Working at Water Mission is as much a calling as it is a career, and we are searching for people with the courage, passion, and drive to help us change the world.\u00a0Read more about our\u00a0Statement of Faith\u00a0and\u00a0Our Christian Mission.<\/p>\n<p>Job Summary:\u00a0The Monitoring, Evaluation and Learning (MEL) Officer will be responsible for, coordinating, and implementing Water Mission\u2019s MEL program in Tanzania.\u00a0 S\/He will implement MEL activities to ensure that Water Mission Tanzania achieve intended program results through strong oversight and management of performance and impact measurement and learning activities.<br \/>\nOur culture: As an employee of Water Mission Tanzania, the Monitoring, Evaluation and Learning (MEL) Officer is responsible for developing a biblical worldview culture that leads to God-honoring excellence in all their work and reinforcing the following: providing accurate data, empowering staff to have the skills and mindset needed to acknowledge mistakes or problems as opportunities to find appropriate solutions, and empowering staff to consistently work for excellence in solutions that are consistent with Water Mission\u2019s mission, vision, values, and standards. The Regional Manager must be willing to establish residence in Kasulu and be able to work in field settings for up to one week regularly and occasionally for longer periods.<br \/>\n1.0 Duties and Responsibilities<br \/>\n1.1 Mission Driven<\/p>\n<p>Maintain a strong Christian witness and model servant leadership to colleagues, partners, the communities we serve, and the public.<br \/>\nEngage and participate in prayer before and after team meetings.<br \/>\nLead and participate in biblically based staff devotions.<\/p>\n<p>\u00a0<br \/>\n1.2 Program Monitoring &amp; Evaluation System Design: Specifically, the MEL Officer will:<\/p>\n<p>Establishing performance measures, collecting performance information, planning, and managing evaluation programs assigned by the MEL Manager.<br \/>\nDeveloping and implementing a performance monitoring and impact management system for Water Mission\u2019s projects in Tanzania.<br \/>\nProviding input into the design, implementation and dissemination of evaluations, special studies, and assessments.<br \/>\nReviewing and allocating financial resources for monitoring, evaluation, research, and learning activities at the Country Program and global levels.<\/p>\n<p>1.3 Data Collection, Compliance, and Quality Assurance:<br \/>\n\u00a0<\/p>\n<p>Managing implementation of data flow activities for Water Mission\u2019s projects in Tanzania<br \/>\nSupervising data collection activities. Working closely with Water Mission\u2019s Community Development Officers, Project Managers, and Engineering team to ensure timely and continuous collection of data using Water Mission data collection tools, including performance-based funding programs, Household and restore Surveys, Etc.<br \/>\nManaging data flow improvements for Water Mission program in Tanzania.<\/p>\n<p>Working with Water Mission team to identify areas where data flow can be improved.<br \/>\nDeveloping and implementing plans to improve data flow.<br \/>\nEnsuring that data is collected and reported promptly and accurately.<br \/>\nSupporting the scalability of Water Mission\u2019s programs by ensuring data flow keeps up with growth.<\/p>\n<p>Data quality.<\/p>\n<p>Following data verification procedures to ensure that data is accurate and complete.<br \/>\nConducting routine data quality audits to identify and resolve discrepancies.<br \/>\nWorking with various teams to improve data collection and storage processes.<\/p>\n<p>Developing and implementing training on data collection, storage, quality assurance, and retrieval.<br \/>\nDeveloping training materials on data collection, storage, quality assurance, and retrieval.<br \/>\nDelivering training to Water Mission staff and partners.<br \/>\nProviding support to staff and partners as they implement the training.<\/p>\n<p>1.4 Data Analysis &amp; Visualization:<br \/>\nSupport activities to transform quantitative and qualitative data sets into compelling reports and visuals for different types of audiences.<\/p>\n<p>Developing and implementing plans for data analysis.<\/p>\n<p>Developing data analysis plans aligned with Water Mission\u2019s goals and objectives.<br \/>\nIdentifying the data that needs to be analyzed.<br \/>\nSelecting the appropriate methods and tools for data analysis.<br \/>\nImplementing the plans for data analysis.<\/p>\n<p>Data analysis.<\/p>\n<p>Analyzing data using qualitative and quantitative methods.<br \/>\nInterpreting the results of data analysis.<br \/>\nCommunicating the results of data analysis to stakeholders.<\/p>\n<p>Monitoring and responding to relevant data points from the MAP \u2013 Water Mission\u2019s innovative Monitoring and Alerting Platform<br \/>\nManaging analytical reports to provide direct and real-time insights to inform Tanzania\u2019s project design and implementation.<br \/>\nDeveloping standard protocols, templates, infographics, and procedures to ensure data analysis and visualization needs are met.<br \/>\nAnalytical reports.<\/p>\n<p>Creating and managing analytical reports that provide insights into Water Mission\u2019s projects in Tanzania.<br \/>\nEnsuring that reports are timely, accurate, and easy to understand.<br \/>\nUsing reports to inform the design and implementation of Water Mission\u2019s projects.<\/p>\n<p>Developing standard protocols, templates, infographics, and procedures.<\/p>\n<p>Developing standard protocols, templates, infographics, and procedures for data analysis and visualization.<br \/>\nEnsuring that these tools are user-friendly and easy to follow.<br \/>\nProviding training to staff on how to use these tools.<\/p>\n<p>\u00a0<br \/>\n1.5 Research &amp; Learning Practices:<br \/>\nContributing to Implementing strategies and Approaches to improve Water Mission and the broader WASH sector\u2019s ability to use findings to maximize learning and provide evidence for past, current programming decisions and drive future program design, implementation, and decision-making.<\/p>\n<p>Regularly develop performance reports and share program outcomes and learning with Water Mission\u2019s International Programs team and all key stakeholders in Tanzania (UNICEF, charity: water, USAID, UN-Habitat, etc.), including reports, training, briefs, commentary, and\u00a0visuals.<br \/>\nContributing to developing and implementing strategies to improve data use for learning and decision-making.<br \/>\nSupporting the collection and analysis of data to identify lessons learned and best practices.<br \/>\nDisseminating findings to Water Mission staff, partners, and donors (USAID, charity: water, UNICEF, UN-Habitat, Uptime Global, etc.) to promote the use of data for learning and decision-making.<\/p>\n<p>Assisting in the regular preparation of performance reports and dissemination of program outcomes and learning to Water Mission\u2019s International Programs team and key stakeholders in Tanzania (UNICEF, charity: water, USAID, UN-Habitat, etc.) through various mediums such as reports, training, briefs, commentary, and visual aids.<\/p>\n<p>Facilitating reflection, learning and adapting meetings regularly in Tanzania country program.<br \/>\nWorking closely with the communications team to help promote Water Mission\u2019s content, including reports, briefs, success stories, commentary, and visual data.<br \/>\nCultivating and maintaining relationships with partners to promote and represent Water Mission\u2019s M&amp;E, data analysis, and visualization activities in public and professional circles through meetings, conferences, and presentations.<br \/>\nOther duties as assigned.<\/p>\n<p>\u00a0<br \/>\n1.3 Other tasks as may be assigned.<br \/>\n2.0 Qualifications, Skills, and Experience<br \/>\n\u00a0<br \/>\n2.1 Relationship and Alignment:<\/p>\n<p>Personal and growing relationship with Jesus Christ.<br \/>\nAlignment with Water Mission\u2019s Statement of Faith and core values of Love, Excellence, and Integrity.<\/p>\n<p>\u00a0<br \/>\n2.2 Qualifications, Skills, and Experience<\/p>\n<p>Bachelor\u2019s degree in, Monitoring &amp; Evaluation, Project management, Statistics, Data Science, Computer science with statistics or other related Social Sciences fields with at least 3 years of experience in WASH or related program Monitoring and Evaluation assignments.<\/p>\n<p>Experience: At least 3 years\u2019 experience designing, managing, and implementing WASH program or related program monitoring and evaluation activities, including:<\/p>\n<p>Theory of change and M&amp;E framework<br \/>\nCommunity needs, baseline, end line and data quality assessments<br \/>\nQuantitative, qualitative, and mixed methods research &amp; evaluation studies<br \/>\nSurveys, focus group discussion, observational data collection tools.<br \/>\nLearning and adapting processes and mechanisms.<\/p>\n<p>\u00a0<br \/>\n2.3 Skills &amp; Abilities<\/p>\n<p>Technical Skills:<\/p>\n<p>Comprehensive understanding of MEL global standards, practices and principles.<br \/>\nExpertise in data science, statistical analysis, and data visualization.<br \/>\nWorking knowledge of one or more data collection, analysis, and visualization software libraries and packages, including mWater, SurveyCTO, Kobo Toolbox\/ODK Collect, R programming, STATA, SPSS, MS Access, SQL, Python, JavaScript, SPSS, Stata, MS Access, Power BI, Tableau.<br \/>\nExperience with cloud-based data storage and analysis tools.<br \/>\nKnowledge of open-source data science tools and frameworks.<\/p>\n<p>Soft Skills:<\/p>\n<p>Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner.<br \/>\nStrong written and verbal communication skills.<br \/>\nAbility to build consensus and work collaboratively with others.<br \/>\nCultural sensitivity and the ability to work effectively in a cross-cultural environment.<br \/>\nAbility to travel and work in remote areas.<\/p>\n<p>Language skills: Fluency in spoken and written Kiswahili is required.
