The Humanitarian &amp; Emergency Affairs (HEA) Advisor is expected to support to National Offices in emergency preparedness planning, response management, preparedness and response capacity assessments, compliance with internal and international standards, facilitate humanitarian learning across the region, and provide leadership to the region\u2019s humanitarian knowledge management.<br \/>\nOur Promise calls on us to build a brighter future for the most vulnerable children. World Vision continues to deal with multiple crises each year that call for more strategic planning, including contingency planning, emergency response surge capacity development, and business continuity planning which require sound technical input. The position is responsible for Providing technical humanitarian and disaster management support, strengthening World Vision\u2019s humanitarian operations and influence, collaboration &amp; partnerships, and more strategic positioning in the face of (i) increasing fragility &amp; insecurity and (ii) on-going food insecurity &amp; climate change induced shocks.<\/p>\n<p>KEY RESPONSIBILITES:<br \/>\n\u00a0<br \/>\nTechnical Support &amp; Quality Assurance (30%)<\/p>\n<p>Provide technical guidance to National Offices (Nos) and HEA Managers o Disaster Management policies, standards, processes and tools for category I, II and II emergencies<br \/>\nEnsure the integration of HEA\/DM in National Office strategies, including the development and advocacy sectors.<br \/>\nFacilitate integrated programming models at the National Office level with a focus on capacity building framework in Disaster Risk Management and Anticipatory Action<br \/>\nSupport National Offices in contextualizing and implementing humanitarian principles and international standards (e.g., Sphere, CHS, Red Cross Code of Conduct).<br \/>\nProvide technical guidance to NOs on emergency preparedness, response, and recovery programming.<br \/>\nSupport NOs in developing and maintaining Disaster Preparedness and Response Plans ensuring NEPRF compliance.<br \/>\nDeploy to national, regional and global responses as required.<\/p>\n<p>\u00a0<\/p>\n<p>Capacity Building (25%)<\/p>\n<p>Strengthen the technical and managerial capacity of National Disaster Management Teams (NDMTs) and Regional DM Teams to effectively respond to CAT 1, 2, and 3 emergencies<br \/>\nSupport capacity assessments and develop tailored training plans for National Disaster Management Teams(NDMTs) and Regional Disaster Management Teams.<br \/>\nFacilitate workshops, simulations, and learning events on disaster management and humanitarian principles.<br \/>\nSupport onboarding and mentoring of new HEA staff in NOs.<br \/>\nSupport National Offices in capacity assessment and performance reviews (to complete annual disaster management scorecard, child wellbeing reports etc.)<\/p>\n<p>\u00a0<br \/>\nNetworking and Collaboration (25%)<\/p>\n<p>Position World Visions\u2019 Disaster Management (DM) as a competent and preferred humanitarian agency among stakeholders.<br \/>\nRepresent WV with Government agencies, UN, INGO and Church bodies, in collaboration with National Offices (if present), advocating for the needs of the most vulnerable.<br \/>\nCollaborate with GAM, to increase visibility of WV programs and expand funding opportunities for East Africa Region National Offices emergency preparedness, response and disaster risk reduction programs.<br \/>\nBe actively involved and\/or ensure NO involvement in major consortiums\/Working Groups etc. and represent World Vision in regional humanitarian\/disaster management forums.<\/p>\n<p>\u00a0<br \/>\nLearning and Information &amp; Knowledge Management and Reporting (10%)<\/p>\n<p>Monitor the performance of HEA portfolios across East Africa and ensure compliance with WVI and international standards.<br \/>\nPromote real-time learning, evaluation and documentation of lessons learned, and best practices in disaster management.<br \/>\nEnsure timely preparation, analysis, and submission of early warning data and situation reports by National Offices,<br \/>\nPromote cross-learning and documentation of best practices across the region.<br \/>\nEnsure timely preparation and submission of departmental and special reports for internal and external stakeholders.<\/p>\n<p>KNOWLEDGE, SKILL AND EXPERIENCE:<br \/>\nThe following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:<\/p>\n<p>Minimum of a master\u2019s degree in a related field of study, or a bachelor\u2019s degree with 2 years direct experience equivalent (experience in the Horn of Africa a distinct advantage).<\/p>\n<p>\u00a0<br \/>\nRequired Professional Experience<\/p>\n<p>Requires at least 5 years\u2019 work experience in humanitarian and or development context.<br \/>\nStrong experience in project design and proposal writing Strong empirical knowledge of the humanitarian sector including humanitarian charters, laws, standards principals, and ability to mainstream leading cross-cutting themes Empirical knowledge of emergency response DM&amp;E processes.<br \/>\nProven track record for multi-sector program design and implementation in large and complex emergencies.<br \/>\nRequires cross-cultural experience, understanding and sensitivity.<br \/>\nStrong ability to facilitate appropriate information flow and coordination amongst a complex range of internal and external stakeholders.<br \/>\nMust have a clear understanding of major donors\u2019 perspectives, requirements and standards and the ability to represent WV to major donors and other external stakeholders in a highly professional m manner.<br \/>\nStrong commitment to WV\u2019s vision, mission and core values.<\/p>\n<p>Required travel and\/or work environment accommodations<\/p>\n<p>Travel:\u00a0 Should be ready to travel 40% of the time, both domestic\/international.<br \/>\nOn call:\u00a0 Must maintain readiness to travel at very short notice (within 24 hours).<\/p>\n<p>\u00a0<br \/>\nPreferred Experience, Knowledge and\/or other Qualifications<\/p>\n<p>Working in Fragile Context.<br \/>\nBeing part of leadership team in responses.<br \/>\nGood understanding of East Africa Humanitarian Context.<br \/>\nGood knowledge of Disaster Risk Management and Anticipatory Action.<br \/>\nGood experience in external engagement including donor engagement.<\/p>\n<p>Applicant Types Accepted:<br \/>\nLocal Applicants Only<br \/>\nSharing is Caring!
