VisionFund International is differentiated by its integrated approach in working with World Vision\u2019s community-based development efforts to address rural poverty. VisionFund Tanzania (VFT) is currently the fourth largest and the most rapidly growing Microfinance Institution (MFI) in Tanzania. It also has the highest quality portfolio, some of the most efficient operations (second lowest cost per borrower) and is solidly self-sustainable.<br \/>\nThe Head of People, Culture and Administration is responsible for all aspects of the human resource function within the VisionFund Tanzania Office. Reporting to the Chief Executive Officer, the position is responsible primarily for P&amp;C Strategy, staffing, recruiting, retention, performance management, employee relations, compensation, compliance, individual development and succession planning. The incumbent ensures that HR initiatives are aligned with VFT\u2019s mission, values and long-term business strategy, and that they support the evolving HR needs of the business. The overall objective of the position is to support the development and retention of a high-performance work force and a learning culture.<br \/>\nKey Responsibilities<br \/>\nPeople &amp; Culture strategy<\/p>\n<p>Provides strategic People support and advice on Human Resources issues<br \/>\nUpdates the employee handbook on a per need basis, and ensures that all revision and addition to the policies are written in the employee handbook; Informs all concerned staff the changes entered into the employee handbook;<br \/>\nEnsures that good insurance covers for staff are in place that will be of benefit to the organization<br \/>\nAll Policies are updated as required quarterly present to board P &amp; C matter<br \/>\n\u00a0Recommend employees recognition activities to honour individual milestones and achievements<\/p>\n<p>Manpower planning &amp; Budgets<\/p>\n<p>Contributes and advises in senior management strategic planning, with particular responsibility for HR needs, policies and procedures.<br \/>\nPrepares and submits annual budget and plan for the approval of the senior management team (SMT)<br \/>\nAligns with SMT on manpower planning<\/p>\n<p>Recruitment and Onboarding<br \/>\nTalent sourcing solutions<\/p>\n<p>Develops letters of appointment, transfer, promotion, and the like; and sends to the concerned staff after approval.<br \/>\nConducts \u201cdue diligence\u201d or the \u201cfit and proper\u201d test to assess the job applicant\u2019s background and character.<br \/>\nEnsures that VF Tanzania maintains a standardized and systematic hiring and recruitment process; develops or updates hiring policies and procedures most appropriate to individual positions.<br \/>\nCoordinates all recruitment for VF Tanzania: reviews staff requisitions, supervises the hiring and contractual process, and arranges for the new employee\u2019s orientation with the immediate supervisor.<\/p>\n<p>Compensation &amp; Rewards<\/p>\n<p>Reviews the benefits scheme (compensation, incentives, and other benefits) on an annual basis; ensures that it is properly administered in accordance with the employee handbook, and if necessary, recommends to the CEO the renewal of the scheme;<br \/>\nConducts consultations with department heads to determine performance indicators and benchmarks per position;<br \/>\nPeriodically carries out salaries and benefits surveys for the review process in order to develop and maintain a competitive compensation package and incentive schemes for staff.<\/p>\n<p>Performance management &amp; Engagement<\/p>\n<p>Implement and monitor staff performance appraisals is done on a regular basis in Workday<br \/>\nReviews the performance appraisal &amp; calibration effectiveness in workday<br \/>\nInvestigates all disciplinary and grievance cases with the respective staff, provides guidance, and corrective action through counseling, training, or instituting disciplinary procedures;<br \/>\nIn consultation with the senior management, develops performance indicators and standards for incentives<br \/>\nBranch efficiency &amp; Effectiveness<br \/>\nAnnual safeguarding assessment &amp; Reporting\u00a0\u200b<\/p>\n<p>Capability &amp; competency management<\/p>\n<p>Conducts periodic staff training needs and plans for capacity building- training and staff development.<br \/>\nCoordinates and develops the staff development strategy to make sure that the staff continues to achieve professional growth within VF Tanzania<br \/>\nEnsures 100% completion of mandatory annual training<br \/>\nMonthly &amp; quarterly reporting<\/p>\n<p>Employee relations &amp; Change agent<\/p>\n<p>Staff engagement through annual Voice survey<br \/>\nSupport leave management<br \/>\nAdvisor P&amp;C whistle-blower Committee on policies &amp; regulations governing staff disciplinary<br \/>\nCoordinates grievance hearing between the staff and\u00a0 the committees<br \/>\nStaff orientation on MIP \/ annual BPS<br \/>\nEthics Points IIM investigations<\/p>\n<p>Procurement and Office Administration<\/p>\n<p>Analyse the purchase request from the user departments and determine the appropriate method of procurement<br \/>\nProvide oversight and guidance to the procurement committee;<br \/>\nProcurement to be in line with the procurement policy<\/p>\n<p>Security management<\/p>\n<p>Handle all security alerts to both staff members and visitors<br \/>\nFacilitate training on security to the staff members<br \/>\nFleet management<br \/>\nProperty management<br \/>\nStores management\u00a0<\/p>\n<p>Required Knowledge and Qualifications<\/p>\n<p>Master\/Postgraduate Diploma in Human Resources Management or related field.
