of specialized rail-based cold chain transport and logistics services.
    Ensure infrastructure, equipment, and operational processes meet international standards for perishable goods handling.
    Facilitate collaboration with internal and external stakeholders to build the capacity of smallholder horticulture farmers and producers of perishable livestock and fisheries products, ensuring their competitiveness in premium urban and export markets
    Support training initiatives and knowledge transfer to reduce post-harvest losses and improve product quality.
    Enhance connectivity between rural producers and urban markets, processors, and exporters.
    Promote regional and international trade opportunities through efficient cold chain transport and logistics services.
    Track project performance against agreed objectives, ensuring timely reporting to the Head of Supply Chain and Dodoma Office.
    Identify risks, challenges, and opportunities, and recommend corrective actions to optimize project delivery.
    Drive initiatives that ensure long-term sustainability of the rail cold chain system.
    Explore innovative solutions and technologies to improve efficiency, reduce costs, and enhance resilience.

    QUALIFICATIONS & EXPERIENCE REQUIRED:
    Education:
    Advanced University degree in Transport and Logistics, Transport Economics, Supply Chain, Logistics, Engineering, Agriculture Economics, Agriculture Business or other related field, or First University degree with additional years of related work experience and/or training/courses.
    Experience:

    Minimum of 5 years of progressively responsible experience in supply chain, logistics, or project management, preferably in agriculture or cold chain systems.
    Proven experience in managing multi-stakeholder projects, including government agencies, private sector, and international organizations.
    Strong knowledge of cold chain logistics, perishable goods handling, and agricultural value chains.
    Excellent communication, negotiation, and partnership-building skills.

    INTRODUCTION

Since 2015, HAT has implemented inclusive humanitarian programmes in refugee camps and host communities, focusing on protection, assistance, and dignity for older people and people with disabilities.
    PURPOSE OF THE JOB
    The Senior Protection and Inclusion Officer (SPIO) is responsible for the design, planning, implementation, management, and administration of HelpAge Tanzania’s inclusive humanitarian and protection programmes in refugee camps and host communities in Kigoma Region.
    The post holder will provide strategic leadership on protection and inclusion of People with Specific Needs (PSNs), particularly older people and persons with disabilities, and will actively engage national and international humanitarian actors to strengthen inclusive humanitarian responses. The SPIO will also build the capacity of national staff and local implementing partners to ensure sustainability of inclusive humanitarian programming.
    The SPIO is a key member of the Senior Management Team (SMT) and will participate actively in management, strategic planning, and organisational decision-making processes.
    SCOPE OF THE ROLE
    The position is based in Kigoma Region and has overall responsibility for managing the HAT field office and overseeing the Inclusive Humanitarian Programme implemented in refugee camps and host communities.

    Objectives of the Position
    Execute the pharmacy/medical warehouse storing activities in order to keep pharmacy stock above security level and following recommended conditions (temperature, humidity, etc.) under the supervision of the Pharmacy Supervisor, and in collaboration with the logistics team
    Main Responsibilities

    Supervising material orders and dispatching in order to ensure rational use.
    Receiving orders and deliveries, identifying potential disparities against cargo manifest or others and reporting them, and stores materials in accordance with the system in force, in order to ensure continuous availability. It includes:
    Ensuring good storage conditions of all medical items in the pharmacy in accordance with pharmaceutical standards in order to ensure continuous availability. Ensuring correct fill in entries on the stock cards and software.
    Carrying out or participating in regular inventories including EPREP stock.
    Following up stock levels with regards to alarms thresholds, stock out, expiry dates and drugs to expire in the following 6 months.
    Preparing orders of the different consumption units (departments, wards, others), ensuring proper packaging and dispatching and reporting any anomalies or changes in consumption patterns to the Pharmacy Supervisor. Informing Pharmacy Supervisor as soon as stock reaches alert limit
    Controlling warehouse facilities in order to ensure materials are kept in good keeping conditions, it includes:
    e.g. Monitoring temperature in the warehouse and ensuring that products requiring cold chain are suitably stored and transports received, stored, and prepared and transported appropriately according to MSF Supply and Cold Chain protocols.
    Ensuring cleanliness of premises (stock pharmacy) and in close collaboration with the logistics department, maintaining refrigerating equipment.
    Controlling warehouse limited access to authorized personnel and ensuring doors and other exits are secured. Immediately informing the line manager of any problems arising in the course of the work, particularly with regards to damage, loss, attempted break-ins or theft in the warehouse.
    Ensuring that items to be quarantined (on-going quality alerts) or to be placed in quarantine zone (batch recalls, expired or damaged items) are removed from the stock and safely locked.
    Following up stock levels with regards to alarms thresholds, stock out, expiry dates and drugs to expire in the following 6 months. Preparing reports and passing it to the supervisor.

    The Health and Care Programme Manager provides strategic leadership, technical oversight, and overall management of HAT’s Health and Care portfolio. The role ensures high-quality, inclusive, and person-centred health and care programming for older women and men and persons with disabilities, in line with HAT’s policies, values, and strategic frameworks.
    The postholder is responsible for effective programme design, implementation, monitoring, evaluation, learning, and compliance with donor requirements. The role is a key member of the Senior Management Team (SMT) in Tanzania and contributes to organisational strategy, advocacy, and resource mobilisation.
     

    Scope of the Role

    The position is based in Dar es Salaam, with frequent travel within Tanzania and occasional international travel.
    The Health and Care Programme Manager will:

    Provide strategic leadership to HAT’s Health and Care programmes across development, humanitarian, and nexus contexts
    Strengthen programme quality, partnerships, accountability, and learning
    Scale up technical support to partners and networks
    Lead strategic fundraising and programme growth for the Health and Care portfolio
    Ensure all projects are implemented in compliance with organisational standards and donor requirements

     

    Key Responsibilities
    Strategic Leadership

    Lead the development and implementation of HAT’s Health and Care programme strategy in both development and humanitarian contexts
    Support the Head of Programmes and SMT in shaping the strategic direction and growth of the Health and Care portfolio
    Lead organisational learning and policy influence initiatives to promote healthy ageing, integrated care, and inclusive health systems

    Programme Design, Funding, and Management

    Identify strategic funding opportunities and lead concept notes and proposals development for the Health and Care portfolio
    Provide high-quality technical oversight and capacity strengthening support to implementing partners
    Oversee partner project coordinators to ensure delivery in line with grant agreements, objectives, timelines, and budgets
    Ensure effective financial oversight, including budget monitoring, expenditure tracking, and regular Budget vs Actual reviews with partners
    Ensure participatory, rights-based, and inclusive approaches are integrated into programme design and implementation, including Universal Health Coverage, humanitarian action, and older people’s voice
    Lead the preparation and submission of high-quality donors and internal reports

    Monitoring, Evaluation, Accountability, and Learning (MEAL)

    Support the Health and Care Project Field Officer to operationalise MEAL systems aligned with departmental goals
    Use MEAL data to inform programme adaptation, decision-making, and strategic development
    Support operational and analytical research, documentation, and dissemination in collaboration with the Communications function
    Ensure accountability to older people, people with disabilities, and other stakeholders through effective feedback and complaints mechanisms
    Promote internal learning and engagement with national and global networks to profile HAT’s work

    Advocacy and Communications

    Engage government ministries, CSOs, OPAs, and OPDs in advancing HAT’s advocacy objectives
    Support SMT in ensuring advocacy is embedded in HAT’s Theory of Change and strategic planning
    Position HAT as a leading organisation on older people’s health and care in Tanzania
    Strengthening coherence between evidence, programmes, and advocacy at local, national, and global levels

    Emergency Preparedness and Response

    Support the Humanitarian Programme Manager to ensure health and care inclusion of older people in emergency preparedness and response
    Represent HAT in relevant coordination mechanisms at national and inter-agency levels during emergencies

    Safeguarding and Protection

    The postholder is responsible for:

    Ensuring safeguarding and protection principles are fully integrated into Health and Care programmes
    Promoting staff, volunteer, and partner awareness and compliance with safeguarding policies
    Reporting safeguarding concerns through established mechanisms
    Reducing risks of harm and abuse through inclusive programme design and community engagement

    Qualifications, Competencies, and Experience

    Education and Professional Qualifications

    Medical Doctor or Public Health Specialist with at least three (3) years of clinical or public health practice
    At least five (5) years’ experience in a senior management role within health and care programming

    Essential Experience and Skills

    Minimum three (3) years’ professional experience living and working in Tanzania
    Strong experience in strategic programme planning, financial management, and donor compliance
    Proven ability to design and manage multi-thematic programmes at national level
    Demonstrated experience in proposal development and successful resource mobilisation
    Strong leadership, people management, and partnership-building skills
    Experience working with government ministries, donors, and development partners
    Excellent report writing and communication skills
    Strong understanding of MEAL systems and operational research
    Commitment to rights-based, gender-responsive, age- and disability-inclusive programming
    Willingness to travel extensively within Tanzania

    Specific Tasks and Activities

    Timely data collection from all the different project sources according to the established schedule of reporting.
    Check the completeness and quality of the data collected from the different sources before entering in the project data base.
    Provide technical guidance to project staff on M&E Officer processes, serving as a resource for knowledge sharing and capacity building
    Design and oversee the comprehensive M&E framework to track the project’s three key results and ensure alignment with the partners’ systems.
    Supervise the quality of data related.
    Analyze data trends to identify gaps and propose corrective actions to the Project Manager.

    Required Qualifications and Experience
    Education:

    Master’s Degree in Public Health, Epidemiology, Statistics, or Social Sciences.

    Experience:

    At least 5 years of experience in MEAL systems design and management.
    Specific experience in Maternal, Newborn, and Child Health (MNCH) or Reproductive Health projects is strongly preferred.
    Experience working with academic institutions or in research coordination is an asset.

    Technical Skills:

    Strong proficiency in quantitative and qualitative analysis (i.e. SPSS, STATA, NVivo).
    Ability to manage complex partnerships (NGOs, Hospitals, Universities).
