Mwinyi, the First Lady of Zanzibar, and Chairperson of the Board of Trustees of ZMBF. The Foundation was duly registered in July 2021 under the Societies Act No 6 of 1995. The ZMBF aims to complement the Revolutionary Government of Zanzibar (RGoZ) efforts towards attaining quality life for all Zanzibaris. To this end, ZMBF is seeking innovative, self-driven, dynamic, and competent qualified candidates to fill the following vacancy:<br \/>\nPosition Title: Monitoring, Evaluation and Learning Officer<\/p>\n<p>Reports to:\u00a0Strategic Information Manager<br \/>\nDepartment:\u00a0Strategic Information Department<br \/>\nDuty Station:\u00a0Head Office \u2013 Zanzibar<\/p>\n<p>Overall Purpose of the Job:\u00a0The Monitoring, Evaluation, and Learning (MEL) Officer will support the effective implementation of the Projects through strong monitoring systems, data management, and learning processes. The MEL Officer will work closely with the Strategic Information Manager, Program Coordinator, and field teams to ensure accurate data collection, performance tracking, documentation of project outcomes, and continuous learning. This position ensures that interventions are evidence-driven and that project decisions are informed by reliable data and community feedback.<br \/>\nPost resume<br \/>\nKey Roles and Responsibilities<\/p>\n<p>Monitoring and Data Collection<\/p>\n<p>Develop, update, and implement project monitoring tools and data collection systems.<br \/>\nCollect, verify, and analyze field data on seaweed production, processing, income, and beneficiary participation.<br \/>\nConduct routine monitoring visits to project sites to assess progress and data quality.<br \/>\nEnsure field teams adhere to data collection protocols and ethical standards.<\/p>\n<p>Data Management and Reporting<\/p>\n<p>Maintain accurate and up-to-date databases for all project indicators.<br \/>\nProduce monthly, quarterly, and annual MEL reports for internal and external stakeholders.<br \/>\nIdentify gaps or inconsistencies in field data and support corrective actions.<br \/>\nPrepare visualizations (charts, dashboards) to communicate project performance clearly.<\/p>\n<p>Learning, Documentation, and Knowledge Sharing<\/p>\n<p>Document success stories, lessons learned, challenges, and best practices.<br \/>\nFacilitate reflection sessions with field teams to inform adaptive project management.<br \/>\nSupport learning events, reviews, and community feedback forums.<br \/>\nPromote knowledge-sharing across departments and with partners.<\/p>\n<p>Quality Assurance and Compliance<\/p>\n<p>Track program implementation against planned targets and quality benchmarks.<br \/>\nEnsure activities follow established MEL frameworks, donor requirements, and organizational standards.<br \/>\nConduct data quality assessments and provide recommendations for improvement.<br \/>\nMonitor compliance with quality standards in seaweed farming, processing, and value addition.<\/p>\n<p>Capacity Building<\/p>\n<p>Train field officers, community leaders, and cooperatives on data collection and MEL tools.<br \/>\nStrengthen the capacity of community groups in basic recordkeeping and monitoring of production and sales.<br \/>\nMentor stakeholders on using data for decision-making and business improvement.<\/p>\n<p>Stakeholder Engagement<\/p>\n<p>Support coordination with local leaders, government departments, cooperatives, and market actors on MEL-related activities.<br \/>\nRepresent the organization in meetings related to monitoring, evaluation, research, and learning.<br \/>\nShare MEL insights with stakeholders to strengthen partnerships and project impact.<\/p>\n<p>Administrative and Logistical Support<\/p>\n<p>Assist in developing activity plans, MEL budgets, and field requisitions.<br \/>\nMaintain organized documentation, including attendance sheets, training records, and verification forms.<br \/>\nSupport logistics for MEL-related trainings, surveys, and field assessments.<\/p>\n<p>Qualifications and Experience:<\/p>\n<p>Diploma or Bachelor\u2019s degree in Monitoring &amp; Evaluation, Statistics, Social Sciences, Community Development, Marine Science, Agriculture, Business, or a related field.<br \/>\nMinimum 2\u20133 years\u2019 experience in MEL or field-level project implementation, ideally in livelihoods, enterprise development, or community-based programs.<br \/>\nDemonstrated ability to collect and analyze data using tools such as MS Excel, KoboCollect, ODK, or similar platforms.<br \/>\nStrong facilitation, mobilization, and communication skills.<br \/>\nAbility to prepare clear reports and manage project databases.<br \/>\nWillingness to travel frequently to rural and coastal communities.<\/p>\n<p>Sharing is Caring!
