Amref Health Africa in Tanzania is funded by The U.S. President\u2019s Emergency Plan for AIDS Relief (PEPFAR) through CDC Tanzania, to execute a robust HIV care and treatment clinical cascade project aiming to accelerate the achievement of the current 95-95-95 goals and the HIV epidemic control in Tanzania. Branded as Afya Thabiti, this project has been implemented in Mara, Simiyu, and Zanzibar since October 2023 and expanded to Dar es Salaam starting January 2026 covering facility and community-based prevention, care, and treatment services. Afya Thabiti works in collaboration and with guidance from the Tanzania Ministry of Health, Zanzibar Ministry of Health, and President\u2019s Office Regions Authority and Local Government (PORALG). That said, Amref Health Africa -Tanzania is announcing the following vacancies to be filled soon:<\/p>\n<p>Job Description<\/p>\n<p>As the Human Resources Officer, you will provide strategic support to the Human Resources functions, Administration, and Management, and ensure that the operations of the entire Dar Regional Office support services run efficiently and effectively, in a cost-effective manner.<br \/>\n\u00a0<br \/>\nDuties and Responsibilities:<br \/>\n1. Employee Relationship<\/p>\n<p>Provide ongoing coaching, support, and advice to the management and employees on people and HR related issues.<br \/>\nProvide timeous feedback and maintain professional communication with all stakeholders of Amref Health Africa.<br \/>\nBeing available and proactive in addressing people-related issues in the Organization by maintaining close relationships with the employees at all levels.<br \/>\nSupport the development and implementation of HR initiatives and systems within Amref Health Africa<\/p>\n<p>\u00a02. Performance Management<\/p>\n<p>Assist in ensuring the effective communication and implementation of the Performance Management system in accordance with Amref Health Africa\u2019s human resources manual<br \/>\nAssist the management with identifying the top performers and implement appropriate action plans further to enhance their performance and career in the organization.<br \/>\nResponsible for identifying non-performers and assisting management in developing personal development plans and monitoring their progress every month<\/p>\n<p>3. Compliance Management<\/p>\n<p>Guide compliance and counselling on Amref Health Africa policies, procedures, and best practices<br \/>\nOversee training of Amref Health Africa staff in safety procedures and first aid care giving, and compliance with standard operating procedures by Amref Health Africa staff and high performance by security service providers.<br \/>\nWork with teams to design strategies for continuous process improvement to ensure the sustainability of operations at all levels.<br \/>\nManage the development and maintenance of human resources systems, policies, and procedures.<br \/>\nMaintain employee records according to Amref Health Africa policy and legal requirements<br \/>\nEnsure employees\u2019 compliance with the Amref Global Code of Conduct, Safeguarding policy, HR audits, and donor audits recommendations<\/p>\n<p>4. Recruitment &amp; Selection<br \/>\n\u00a0Create, supervise, and implement effective onboarding plans as per Amref Health Africa<\/p>\n<p>Identify the right candidates for the right job through assessments, interviews, and employee profiling processes<br \/>\nMaintain a fair and equitable recruitment approach in line with the specific job requirements<br \/>\nConduct relevant employment background and reference checks on all employees and prepare job offers to the successful candidates<br \/>\nCreate a pool of suitable candidates for future employment on a database to meet the employment demands of the business<\/p>\n<p>5. Employee Administration<\/p>\n<p>Ensure that contracts of permanent and temporary staff are prepared in collaboration with other departments.<br \/>\n\u00a0Ensure that salary packages of Amref Health Africa staff members are prepared as per the Organization\u2019s Human Resources policy.<br \/>\nEnsure that files are opened for new appointments and transfers are done.<br \/>\nEnsure that files are closed when employees resign or services are terminated.<br \/>\nEnsure that the Time sheet and attendance register sheets are scrutinised monthly.<br \/>\nEnsure that new employees\u2019 forms and contracts are received and completed (Pension Fund, Medical Aid, Social Security, etc.)<br \/>\nSupport the Amref Health Africa HR Unit to conduct staff exit interviews to minimize staff turnover and retain good performers<br \/>\nManage employee mobility through transfers, promotions, and terminations<br \/>\nEnsure that all letters and other correspondence are correct, signed, and sent out on time<br \/>\nProvide input to the policy and procedure formulation and amendments on an ongoing basis<\/p>\n<p>\u00a06. Disciplinary &amp; Grievances<\/p>\n<p>Take part in the disciplinary hearing process, assist in verifying and confirming warnings, and monitor the improvement of undesirable behaviour and misconduct<\/p>\n<p>7. Administrative functions<br \/>\nAsset Management (Movable and non-movable assets)<\/p>\n<p>Engage in maintenance of the Mwananyamala Building, such as plumbers, cleaners, and electricians<br \/>\nIdentify all Amref\u2019s new assets and tag them accordingly.<br \/>\nProcess insurance claims refund for any asset that has been reported lost or malfunctioning beyond repair.<br \/>\nEngage fully in coordinating the disposal of assets and send a report to the Administration Manager<\/p>\n<p>Ensure all of the assets are insured as required.<\/p>\n<p>8. \u00a0Office Management;<\/p>\n<p>Oversee day-to-day office administration and ensure smooth running of the Dar es Salaam regional office.<br \/>\nManage logistics support for program operations, office supplies,<br \/>\nSupervise administrative support staff to ensure timely and high-quality service delivery.<br \/>\nCoordinate logistics for meetings, workshops, training sessions, and official visits.<br \/>\nMaintain updated inventories of office equipment, furniture, and project assets<br \/>\nSupervise cleaning of the office<br \/>\nManaging preventive maintenance of the office building and equipment, ensuring the proper functioning of the equipment<br \/>\nEnsure the utilities bills are paid on time<br \/>\nResponsible for the supervision of Safety and Security and Emergency Preparedness.<br \/>\nEnsure compliance with safety and security policies, procedures, and guidelines at Mwananyamala.<\/p>\n<p>9. Fleet Management<\/p>\n<p>Vehicles and Generators Management<br \/>\nSupervise daily tasks, including drivers\u2019 performances and allocating drivers\u2019 assignments based on workloads, schedule, tasks, and other related functions.<br \/>\nManage a database that details transport activities.<br \/>\nSupervise and evaluate all transportation\/fleet systems of Amref Tanzania.<br \/>\nSupervise and ensure drivers comply with policies, time for parking, speeding limits, and proper filling of log books and allocation of fuel.<\/p>\n<p>Qualifications<\/p>\n<p>Qualifications, Experience &amp; Skills Required:<\/p>\n<p>To work effectively and efficiently, the job holder should have a Master\u2019s degree in human resources management, industrial relations, and Business Administration.<br \/>\nCertification and professional qualifications in Human Resources Management, Strategic Human Resources Management, and Labour Laws<\/p>\n<p>Minimum of six (6) years\u2019 experience in a similar role and working at least three years in an NGO\/International organizations or donor-funded project<br \/>\nStrong experience and background in managing compliance issues relating to donor regulations, statutory regulations, and local\/ international established professional standards<br \/>\nGood team player with a creative and innovative mindset<br \/>\nExperience in the management of Administration and Fleet.<\/p>\n<p>Knowledge, Skills, and Competencies:<br \/>\n\u00a0Skilled in administration, organization development, strategic orientation, and team orientation<\/p>\n<p>Good communication skills and organizational skills<br \/>\nWorking with people, drive for results, leading and supervising, persuading and influencing, commitment and integrity.<br \/>\nFluent in both English &amp; Swahili.<\/p>\n<p>\u00a0<\/p>\n<p>Sharing is Caring!
