HAT works in partnership with Older People\u2019s Forums, Organisations of Persons with Disabilities (OPDs), government institutions, UN agencies, humanitarian and development partners, academic and faith-based institutions across Tanzania Mainland and Zanzibar.<br \/>\nHAT implements integrated humanitarian and development programmes, including inclusive humanitarian response in refugee camps and host communities, and long-term development initiatives addressing health, care, protection, gender equality, disaster preparedness, and social inclusion.<br \/>\n\u00a0<br \/>\nPURPOSE OF THE JOB<br \/>\nThe Administration and Humanitarian, Gender and Inclusion Programme Manager (AHGIPM) provide strategic leadership for organisational administration and for the design, implementation, and quality assurance of humanitarian and development programmes, ensuring systematic integration of gender equality, disability inclusion, safeguarding, and disaster preparedness.<br \/>\nThe post holder serves as HAT\u2019s Gender and Disaster Preparedness Focal Person at senior level, responsible for strengthening gender-responsive, inclusive, and risk-informed preparedness, emergency response, recovery, and resilience programming across the organisation.<br \/>\nThe AHGIPM is a key member of the Senior Management Team (SMT) and contributes actively to organisational leadership, strategic planning, and decision-making.<br \/>\n\u00a0<br \/>\nSCOPE OF THE ROLE<br \/>\nThe position is based in\u00a0Dar es Salaam, with frequent travel to field locations including Kigoma Region.<br \/>\nThe post holder will:<\/p>\n<p>Oversee organisational administration systems and operational compliance<br \/>\nSupport integrated humanitarian and development Projects<br \/>\nAct as organisational Gender and Disaster Preparedness Focal Person<br \/>\nStrengthen linkages between emergency response, preparedness, recovery, resilience, and development programming<br \/>\nProvide gender and humanitarian strategic advice to the Head of Programmes and Executive Director<\/p>\n<p>\u00a0<br \/>\nSPECIFIC JOB RESPONSIBILITIES AND KEY TASKS<br \/>\nStrategic Leadership, Gender and Disaster Preparedness<\/p>\n<p>Provide strategic leadership on gender equality, inclusion, safeguarding, and disaster preparedness across all HAT programmes and operations<br \/>\nAct as HAT Gender and Disaster Preparedness Focal Person, advising SMT and programme teams on gender-responsive and inclusive preparedness and response<br \/>\nEnsure alignment with national gender and disaster risk management frameworks, humanitarian standards, and donor requirements<br \/>\nPromote an organisational culture that integrates preparedness, risk reduction, and gender equality into planning and decision-making<\/p>\n<p>Administration and Organisational Management<\/p>\n<p>Oversee administrative systems including office management, logistics, procurement, assets, contracts, and compliance<br \/>\nEnsure administrative policies and procedures are gender-responsive and disaster-risk informed<br \/>\nSupport HR administrative processes in collaboration with Administration, Gender and Safeguarding Officer, including recruitment administration, contracts, and staff records<br \/>\nSupport organisational risk management, safety, and security systems, including preparedness and contingency planning<\/p>\n<p>Humanitarian and Development Programme Management<\/p>\n<p>Lead the design, planning, implementation, and monitoring of gender-responsive and disaster-preparedness-integrated humanitarian and development programmes<br \/>\nEnsure gender and disaster risk analyses inform programme design, targeting, and implementation<br \/>\nIntegrate Disaster Risk Reduction (DRR), preparedness, early warning, resilience, and recovery across relevant programmes<br \/>\nEnsure meaningful participation of women, older people, persons with disabilities, and other People with Specific Needs (PSNs) throughout the programme cycle<\/p>\n<p>Programme Quality, Monitoring, Evaluation, Accountability and Learning<\/p>\n<p>Ensure high-quality programme delivery aligned with humanitarian standards and development best practices<br \/>\nEnsure gender- and disaster-sensitive indicators, including sex-, age-, and disability-disaggregated data (SADD), are embedded in MEAL systems<br \/>\nPromote learning from preparedness actions, emergency responses, and recovery programming<br \/>\nSupport preparedness assessments, simulations, evaluations, and after-action reviews<\/p>\n<p>\u00a0Coordination, Representation and Advocacy<\/p>\n<p>Represent HAT in gender, disaster preparedness, protection, inclusion, humanitarian, and development coordination platforms<br \/>\nEngage with disaster management authorities, UN agencies, CSOs, and donors to promote inclusive preparedness and response<br \/>\nSupport advocacy initiatives promoting gender-responsive DRR, preparedness, and resilience, with a focus on older people and people with disabilities<\/p>\n<p>Capacity Strengthening and Technical Support<\/p>\n<p>Build capacity of staff and partners on gender-responsive disaster preparedness, DRR, safeguarding, and inclusion<br \/>\nDevelop, adapt, and disseminate tools, guidelines, and SOPs on preparedness and inclusion<br \/>\nSupport organisational and community-level contingency planning and preparedness actions<\/p>\n<p>Proposal Development and Resource Mobilisation<\/p>\n<p>Identify funding opportunities for humanitarian action, preparedness, resilience, and development programmes<br \/>\nEnsure gender equality, inclusion, and disaster preparedness are clearly articulated in concept notes, proposals, and budgets<br \/>\nEnsure timely, high-quality donor and internal reporting across all programmes<\/p>\n<p>Safeguarding and Protection Standards<br \/>\nThe post holder is responsible for:<\/p>\n<p>Embedding safeguarding, protection, gender, and inclusion principles across programmes and operations<br \/>\nPreventing harm, abuse, sexual exploitation, and harassment (SEAH)<br \/>\nReporting safeguarding concerns using HAT\u2019s internal reporting mechanisms<br \/>\nPromoting community participation in programme design and complaints and feedback Qualifications<\/p>\n<p>Master\u2019s degree in Gender Studies, Development Studies, Public Administration, Social Sciences, Humanitarian Studies, Disaster Risk Management, or related field<\/p>\n<p>Experience (Essential)<\/p>\n<p>Minimum 5 years\u2019 experience in senior administration and programme management<br \/>\nProven experience managing both humanitarian and development programmes<br \/>\nDemonstrated experience integrating gender equality and disaster preparedness\/DRR<br \/>\nExperience coordinating with government institutions, UN agencies, and donors<br \/>\nStrong experience in staff supervision, administration, and donor compliance<\/p>\n<p>Skills and Knowledge<\/p>\n<p>Strong understanding of gender-responsive DRR, preparedness, resilience, and humanitarian\u2013development nexus programming<br \/>\nExcellent leadership, coordination, facilitation, and advocacy skills<br \/>\nStrong organisational, analytical, and communication skills<br
