Background<br \/>\nThe Central Corridor Transit Transport Facilitation Agency (CCTTFA) is a multilateral agency established through an agreement by seven Member States:<\/p>\n<p>Republic of Burundi<\/p>\n<p>Democratic Republic of Congo<\/p>\n<p>Republic of Rwanda<\/p>\n<p>Republic of Malawi<\/p>\n<p>United Republic of Tanzania<\/p>\n<p>Republic of Uganda<\/p>\n<p>Republic of Zambia<\/p>\n<p>CCTTFA\u2019s mandate is to coordinate and facilitate the development and improvement of transit transport along the Central Corridor.<br \/>\nTo strengthen its procurement systems and ensure value-for-money, transparency, efficiency, and compliance with applicable policies, CCTTFA is enhancing the procurement function. The Agency seeks to recruit a competent\u00a0Technical Assistant \u2013 Procurement Specialist.<br \/>\nII. Role and responsibilities<br \/>\nThe Technical Assistant will serve as the Procurement Unit (PU) under the delegated authority of the Executive Secretary, in accordance with Section 3.1 of the CCTTFA Procurement Manual.<br \/>\nThe role\u2019s objective is to ensure proper implementation and compliance with procurement systems, procedures, and best practices in line with CCTTFA Procurement Policies and Procedures, achieving value-for-money, transparency, and efficiency in procurement activities to support corridor performance.<br \/>\nMain responsibilities:<\/p>\n<p>Manage all procurement and disposal activities of the Agency.<\/p>\n<p>Coordinate procurement planning and lead preparation, review, and updating of the Annual Procurement Plan in collaboration with user departments.<\/p>\n<p>Draft, review, and update procurement documents including RFQs, ITBs, RFPs, bidding documents, advertisements, clarifications, addenda, evaluation reports, bid summaries, contracts, and award notices.<\/p>\n<p>Organize and facilitate transparent and documented bid openings.<\/p>\n<p>Coordinate and support Evaluation Committees, per Section 3.4 of the Manual.<\/p>\n<p>Maintain a register of all awarded contracts and a procurement filing system (physical and electronic).<\/p>\n<p>Provide periodic procurement activity reports (monthly, quarterly, and annual) to the Executive Secretary.<\/p>\n<p>Prepare purchase orders, local purchase orders (LPOs), contracts, and procurement correspondence.<\/p>\n<p>Ensure compliance with procurement thresholds, methods, and donor requirements where applicable.<\/p>\n<p>Monitor contract performance and manage contract renewals, extensions, and closeouts.<\/p>\n<p>Provide administrative and logistical support during procurement committee meetings and supplier engagements.<\/p>\n<p>Offer technical advice and build staff capacity on procurement rules, policies, procedures, compliance obligations, and ethics.<\/p>\n<p>Manage conflicts of interest and sign the Declaration of Impartiality and Confidentiality.<\/p>\n<p>Archive procurement proceedings per Section 4.11 of the Procurement Manual.<\/p>\n<p>Participate in procurement audits and provide required documentation and clarifications.<\/p>\n<p>Perform any other duties assigned by the Executive Secretary or Director of Finance and Administration.<\/p>\n<p>III. Reporting and coordination<\/p>\n<p>Functional reporting:\u00a0Executive Secretary (Procurement Manual Section 3.1).<\/p>\n<p>Administrative reporting:\u00a0Director of Finance and Administration (day-to-day supervision).<\/p>\n<p>IV. Skills and experience<\/p>\n<p>Good interpersonal, intercultural, and organizational skills.<\/p>\n<p>Excellent communication and writing skills.<\/p>\n<p>At least 3 years of extensive experience in procurement, logistics management policies, and processes.<\/p>\n<p>At least 3 years of experience in a regional or international organization (advantage).<\/p>\n<p>Appropriate computer skills; IT skills in Microsoft Office (Word, Excel, Access) and statistical packages. Knowledge of ODOO, SAGE, SAP, or OCS is desirable.<\/p>\n<p>Familiarity with donor funding procedures.<\/p>\n<p>V. Minimum qualifications<\/p>\n<p>Bachelor\u2019s degree in procurement, logistics, supply chain management, business administration, or a related field.<\/p>\n<p>Professional certification in procurement (e.g., CIPS, PSPTB-Tanzania, or equivalent) \u2013\u00a0mandatory.<\/p>\n<p>At least 3 years of experience in public or institutional procurement, preferably in regional organizations or donor-funded projects, including one year in end-to-end procurement execution.<\/p>\n<p>Knowledge of regional bodies\u2019 procurement procedures (EAC, SADC, COMESA) and international procurement standards (AfDB, World Bank) is desirable.<\/p>\n<p>Proficiency in Microsoft Office applications and procurement-related software.<\/p>\n<p>Strong report writing, analytical, and organizational skills.<\/p>\n<p>Fluent in English; working knowledge of French or Swahili is an advantage.<\/p>\n<p>VI. Language proficiency<\/p>\n<p>Proficiency in English (mandatory).<\/p>\n<p>Knowledge of French or Swahili (advantage).<\/p>\n<p>VII. Length of contract<\/p>\n<p>One-year renewable, subject to availability of funds and performance.<\/p>\n<p>VIII. Nationality<\/p>\n<p>Open to Tanzanian nationals only.<\/p>\n<p>IX.
