Enabel\u2019s expertise is eagerly sought after by international cooperation partners around the globe, ranging from the Belgian government, European Union institutions, governments of other countries and the private sector.<br \/>\nTutoring services<br \/>\nWith over 2,100 staff, Enabel manages about 170 projects in more than twenty countries, in Europe, Africa and the Middle East.<br \/>\nenabel.be<br \/>\nBackground:<br \/>\nThe\u00a0RE2CLID (Regional Responses to Climate Displacement)\u00a0project is a regional initiative that aims to strengthen the\u00a0resilience of communities affected by displacement (DACs)\u00a0in areas vulnerable to natural disasters and the effects of climate change, particularly in the Lake Tanganyika region. In the face of increasing environmental pressures, the project supports an\u00a0integrated approach\u00a0that combines\u00a0resilience, governance, and inclusion. It focuses on improving the\u00a0sustainable management of natural resources\u00a0for the benefit of displaced communities and those at increased risk of future displacement, by promoting more\u00a0effective, participatory, and locally responsive governance mechanisms.<br \/>\nAt the same time, the project develops\u00a0specific activities to strengthen the empowerment\u00a0of displaced populations in ecologically fragile areas by providing them with\u00a0sustainable livelihoods and adaptation strategies.<br \/>\nThe RE2CLID project thus contributes to a\u00a0more coherent and proactive regional response\u00a0(with activities in\u00a0Burundi, Tanzania, and the Democratic Republic of Congo) to climate-related displacement, while placing\u00a0affected communities at the heart of the solutions.<br \/>\nThe Function:<br \/>\nReporting to the Project Manager, who is based in Burundi; the Urban Planning Expert is in charge of projects results 2.2 (empower Displaced Affected Communities \u2013 DACs to lead durable Natural Resource Management and Environmental Planning from a human rights based approach, gender and disability inclusion) and results 2.2 (strengthen natural resource conservation capacities related to comprehensive and sustainable land use management that is inclusive and conflict sensitive)\u00a0with a particular focus on urban areas.\u00a0The role is based in Kigoma, with potential travels to other regions within Tanzania and to Burundi.<br \/>\nThe specific responsibilities\u00a0entrusted to the Urban Planning Expert are:<br \/>\n1. As\u00a0a contributor to the implementation of the activities of the intervention<br \/>\nFrame and support the participatory assessment to engage communities and local stakeholders from the outset, to select the wards of implementation and refine the activity packages based on the specific natural resources and displacement patterns relevant to each area<br \/>\nSupport DACs and community participation in developing forest villages and district-level land-use plans<br \/>\nIdentify the right partners &amp; actors to empower communities linked to sustainable resource management in urban areas by diversifying revenue linked to urban waste management, circular economy, and the implementation of nature-based solutions.<br \/>\nConduct quick scans and self-assessments of technical, management and human capacities at the level of regional and local administration, and local councils to integrate sustainable natural resource governance disasters risks managements and related displacements into their physical and strategic planning processes.<br \/>\nProvide strategic and technical support to reinforcing existing concertation mechanisms and structures to enhance coordination of action with regard to sustainable resource management and related disaster risk management and displacements at the local level and regional level<br \/>\nDevelop synergies with IOM staff to ensure a coherent implementation of the Action with regard to strategic and technical approaches, partnership building and community engagement<br \/>\n2. As a technical advisor and change facilitator<br \/>\nUpdate Kigoma\u2019s land-use and urban planning frameworks to make them more resilient, data-driven, and responsive to the evolving risks in the region.<br \/>\nSupport the risk mapping exercises generated through multi-hazard assessments and integrate them into enhanced spatial and strategic planning efforts.<br \/>\nMobilize appropriate approaches and tools to ensure citizens engagement and involvement in the design of nature-based solutions in urban areas, making sure that DAC\u2019s and traditionally more marginalized groups, and in particular women and youth are effectively involved.<br \/>\nBuild capacities at local and regional levels to coordinate participatory planning process, ensuring that climate adaptation measures effectively reduce climate-induced displacement and that sustainable responses to environmental hazards become embedded within municipal and district planning frameworks<br \/>\n3. As knowledge manager<br \/>\nEnsure knowledge management and sharing around climate related displacements, linking disaster risk management and the sustainable use of resources<br \/>\nSupport the organization of action research exercises and mobilize approaches and tools to foster continuous monitoring, collective and pear to pear learning in the fields of spatial urban and territorial participatory planning, climate adaptation and disasters risks management involving DAC\u2019s<br \/>\n\u00a0<br \/>\n4. As a team lead<br \/>\nLead, inspire, and mentor 2 officers (Natural Resources Management &amp; Community Engagement and Inclusion); empower them to achieve their full potential while ensuring successful implementation of project activities.<br \/>\nProfile, Required Qualifications, and Experience:<br \/>\nTanzanian National<br \/>\nMaster\u2019s degree in geography, spatial planning, architecture, or another relevant field with a specialization in urban planning.<br \/>\nAt least 5 years of field experience in urban planning within a multicultural, multidisciplinary context and in the framework of international cooperation.<br \/>\nMore than 3 years of hands-on experience in the strategic and operational management of projects in the field of urbanism\/urban planning related to climate adaptation\/ disaster management<br \/>\nStrong experience in capacity building and in facilitating change, particularly with regional &amp; local authorities responsible for urban development<br \/>\nAt least 2 years of managing a team<br \/>\nRequired skills and knowledge:<br \/>\nExcellent understanding of regulatory and institutional frameworks influencing urban and territorial planning policies and area-based approaches of implementation<br \/>\nGood understanding of environmental and climate issues within urban planning and management, and relevant response tools.<br \/>\nGood knowledge and experience in participatory urban planning, co-, and co-design approaches.<br \/>\nStrategic leadership and strong conceptual thinking abilities.<br \/>\nKnowledge of project monitoring and evaluation mechanisms, learning-by-doing, collective learning,<br \/>\nStrong interpersonal skills (facilitation, coaching, negotiation, flexibility, empathetic attitude, and networking in a multicultural context).<br \/>\nExcellent communication (internal and external) and writing skills.<br \/>\nWork experience in the area of human mobility or displacement-affected contexts is an\u00a0asset.<br \/>\nEmployment opportunities<br \/>\nLanguages:<br \/>\nVery good command of English (written and spoken)<br \/>\nFluency in French is an\u00a0asset<br \/>\nApplicants are also required to\u00a0commit to the vision, mission, and values of Enabel.
