Introduction<\/p>\n
HelpAge Tanzania (HAT) is a national non-governmental organisation registered in Tanzania Mainland under the Non-Governmental Organizations Act, 2022, on 10 January 2023 (Registration No. 00NGO\/R\/4196), and compliant in Zanzibar since February 2023 (Registration No. Z00001828) under the Business Entities Registration Act No. 12 of 2012.
\nHAT envisions a society of equal opportunities in which older people are empowered, healthy, informed, and productive. We work in partnership with Older People\u2019s Forums, Organizations of Persons with Disabilities (OPDs), civil society organizations, UN agencies, academic and religious institutions, research bodies, and government authorities in both Tanzania Mainland and Zanzibar to promote the rights and wellbeing of older people and persons with disabilities.
\nHAT\u2019s headquarters is in Dar es Salaam, with an operational presence in Kigoma Region, serving over 209,000 refugees (50% female) from Burundi and the Democratic Republic of Congo living primarily in Nduta and Nyarugusu refugee camps.<\/p>\n
Purpose of the Role<\/p>\n
The\u00a0Health and Care Programme Manager provides strategic leadership, technical oversight, and overall management of HAT\u2019s Health and Care portfolio. The role ensures high-quality, inclusive, and person-centred health and care programming for older women and men and persons with disabilities, in line with HAT\u2019s policies, values, and strategic frameworks.
\nThe postholder is responsible for effective programme design, implementation, monitoring, evaluation, learning, and compliance with donor requirements. The role is a key member of the\u00a0Senior Management Team (SMT)\u00a0in Tanzania and contributes to organisational strategy, advocacy, and resource mobilisation.

Scope of the Role<\/p>\n
The position is based in\u00a0Dar es Salaam, with frequent travel within Tanzania and occasional international travel.
\nThe Health and Care Programme Manager will:<\/p>\n
Provide strategic leadership to HAT\u2019s Health and Care programmes across development, humanitarian, and nexus contexts
\nStrengthen programme quality, partnerships, accountability, and learning
\nScale up technical support to partners and networks
\nLead strategic fundraising and programme growth for the Health and Care portfolio
\nEnsure all projects are implemented in compliance with organisational standards and donor requirements<\/p>\n

Key Responsibilities
\nStrategic Leadership<\/p>\n
Lead the development and implementation of HAT\u2019s Health and Care programme strategy in both development and humanitarian contexts
\nSupport the Head of Programmes and SMT in shaping the strategic direction and growth of the Health and Care portfolio
\nLead organisational learning and policy influence initiatives to promote healthy ageing, integrated care, and inclusive health systems<\/p>\n
Programme Design, Funding, and Management<\/p>\n
Identify strategic funding opportunities and lead concept notes and proposals development for the Health and Care portfolio
\nProvide high-quality technical oversight and capacity strengthening support to implementing partners
\nOversee partner project coordinators to ensure delivery in line with grant agreements, objectives, timelines, and budgets
\nEnsure effective financial oversight, including budget monitoring, expenditure tracking, and regular Budget vs Actual reviews with partners
\nEnsure participatory, rights-based, and inclusive approaches are integrated into programme design and implementation, including Universal Health Coverage, humanitarian action, and older people\u2019s voice
\nLead the preparation and submission of high-quality donors and internal reports<\/p>\n
Monitoring, Evaluation, Accountability, and Learning (MEAL)<\/p>\n
Support the Health and Care Project Field Officer to operationalise MEAL systems aligned with departmental goals
\nUse MEAL data to inform programme adaptation, decision-making, and strategic development
\nSupport operational and analytical research, documentation, and dissemination in collaboration with the Communications function
\nEnsure accountability to older people, people with disabilities, and other stakeholders through effective feedback and complaints mechanisms
\nPromote internal learning and engagement with national and global networks to profile HAT\u2019s work<\/p>\n
Advocacy and Communications<\/p>\n
Engage government ministries, CSOs, OPAs, and OPDs in advancing HAT\u2019s advocacy objectives
\nSupport SMT in ensuring advocacy is embedded in HAT\u2019s Theory of Change and strategic planning
\nPosition HAT as a leading organisation on older people\u2019s health and care in Tanzania
\nStrengthening coherence between evidence, programmes, and advocacy at local, national, and global levels<\/p>\n
Emergency Preparedness and Response<\/p>\n
Support the Humanitarian Programme Manager to ensure health and care inclusion of older people in emergency preparedness and response
\nRepresent HAT in relevant coordination mechanisms at national and inter-agency levels during emergencies<\/p>\n
Safeguarding and Protection<\/p>\n
The postholder is responsible for:<\/p>\n
Ensuring safeguarding and protection principles are fully integrated into Health and Care programmes
\nPromoting staff, volunteer, and partner awareness and compliance with safeguarding policies
\nReporting safeguarding concerns through established mechanisms
\nReducing risks of harm and abuse through inclusive programme design and community engagement<\/p>\n

Qualifications, Competencies, and Experience<\/p>\n
Education and Professional Qualifications<\/p>\n
Medical Doctor or Public Health Specialist with at least\u00a0three (3) years of clinical or public health practice
\nAt least\u00a0five (5) years\u2019 experience\u00a0in a senior management role within health and care programming<\/p>\n
Essential Experience and Skills<\/p>\n
Minimum three (3) years\u2019 professional experience living and working in Tanzania
\nStrong experience in strategic programme planning, financial management, and donor compliance
\nProven ability to design and manage multi-thematic programmes at national level
\nDemonstrated experience in proposal development and successful resource mobilisation
\nStrong leadership, people management, and partnership-building skills
\nExperience working with government ministries, donors, and development partners
\nExcellent report writing and communication skills
\nStrong understanding of MEAL systems and operational research
\nCommitment to rights-based, gender-responsive, age- and disability-inclusive programming
\nWillingness to travel extensively within Tanzania<\/p>\n
