S\/he is responsible for the overall financial management of the country office budget including administration of sub-grant in Tanzania. The Finance Officer will monitor the use of financial resources, expenditures and preparation of the monthly and quarterly reports.<br \/>\nIn the first 90 days, the role is expected to:<\/p>\n<p>\u2013 Learn and live the Americares values<br \/>\n\u2013 Complete all required new hire onboarding training<br \/>\n\u2013 Build strong working relationships with the HQ finance team, Tanzania leaders, and key stakeholders across the organization<br \/>\n\u2013 Review and assess current financial systems, reporting processes, and internal controls, and identify opportunities for improvement<br \/>\n\u2013 Take ownership of the monthly close and financial reporting process, ensuring accuracy and timeliness<br \/>\n\u2013 Provide clear, organized financial reporting to support leadership decision-making and help align the budget with strategic goals<br \/>\nIn the first 6 months, the role is expected to:<br \/>\n\u2013 Undergo Onboarding &amp; Process Familiarization<br \/>\n\u2013 Strengthening Controls &amp; Partner Support<br \/>\n\u2013 Lead a budget reforecasting and reallocation effort based on project realities.<br \/>\n\u2013 Review internal control systems; implement risk mitigation steps, including improved segregation of duties and reconciliations.<br \/>\n\u2013 Lead the planning phase for the upcoming annual budget, coordinating input from all departments.<br \/>\n\u2013 Finalize and submit comprehensive financial reports with variance analysis.<br \/>\n\u2013 Conduct a review session with the Country Director and HQ to assess achievements, challenges, and set priorities for the next 6 months.<\/p>\n<p>In the first year, the role is expected to:<br \/>\n\u2013 Review and internalize Americares Financial Procedures, donor compliance policies, and the chart of accounts.<br \/>\n\u2013 Familiarize with accounting software, budget templates, and reporting tools.<br \/>\n\u2013 Start reviewing current year budget and expenditures to understand financial health and gaps.<br \/>\n\u2013 Begin monitoring expenditures against the approved budget for Tanzania.<br \/>\n\u2013 Lead preparation of the monthly budget request for submission to HQ via the Country Director.<br \/>\n\u2013 Support monthly closure activities including preparation of supporting schedules and reconciliation tasks.<br \/>\n\u2013 Initiate tracking of liquidated vs. outstanding travel\/activity advances.<br \/>\n\u2013 Review and validate sub-grantee expenditure and submit it for approval.<br \/>\n\u2013 Monitor partner financial reports and begin capacity-building support on grant financial management.<br \/>\n\u2013 Lead preparation and submission of financial reconciliations to HQ.<br \/>\n\u2013 Assess and alert SMT to any budget performance variances.<br \/>\n\u2013 Ensure adherence to procurement and financial authorization protocols, seeking approvals as needed.<br \/>\n\u2013 Lead a budget reforecasting and reallocation effort based on project realities.<br \/>\n\u2013 Ensure accurate and compliant use of chart of accounts and exchange rates in all financial records.<br \/>\n\u2013 Support the development of a corrective action plan for any budget deviations.<br \/>\n\u2013 Continue ongoing support to partners on donor rule compliance and reporting.<br \/>\n\u2013 Review internal control systems; implement risk mitigation steps, including improved segregation of duties and reconciliations.<br \/>\n\u2013 Begin preparations for internal or external audit by coordinating with HQ Compliance and Risk teams.<br \/>\n\u2013 Finalize and implement updates to local finance procedures.<br \/>\n\u2013 Intensify review of advance liquidation and update the tracking tool.<br \/>\n\u2013 Lead the planning phase for the upcoming annual budget, coordinating input from all departments.<br \/>\n\u2013 Finalize and submit comprehensive financial reports with variance analysis.<br \/>\n\u2013 Monitor and report on the findings of sub-grantee pre-award assessments.<br \/>\n\u2013 Ensure disbursement of funds to sub-grantees and activities are in compliance with procedures.<\/p>\n<p>DUTIES AND RESPONSIBILITIES:<br \/>\n\u2013 Financial Management<br \/>\n\u2013 Monitor expenditure against approved country budget<br \/>\n\u2013 Prepare budget review and pipeline analysis<br \/>\n\u2013 Review budget allocation\/reallocation requests from Tanzania team and submit to the Country Director for review and to Field \u2013\u00a0 -Accounting Manager based at HQ<br \/>\n\u2013 Lead annual budget planning effort in collaboration with the Tanzania Country Director, People and Talents Manager, and Project managers<br \/>\n\u2013 Lead financial reports and financial reconciliation<br \/>\n\u2013 Ensure proper templates are used for budget\/funding requests from project team and partners<br \/>\n\u2013 Review, validate sub-grantees expenditure and budget request and submit to the Country Director for approval<br \/>\n\u2013 Submit monthly budget request to the Country Director for review before submission to HQ<br \/>\n\u2013 Ensure allowability and eligibility of expenses in accordance with Americares\u2019 field finance policies and procedures<br \/>\n\u2013 Strengthen partners in financial management of grants<br \/>\nAccounting<\/p>\n<p>\u2013 Maintain general Ledger account, payroll, account payable and month-end close procedures<br \/>\n\u2013 Ensure proper use of listed and approved chart of account codes for all projects in Tanzania<br \/>\n\u2013 Ensure month end closure of project accounting, including use and follow of month end checklist<br \/>\n\u2013 Ensure day exchange rate from Oanda is used to convert transaction from Tanzanian Shilling to US Dollars if transaction is in Tanzanian Shilling<br \/>\n\u2013 Prepare and provide supporting schedules and month end balance reconciliation and maintain records of checks, mobile money payment and wire transfer transactions using Americares approved accounting software<br \/>\n\u2013 Contribute to capacity development efforts for local partners related to compliance with donor rules and regulations<br \/>\n\u2013 Contribute to the monthly submission of financial report to HQ<\/p>\n<p>Internal Control\u00a0<br \/>\n\u2013 Follow global Americares guidelines and financial processes and procedures in the Tanzania country office regarding procurement, administrative and People and Talent activities<br \/>\n\u2013 Review invoices, documentation from vendors<br \/>\n\u2013 Seek Country Director approval prior to processing payment<br \/>\n\u2013 Lead forecast efforts to ensure adequate cash flow for the country office and its projects<br \/>\n\u2013 Monitor budget performance and alert Tanzania SMT of any deviation and variances and support the development of corrective action plan<br \/>\n\u2013 Monitor findings of pre-award assessment of sub-grantee in accordance with sub-grant management plan<br \/>\n\u2013 Select and check bank transactions to the general ledger and cash receipts on a weekly basis<br \/>\n\u2013 Advise colleagues on the handling of non-routine reporting transactions<br \/>\n\u2013 Partner with the Country Director and HQ teams to update as needed local employee Finance procedures and policies to ensure risk mitigation and systems for separation of duties and accounting checks and balances<br \/>\nAudit and Compliance\u00a0<br \/>\n\u2013 Check chart of account coding for accuracy and compliance with Americares Field Financial Procedures and Policies<br \/>\n\u2013 Partner with HQ Legal, Compliance, and Risk Management Team as well as HQ Finance to establish internal and external audit calendars and collaborate on best practices and findings<br \/>\n\u2013 Lead local review of financial and audit reports, including vetting of audit vendors and services as needed<br \/>\n\u2013 Ensure liquidation of activity and travel advances according to Americares field financial policies and update advance tracking tool accordingly<br \/>\n\u2013 Alert the Country Director and HQ-based Country Office Accounting Manager on any outstanding advances not liquidated according to Americares field finance procedures<br \/>\n\u2013 Prepare and process disbursement of funding for activities and to sub-grantee following Americares field finance procedures<br \/>\nGeneral\u00a0<br \/>\n\u2013 Bring leadership, fostering organizational culture and effectiveness, working with peers and counterparts across the organization to identify areas for continuous improvement, suggest and implement solutions<br \/>\n\u2013 Actively model and contribute to Americares values, policies, work culture and mission.<br responsibilities as assigned<\/p>\n<p>\u00a0MINIMUM Qualifications:<br \/>\nA bachelor\u2019s degree in the field of finance or accounting and a minimum of 8 years\u2019 experience as a CPA. Masters is an added advantage<br \/>\nAt least 6 years\u2019 experience managing finances and accounting of donor funded projects<br \/>\nImpeccable integrity and decision making that aligns with sound ethical leadership<br \/>\nExperience in management and auditing activities<br \/>\nExperience in the use of QuickBooks, NetSuite, Financial Edge or any accounting and financial software or ERP system<br \/>\nExperience training in finance and non-finance team on finance management.<br \/>\nExperience in Payroll processing<br \/>\nExperience in financial report, budget monitoring<br \/>\nExcellent interpersonal skills and strong communications skills; ability to develop partnerships across sectors and cultures<br \/>\nStrong organizational skills, capacity to think strategically and attention to detail<br \/>\nExcellent English-language writing skills and demonstrated experience meeting donors reporting requirements<br \/>\nProficiency in Office 365 including Word, Excel, Teams, PowerPoint and SharePoint<br \/>\nWillingness and ability to travel at least two weeks per month<br \/>\nAmericares is committed to ensuring safe and accountable workplaces and programs.
