Currently, we are seeking suitably qualified candidates to fill in Database Manager in Dar es salaam for its EpiC project in Tanzania.<br \/>\nThe Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project dedicated to achieving and maintaining HIV epidemic control by providing strategic technical assistance and delivery of lifesaving activities to achieve HIV epidemic control and promote self-reliant management of national HIV programs by improving HIV case finding, treatment programming, and viral load suppression.<br \/>\nJob Description<br \/>\nThe Database Manager will lead the design, development, and maintenance of database systems and software applications that support HIV and AIDS programs. This role involves close collaboration with project teams and government stakeholders to ensure effective data management, seamless system integration, and timely, accurate reporting.<br \/>\nThe Candidate will provide technical support to EpiC-supported Civil Society Organizations (CSOs) across Tanzania, ensuring the reliability, security, and performance of data systems. Additionally, the role will support the Strategic Information (SI) Unit in strengthening monitoring and evaluation (M&amp;E) frameworks, enhancing internal data systems, and ensuring the availability of high-quality data to track key program performance indicators.<br \/>\nSpecific duties include:<br \/>\nDesign, develop, and maintain software applications including DHIS2 Tracker, Unified Community Systems (UCS), Infolink, DATIM, CTC databases (CTC2, CTC3 Macro, CTC Analytics), ODK, Monthly Portal, Jicheki ORA, DAMES, and MOH DHIS2.<br \/>\nCustomize and enhance existing systems to meet project and government requirements.<br \/>\nFacilitate interoperability and data integration across systems.<br \/>\nEnsure functionality, security, and accessibility of all managed databases.<br \/>\nImplement data backup, recovery, and performance optimization procedures.<br \/>\nOversee inventory and proper functioning of data management devices (e.g., tablets, computers, servers) in collaboration with IT staff.<br \/>\nSupport data validation, cleaning, and consistency checks.<br \/>\nConduct routine monitoring visits and Data Quality Assessments (DQAs), and oversee corrective actions.<br \/>\nGenerate DATIM import files, review data, and collaborate with Regional SI Officers for feedback and resolution.<br \/>\nDevelop automated reporting tools and dashboards to visualize performance (targets vs. actuals, trends, deviations).<br \/>\nProvide technical assistance and training to users, CSOs, and facility partners on database administration and M&amp;E systems.<br \/>\nMentor regional teams and project staff to strengthen data access, entry, analytics, and utilization.<br \/>\nGuide partners on data demand and use and standardize M&amp;E indicators and tools.<br \/>\nAnalyze weekly, monthly, and quarterly reports to identify implementation bottlenecks and improve reporting quality.<br \/>\nSupport triangulation of data across HMIS platforms (DHIS2, Infolink, DATIM) and ensure consistent reporting.<br \/>\nAssist in compiling and submitting PEPFAR reports (weekly to annual), including narratives.<br \/>\nWork closely with government agencies, donors, and implementing partners.<br \/>\nSupport system upgrades and new implementations aligned with national HIV and AIDS data policies.<br \/>\nParticipate in stakeholder meetings and contribute to system improvement strategies.<br \/>\nDocument lessons learned and best practices in M&amp;E per USAID and PEPFAR guidelines.<br \/>\nPerform other duties as assigned by the supervisor.<br \/>\nMinimum Requirements<br \/>\nBachelor\u2019s degree in computer science, Information Technology, or Health Informatics with 5-7 years\u2019 relevant experience in database management and software development, with a focus on HIV\/AIDS programs at the community level OR master\u2019s degree in computer science, Software Engineering, IT, or Public Health Informatics with 3-5 years relevant experience in database management and software development, with a focus on HIV\/AIDS programs at the community level.<br \/>\nProficiency in database technologies such as SQL, MySQL, and PostgreSQL.<br \/>\nExperience in software development using Python, Java, PHP, or .NET.<br \/>\nKnowledge of health information systems, including DHIS2, EMRs, mobile data collection tools (ODK, Kobo Toolbox), and other HIV\/AIDS-related platforms.<br \/>\nFamiliarity with data security, privacy regulations, and data management policies.<br \/>\nStrong ability to analyze, troubleshoot, and resolve data management issues effectively.<br \/>\nExcellent teamwork and communication skills.<br \/>\nAbility to exercise independent judgment in correcting data errors and omissions, with a proactive and creative approach to implementing new ideas.<br \/>\nAbility to plan, prioritize, and manage multiple projects with accuracy and attention to detail.<br \/>\nAdaptability to evolve technologies and changing project needs.<br \/>\nSharing is Caring!
