Our mission is to promote and protect abroad the values, interests, and economic well-being of Ireland and its people. We do this under the political direction of our Ministers, through our staff at home and through our Embassy network abroad. The Finance Manager supports the Embassy team in providing strong, efficient, and effective financial management and control at mission level to ensure that the Mission delivers its strategic objectives. The Finance Manager is a member of the Senior Management Team in the Embassy and reports to the Ambassador. The successful candidate is expected to contribute towards improving the wider financial management and internal financial control environment of the Embassy, including of its development cooperation programmes.<br \/>\nEssential Requirements<br \/>\nCandidates must have:<\/p>\n<p>A BA in Accounting or related fields from a recognized university.<br \/>\nAn internationally recognised accountancy qualification (e.g., ACCA) with a minimum of 5 years of post-qualification working experience in a financial management and control role, with at least 3 years at a senior level.<br \/>\nExperience in the use of financial management accounting package (knowledge of Infor Sun Systems would be a strong advantage).<br \/>\nStrong analytical and problem-solving skills, including managing, interpreting, and manipulating large data sets.<br \/>\nExcellent written and oral communication skills.<br \/>\nProficiency in the Microsoft suite of applications; advanced financial skills with Microsoft Excel are essential.<br \/>\nKnowledge of financial procedures, budgeting, budget monitoring, procurement processes, and systems.<br \/>\nA proven track record showing a very high degree of integrity and trust.<br \/>\nA high degree of motivation with a proven ability to work under pressure and with minimal supervision.<br \/>\nAn ability to manage staff and deliver results on time and as a team.<br \/>\nInterpersonal skills to form effective working relationships with people at all levels and the ability to handle a leadership role.<br \/>\nExcellent command of written and spoken English and Kiswahili.<br \/>\nAll applicants must have a permanent legal right to reside and work in Tanzania.<br \/>\nJob type\u00a0Full-time\u00a0Job<\/p>\n<p>Tanzania travel guide<br \/>\nFeatured job openings<br \/>\nDesirable Skills, Experience, and Competencies<br \/>\nExtra marks will be awarded for:<\/p>\n<p>A strong background and knowledge of government regulations and laws, public sector accounting, and financial procedures and regulations surrounding international funding.<br \/>\nExperience working for Embassies or International Organisations will be an added advantage.<br \/>\nFamiliarity with development cooperation project funding.<\/p>\n<p>Roles and Responsibilities<br \/>\nThe precise range of duties will vary over time according to the needs of the Embassy, but will include the following:<\/p>\n<p>Managing and implementing the financial management system and system of internal financial control in line with the Department of Foreign Affairs financial policies and procedures.<br \/>\nInputting to Mission decision-making processes, including ensuring the effective and efficient management of resources.<br \/>\nParticipating in Mission multi-annual and annual budgeting, ensuring value for money.<br \/>\nParticipating in the Mission risk management committee and ensuring measures are in place to mitigate risks to the achievement of the Embassy\u2019s objectives.<br \/>\nEnsuring accurate and complete recording of the financial transactions for the administration budget of the Embassy and its development cooperation programme budgets.<br \/>\nProviding timely financial management information and reporting to senior management within the Embassy and headquarters in Ireland.<br \/>\nEnsuring the Embassy is in compliance with all documented control procedures, local taxes and other regulatory payments, and relevant accounting standards.<br \/>\nEnsuring systems are in place to safeguard the Embassy\/programme assets.<br \/>\nProviding technical financial support to programmes, primarily capacity assessments for existing and potential partners.<br \/>\nSupervising the Embassy finance assistant, including providing the necessary mentoring support to their capacity, within the Embassy\u2019s finance unit.<br \/>\nCarrying out all routine financial management tasks to a high standard.<br \/>\nCarrying out other functions as assigned as part of the Embassy team and subject to the business needs of the Embassy.<\/p>\n<p>Terms and Conditions of Employment<br \/>\nEmployment opportunities<\/p>\n<p>Primary work location: Embassy of Ireland, Dar es Salaam.<br \/>\nStart date: As soon as possible.<br \/>\nContract duration: The successful candidate will be offered a three-year fixed-term contract, including a probationary period of six months.<br \/>\nWorking hours: Full time, or 38 hours per week, with standard office hours from 8am to 4:30pm. Occasional late working or attendance at work-related events outside of working hours is required (periodic travel will be required).<br \/>\nAnnual leave: 24 days\u2019 annual leave per annum.<br \/>\nGross salary: Entry point of scale for Pay scale A is TZS 147,283,225, including a 13th month (TSH 11,329,479 per month). Salaries are paid direct to a bank account; therefore, the successful candidate must have a local bank account.
