With expertise in managing small, medium, and large-scale initiatives, DBNET focuses on Education (Primary, Secondary, and TVET), Youth Development Programs, support for Orphans and Vulnerable Children (OVC), Agriculture, and Employment Facilitation through its Job Services Office (JSO).<br \/>\nAdditionally, DBNET incorporates vital cross-cutting themes in all its programs\/projects\/initiatives, including Environment, Gender Equity, Social Inclusion (PwDs), Human Rights &amp; Good Governance, and Digitalization &amp; Technology. All projects\/initiatives are designed and implemented in direct response to the specific needs of local communities, with the overarching aim of enhancing the social, educational, and economic well-being of vulnerable groups, particularly young people.<br \/>\nDBNET seeks applications from competent, dynamic, and self-motivated individuals to fill the following position.<br \/>\nPosition (02): Program Officer (PO)<br \/>\nJob Location: Dodoma &amp; Arusha<br \/>\nType of Contract: 1-year contract (with potential for renewal)<br \/>\n\u00a0<br \/>\nPOSITION SUMMARY<br \/>\nDBNET is seeking for an experienced and dynamic Program Officer to join the team. The Officer will play a critical role in formulating projects, leading, coordinating, and monitoring the implementation of multiple projects in Dodoma region. This position requires a strong leader with experience in project management, donor relations, budgeting, proposal development, and community engagement. The PO will be responsible for ensuring that DBNET\u2019s projects are effectively designed, implemented, and aligned with Don Bosco\u2019s vision and mission. The Program Officer will oversee the project\u2019s implementation, work closely with partners, stakeholders, and local communities to ensure quality results, accountability, and impact are achieved, and compliance with the donor\u2019s guidelines.<br \/>\nDUTIES AND RESPONSIBILITIES:<\/p>\n<p>PROJECT MANAGEMENT &amp; OVERSIGHT<\/p>\n<p>Lead the management in the need identification process, development of concept notes, and project proposals responding to the strategic needs identified<br \/>\nAdvise the management on aligning projects with national and regional development plans<br \/>\nLead in the preparation of project operation plans, Logical Framework Matrices, Risk management plans, and MEAL plans, in consistency with project objectives<br \/>\nMonitor project activities to ensure timely and quality delivery,<br \/>\nSupervise project staff and consultants<br \/>\nPrepare regular project progress reports and statistical updates for management and donors<br \/>\nEnsure adherence to internal Don Bosco Operational frameworks and donor guidelines<\/p>\n<p>\u00a0<\/p>\n<p>STAKEHOLDER ENGAGEMENT &amp; PARTNERSHIPS:<\/p>\n<p>Build and maintain synergies with NGOs, government agencies, enterprises, and other stakeholders<br \/>\nRepresent Don Bosco in stakeholder meetings, conferences, and workshops.<br \/>\nCollaborate closely with implementing partners to ensure harmonized project implementation.<\/p>\n<p>iii.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0BUDGETING &amp; RESOURCE MANAGEMENT:<\/p>\n<p>Jointly work with the accountant in preparing budgets, forecasts, and managing resources.<br \/>\nMonitor expenditures and ensure compliance with financial procedures.<\/p>\n<p>KNOWLEDGE MANAGEMENT &amp; LEARNING:<\/p>\n<p>\u25aa \u00a0\u00a0 Promote best practices, knowledge-sharing, and lesson learning across DB communities.<\/p>\n<p>MONITORING &amp; EVALUATION:<\/p>\n<p>Support project assessments, surveys, and evaluations in line with agreed-upon deliverables.<br \/>\nManage results chains and adapt program strategies based on insights and data<\/p>\n<p>\u00a0<\/p>\n<p>FUNDRAISING &amp; COMMUNICATION:<\/p>\n<p>Assist the fundraising coordinator in developing and implementing the fundraising strategy.<br \/>\nIdentify grant opportunities and contribute to proposal development and donor engagement.<br \/>\nDocument success stories, project success, and communicate with stakeholders<\/p>\n<p>QUALIFICATIONS AND EXPERIENCE<\/p>\n<p>Bachelor\u2019s degree in Development Studies, Project Management, Public Administration,<\/p>\n<p>Social Sciences, or related field. A master\u2019s degree in Project Management, Sociology,<br \/>\nDevelopment Studies, or Business Administration will be an added advantage<\/p>\n<p>Professional certificate in Project Management (PMP)<br \/>\nMinimum 8 years of progressive experience in project and program management within the development or NGO sector.<br \/>\nDemonstrated experience in budgeting, grant writing, stakeholder engagement, and team supervision.<br \/>\nStrong understanding of the development context in Tanzania<br \/>\nExperience working with international donors and managing multi-sectoral projects.<\/p>\n<p>KEY COMPETENCIES AND SKILLS<\/p>\n<p>Strong leadership and organisational skills<br \/>\nExcellent written and verbal communication (English and Swahili)<br \/>\nBudget and financial management skills<br \/>\nProficiency in M&amp;E skills<br \/>\nStrong analytical and problem-solving skills<br \/>\nAbility to work independently and in a team, under pressure, and with tight deadlines<\/p>\n<p>Sharing is Caring!
