\nTIB Development Bank Limited is a Development Finance Institution (DFI) wholly owned by the Government of the United Republic of Tanzania. The Bank was established under the Companies Act, 2002 and operates as a premier national DFI with a strategic focus on financing projects that contribute to the attainment of the Tanzania Development Vision 2050. The Bank\u2019s mandate is to support the Government\u2019s efforts towards accelerated economic growth through the development of key sectors, including industry, infrastructure, services, and the oil and gas sector.
\nTIB Development Bank is currently undergoing a comprehensive institutional transformation aligned with the Tanzania Development Vision 2050. As part of this transformation, the Bank, through its wholly owned subsidiary TIB Rasilimali Limited, is strengthening its role in capital markets, insurance, and investment advisory services.
\nTIB Rasilimali Limited is a licensed Securities Brokerage and Advisory firm, regulated by the Capital Markets and Securities Authority (CMSA), and a licensed member of the Dar es Salaam Stock Exchange (DSE).
\nIn line with its strategic growth objectives, TIB Rasilimali Limited invites applications from highly motivated, visionary, and results-oriented Tanzanians to fill the following senior leadership position:
\n1. Position: Director General \u2013 TIB Rasilimali Limited
\nThe Director General will provide strategic leadership and overall management of TIB Rasilimali Limited, ensuring sustainable growth, profitability, regulatory compliance, and delivery of high-quality capital markets and investment services in support of TIB Development Bank\u2019s development financing mandate.
\n1.2 Position Purpose
\nThe Director General shall be the principal executive officer of TIB Rasilimali Limited, responsible for the day-to-day management of the firm and for providing strategic leadership, vision, and direction to ensure effective outreach, profitability, and long-term sustainability.
\n1.3 Key Duties and Responsibilities
\nThe Director General shall be responsible for, but not limited to, the following:<\/p>\n
Develop, present, and implement the firm\u2019s short, medium, and long-term strategic and business plans in line with Board approvals.
\nProvide strategic leadership towards achievement of the firm\u2019s Vision, Mission, and strategic objectives in a profitable and sustainable manner.
\nEnsure full compliance with all applicable laws, regulations, and guidelines governing capital markets and related financial services.
\nOversee financial management, budgeting, revenue growth, cost control, and optimal utilization of resources.
\nEstablish and enforce a robust firm-wide risk management and internal control framework.
\nOversee the development, promotion, and delivery of quality products and services.
\nAdvise and regularly report to the Board on operational and strategic performance.
\nLead stakeholder engagement, brand building, and public representation of TIB Rasilimali Limited.
\nIdentify and develop new business opportunities to enhance revenue and market presence.
\nEnsure timely preparation of accurate financial statements and attainment of unqualified audit opinions.
\nSupport and complement TIB Development Bank\u2019s development financing role in Tanzania.
\nPerform any other duties as may be assigned by the Board from time to time.<\/p>\n
1.4 Minimum Qualifications and Experience
\n1.4.1 Academic Qualifications<\/p>\n
A master\u2019s degree in Finance, Insurance, Economics, Business Administration (MBA), Banking, Investment, Accounting, Capital Markets, or a related field from a recognized institution.
\nA bachelor\u2019s degree in a relevant discipline from a recognized institution.
\nProfessional qualifications such as CFA, CPA (T), ACCA, CISA, or any CMSA-recognized certification will be an added advantage.<\/p>\n
1.4.2 Experience<\/p>\n
At least ten (10) years of relevant work experience in financial services, capital markets, investment management, insurance, banking, or development finance.
\nA minimum of eight (8) years at senior management or executive level in a regulated financial institution.
\nDemonstrable experience in strategic leadership, corporate governance, financial management, regulatory compliance, and business development.<\/p>\n
1.4.3 Regulatory and Personal Requirements<\/p>\n
Must meet \u2018fit and proper\u2019 requirements as prescribed by the Capital Markets and Securities Authority (CMSA).
\nNo history of bankruptcy, criminal conviction, or financial misconduct.
\nStrong knowledge of capital markets laws, public finance regulations, and corporate governance principles.<\/p>\n
1.4.4 Competencies<\/p>\n
Strong strategic and visionary leadership skills.
\nHigh level of integrity, professionalism, and ethical conduct.
\nExcellent communication, negotiation, and stakeholder management skills.
\nStrong analytical, decision-making, and problem-solving abilities.
\nProven ability to lead change and deliver results.<\/p>\n
