Main activities include Community Development &amp; Engagement, Biodiversity Conservation &amp; Science, Sustainable Revenues, Management &amp; Infrastructure and Law Compliance. Work plan of activities are approved by the Government on an annual basis. In addition to consolidating the results achieved in the North of PECCA, BA aims to extend its activities to the South of PECCA, and eventually to other MPAs in Zanzibar.<br \/>\nThe Country Manager develops and implements strategies aiming to promote Blue Alliance\u2019s mission in Zanzibar and Tanzania. She\/He creates complete plans for the attainment of goals and objectives set.<br \/>\nWe are looking for a dynamic professional to lead the development and coordinate the implementation of the activities of Blue Alliance in Zanzibar. She\/He Ensure adherence of the organization\u2019s daily activities and long-term plans to established policies and legal guidelines<br \/>\nShe\/He builds an effective team by providing guidance and coaching to subordinate managers in charge of the field activities. She\/He oversees all staff, budgets and operations of the business. This field of activity includes the animation and functioning of the team, administrative and financial management, IT management, logistical means, facilitation of regulatory bodies, relations with partners, etc.<br \/>\nGeneral duties and responsibilities:<br \/>\nThe manager will:<br \/>\nStrategic planning<br \/>\nWork with the different Managers of Department (science, ecotourism, community, operations) to ensure a complete fit between the program strategic plans. The manager will:<\/p>\n<p>Draft the annual work plans aligned with BA group\u2019s strategy and develop clear milestones and timelines to set the scope of each project, clarify the objectives, define the deliverables and important deadlines;<br \/>\nEnsure its validation by BA international and present them for discussion to the MoBEF and other stakeholders;<br \/>\nBe responsible for overseeing the compliance plans, communication plans and scientific plans.<\/p>\n<p>Monitoring and Reporting<br \/>\nFor monitoring:<\/p>\n<p>Conduct regular reviews with the respective management teams to assess the progress with respect to annual work plans;<br \/>\nConduct regular reviews of how the different teams use the frameworks and tools with respect to BA standards. Adjusts if need be;<br \/>\nMonitor staff performance.<\/p>\n<p>For reporting:<\/p>\n<p>Ensure quality assurance towards all stakeholders;<br \/>\nPrepare monthly reports for the MoBEF;<br \/>\nPrepare semestrial reports for the SAC meetings.<br \/>\nPrepare regular official reporting for presentation to BA international;<br \/>\nPrepare annual reporting of the Key Performance Indicators;<br \/>\nPrepare annual reporting to other donors and financiers.<\/p>\n<p>Institutional Relationship<\/p>\n<p>Liaise with community, public, private and institutional actors and strengthen long-term relationships;<br \/>\nEngage with international \/ national donors;<br \/>\nAct as the public speaker and public relations representative of BA in ways that strengthen its profile.<\/p>\n<p>Financial and administrative Management<\/p>\n<p>Budget annual operational plans and maintain the budget;<br \/>\nMonitor financial performance of the project, annual budgets as well as the organization of purchase and maintenance of equipment and assets;<br \/>\nResponsible for overall compliance with all policies, procedures and manuals.<br \/>\nWorks with the respective teams to clarify the underlying reasons of budget deviations and propose remediation measures;<br \/>\nEnsure that Blue Alliance requirements, specific methodologies, templates, forms, conformance to governance, procurement, and controlled sets of rules are implemented;<br \/>\nScreen and identify potential investors and donors;<br \/>\nEngage potential investors for the various projects and assist in due diligence processes.<\/p>\n<p>Human Resource management<\/p>\n<p>Act as a team leader to supervise and coordinate work and activities of all other managers;<br \/>\nEnsure the proper execution of the day-to-day work plan.<br \/>\nDefine with the international team the right staff management framework (performance management, financial \/ non-financial incentives and payroll, capacity building, general working conditions and discipline management);<br \/>\nParticipate in the profiling, recruitment, capacity building and supervision of personnel and key members of community organisations;<br \/>\nOversees the monitoring of staff compliance with BA regulations and code of conduct;<\/p>\n<p>Sustainable revenues<\/p>\n<p>Provide support to the technical studies;<br \/>\nEnsure proper community engagement;<br \/>\nEnsure proper communication about the programmes internally and externally;<br \/>\nStrengthen institutional relations with the agencies and ministries in charge, as well as with other players,<\/p>\n<p>Workplan activities:<br \/>\nWith her\/his team, she\/he will implement in the field:<\/p>\n<p>Science and conservation activities:<\/p>\n<p>1.1 Monitoring of ecosystems, both ecological and socio-economic: increase understanding of the ecological, social and economic importance of the marine ecosystems; evaluate the effectiveness of specific management decisions, and to allow management to adapt, modify or strengthen management measures accordingly;<br \/>\n1.2\u00a0 Improvement of ecosystems: improve the health of the marine ecosystems by reducing the impact of anthropogenic activities; improve point and non-point sources of water quality deterioration through reduction of nutrient enrichment and sediment loading; assist the Ministry to ensure that the impact of developments approved in Environmental Impact Assessments (EIAs), is adequately compensated for; ensure that marine turtles and emblematic species are effectively managed within the marine areas; assist with the replenishment of corals to damaged or degraded reef ecosystems, by actively growing or rearing corals in controlled ecosystems;<br \/>\nBuy vitamins and supplements<br \/>\n\u00a0<\/p>\n<p>Compliance activities<\/p>\n<p>2.1\u00a0\u00a0\u00a0\u00a0Zonation and compliance: ensure that each zone is clearly demarcated and only permitted activities, as defined by the fisheries laws of Zanzibar, take place; ensure that information is transmitted to the public via clear, uniform and attractive methods; ensure that only permissible activities take place in each zone; ensure that interested stakeholders and community members attain competence for surveillance and enforcement activities; ensure that agreements with MBEF\/PECCA and the relevant authorities and agencies are put in place and complied;<br \/>\n2.2\u00a0 Community engagement and awareness: provide environmental information; involve marine stakeholders and communities in the management measures aimed at reducing negative impacts from unsustainable practices; ensure that the importance of the CAs and each individual\u2019s role in conservation and management is properly communicated; foster interest in the marine ecosystem and build up expertise for volunteer programmes;<\/p>\n<p>Maintenance and management<\/p>\n<p>3.1 Maintenance: ensure that the PECCA\u2019s assets are in good order, repair and condition;<br \/>\n3.2 Management: ensure that PECCA is efficiently managed to meet its environmental, financial and social responsibilities. This field of activity includes the general operation of the CAs (animation and functioning of the team, administrative and financial management, IT management, logistical means, facilitation of regulatory bodies, relations with partners, etc.).<br \/>\n\u00a0<\/p>\n<p>Community livelihood enhancement:<\/p>\n<p>4.1 Improve the livelihoods of communities, primarily via Income Generating Activities (IGAs) derived from the sustainable use of the natural resources of the marine areas; encourage the equitable distribution of these benefits among the various sectors of the community;<\/p>\n<p>4.2 Train and hire selected fishers in monitoring abundance of their own fish catches and recording data; train and hire local communities members for different day-to-day marine conservation activities;<br \/>\n4.3 Improve the fishery revenues through enhancement of the commercialisation of the catches;<br \/>\n\u00a0<br \/>\nReporting Lines:<br \/>\nThe Manager works under the supervision of the Blue Alliance international.<br \/>\n\u00a0<br \/>\nRequirements:<\/p>\n<p>University master\u2019s degree with specialization in Fisheries and\/or Marine ecology and\/or Natural Resource Management and\/or Business Management<br \/>\nMinimum of 10 years of field experience in management of NGO projects, with demonstrable achievements, ideally in Tanzania.<br \/>\nExperience in collaboration and negotiation with government entities, communities and the private sector<br \/>\nCapability to work in English and Swahili.<\/p>\n<p>\u00a0<br \/>\nAbilities<\/p>\n<p>Demonstrated ability to manage complex projects, including responsibility for large budgets.<br \/>\nLeadership skills and training in conflict resolution.<br \/>\nDynamic, flexible and creative personality to generate innovative solutions to daily challenges.<br \/>\nDemonstrate passion for human development and the environment, with a vision for the future and a strong environmental and social vocation.<br \/>\nAble to work independently and with reduced supervision.<br \/>\nAbility to carry out several processes at once and work under pressure.<\/p>\n<p>\u00a0<br \/>\nBenefits<\/p>\n<p>Use your management and leadership skills to help our oceans.<br \/>\nGrow your professional skills and personality through real responsibility and see the outreach expand.<br \/>\nBe part of a highly skilled international entrepreneurial group of people who strive for diversity and love input from all team members.<\/p>\n<p>Sharing is Caring!
