\nThe Barrick Africa Middle East Team is seeking to recruit a Learning and Development Manager to join and grow our team.

\nResponsibilities
\nA. Training Strategy & Planning
\nDevelop and execute an annual Training and Development Strategy aligned with mine\u2019s operational objectives.
\nConduct Training Needs Analysis (TNA) for all departments.
\nDevelop a comprehensive skills matrix and competency roadmap for all critical roles.
\nSupport localization and succession planning through targeted capability programs.
\nB. Competency Management
\nImplement and manage competency-based training frameworks (CBT\/CBM).
\nEnsure all employees achieve and maintain competency for their positions (including machinery operation, safety, and leadership).
\nOversee verification of competency (VOC) assessments and maintain updated competency records.
\nEnsure compliance with Barrick\u2019s Learning and Development systems and global training standards.
\nC. Safety, Regulatory & Compliance Training
\nEnsure all statutory training is delivered and tracked (OSHA, MSHA-equivalent, Mining Commission requirements).
\nManage inductions: Site Induction, Departmental Induction, Contractor Induction.
\nOversee refresher training schedules for safety-critical roles.
\nLiaise with relevant authorities (OSHA, Mineral Resources, VETA, NACTVET) to maintain compliance.
\nD. Learning Programs & Delivery
\nDesign and implement internal learning programs, including leadership development, supervisory training, and soft skills.
\nDevelop and deliver high quality training materials (e-learning, facilitator-led, blended).
\nIdentify and manage external training providers, ensuring value for money and quality.
\nSupport talent initiatives such as graduate programs, IPT\/apprenticeship programs, and mentorship initiatives.
\nE. Training Administration & Systems Management
\nManage the site Learning Management System (LMS) and ensure all training data is accurate and up to date.
\nProduce weekly, monthly, and quarterly training reports and dashboards.
\nMaintain compliance with audits (internal, corporate, regulator).
\nManage training budget, procurement, and cost control.
\nF. People Leadership & Stakeholder Engagement
\nLead and mentor the Training team to deliver high performance.
\nCollaborate with department heads to prioritize and schedule training needs.
\nDrive a strong learning culture across departments, including operators, artisans, supervisors, and management.
\nEngage community and local talent development programs in support of Corporate Social Responsibility and localization.
\nRoles and Responsibilities on Health and Safety
\nDrive and maintain MRM\u2019s Journey to Zero programs.
\nEnsure all team members are aware of and committed to their DUTY of CARE responsibilities.
\nEnsure all critical controls have been implemented and confirmed on any task involving Fatal Risk.
\nComplete at least 2x Critical Control Verifications per week, conduct safety audits and interactions.
\nEnsure all team members are provided a safe working environment including working tools & PPE.
\nEnsure all NMGM safe work practices and procedures are followed at all times.
\nLimit exposure to incidents\/ accidents, encourage near-miss reporting and ensure all accidents or incidents are reported immediately.
\nEnsure the workforce comply with applicable legislation and site-specific requirements.
\nActively participate in incident and accident investigations as required (ICAM).
\nDrive participation in safety management and toolbox meetings.
\nLead and supervise to ensure field level risk assessments (FLRA) are completed for all new tasks, to a high standard and that all safety hazards are formally raised are addressed.
\nEnsure that personnel are trained and ticketed for their designated tasks.
\nCorrect unsafe or workplace conditions that compromise the health of our people.
\nEnsure that facilities, plant, and equipment are being used safely and for the appropriate work method.
\nEnsure and maintain compliance to mine planning, design, and profile standards.
\nEnsure and maintain compliance on based job safety analysis (JHA) completed accurately for every task without a Standard Operating Procedure.
\nRoles and Responsibilities on EMS
\nTaking accountability for the effectiveness of the environmental management system
\nEnsuring that the environmental policy and environmental objectives are established and are compatible with the strategic direction and the context of the organization.
\nEnsuring that the resources needed for the environmental management system are available
\nCommunicating the importance of effective environmental management and of conforming to the environmental management system requirements.
\nEnsuring that the environmental management system achieves its intended outcomes.
\nDirecting and supporting persons to contribute to the effectiveness of the environmental management system.
\nPromoting continual improvements.
\nSupporting other relevant management roles to demonstrate their leadership as it applies to their area of responsibility.
\nQualification requirements
\nBachelor\u2019s degree in training & development, Education, HR, or related field (or equivalent industry experience).
\nProfessional certification in Training, L&D, or Competency Management (preferred)\/Certificate IV in Training and Assessment (or relevant national equivalent).
\nStrong knowledge of mining operations, safety regulations, and competency frameworks.
\nExperience and competencies needed.
\nMinimum of 5 to 10 years\u2019 experience in Training\/Learning and Development, including at least 5 years in a mining or heavy industrial environment.
\nExperience with competency-based training systems (CBT\/CBM)\/LMS\/HR systems and digital training tools.
\nExperience delivering training to diverse workforces, including operators, technicians, and contractors.
\nExcellent communication and presentation skills.
\nA valid Driver\u2019s License (manual-class license), experienced driving on a mine site.
\nExperience working with regulatory training requirements in Tanzania.
\nKnowledge of ISO standards, risk management, and safety systems.
\nExperience in open-pit or underground mining environments.
\nHigh attention to detail with a focus on compliance.
\nAbility to work under pressure and manage training in a dynamic operational environment.
\nStrong planning, coordination, and organizational abilities.
\nLeadership, coaching, and team-building skills
\nProblem-solving and continuous improvement mindset.
