This project is funded by the Green Climate Fund (GCF) through UNEP and aims to address the impacts of climate change in Kigoma.<br \/>\nThe project, set to run from 2025 to 2029, will be implemented in the districts of Kasulu, Kibondo, and Kakonko in the Kigoma Region. The objective is to enhance community resilience to the effects of climate change through sustainable agricultural land management, conservation of natural resources, and climate-smart practices.<br \/>\nPosition Details\u00a0Project: Building resilience in the landscapes of Kigoma, Tanzania (GCF FP218) Post Title: Finance and Accounting Officer Type: National, full-time position Duration: 1 year contract, 2026, with the possibility of renewal up to 5 years Date Required: January 2026 Duty station: Kigoma<br \/>\nObjectives of the position The Financial and Accounting Officer (FAO) will be responsible for supporting the Project Management Unit (PMU) with all aspects of financial management and monitoring of project funds with a view to ensuring a transparent and efficient financial management system for the project, ensuring compliance with the applicable financial policies and procedures. The Financial and Accounting Officer (FAO) will report directly to the Project Manager and will work in close collaboration with all the project implementing partners.<br \/>\nDuties and responsibilities<br \/>\n(i) Budget Development and Control<\/p>\n<p>Develop the project\u2019s annual budgets and project budget revisions, as necessary, in accordance with UNEP and GCF finance regulations.<br \/>\nControl expenditures to ensure efficient management of project resources, aligning with approved budget allocations.<br \/>\nTrack that budget real locations do not exceed 10% across project outputs.<br \/>\nMonitor Project Management Costs to ensure compliance with GCF Policies.<\/p>\n<p>(ii) Financial Documentation and Reporting<\/p>\n<p>Prepare accurate and detailed financial documents, including expenditure reports, cash advance requests, co-finance reports, audited financial statements, and other necessary reports.<br \/>\nManage project account income in adherence to the Project Cooperation Agreement, facilitating the return of funds balance and income to UNEP.<br \/>\nProduce periodic financial statements and fund reconciliations required by VPO, UNEP, and the GCF.<br \/>\nPrepare, stamp, produce, and secure approval of bank reconciliations and financial statements (monthly, quarterly, six-monthly, or annual, depending on the case).<br \/>\nPrepare financial reports for the project\u2019s Financial Monitoring Reports.<br \/>\nPrepare, stamp, produce, and secure approval of bank reconciliations and fund reconciliations.<br \/>\nPrepare the information and documents needed for audits and financial oversight.<br \/>\nFollow through on auditors\u2019 recommendations from external audits and UNEP monitoring missions.<\/p>\n<p>(iii) Record-keeping and Management<\/p>\n<p>Ensure proper recording and filing of financial documents such as vouchers, payments, and invoices.<br \/>\nUtilize appropriate accounting software to manage project finances.<br \/>\nManage payments, transactions, and other financial activities.<br \/>\nMaintain a sound, transparent, and efficient financial and accounting process accounting transactions, ensuring all records and bank accounts are up-to-date using a computerized system.<br \/>\nEnsure proper posting of transactions performed by the Project Management Unit (PMU).<br \/>\nIdentify and propose proper posting of different types of transactions.<br \/>\nMaintain well-organized accounting ledgers and papers.<br \/>\nEstablish and maintain suitable systems of internal control.<br \/>\nFixed assets management, inventories management, and distribution.<br \/>\nOversee and ensure proper use of the manual of procedures.<\/p>\n<p>(iv) Cash Management<\/p>\n<p>Obtain and report bank statements periodically.<br \/>\nConduct and report supervision of implementing partners and service providers.<br \/>\nUpdate the Project Manager on cash reserves for timely requests.<br \/>\nLiaise with the Ministry of Finance on financial management, approvals, advances.<br \/>\nPrepare a consolidated annual financial report on transactions performed by the project.<br \/>\nObtain and verify documentary evidence of project account performance and prepare for UNEP.<br \/>\nPrepare and monitor settlement applications for cash advance requests to be sent to UNEP.<br \/>\nPrepare a quarterly cash budget for the project.<\/p>\n<p>(v) Capacity building<\/p>\n<p>Provide training and supervise the Savings Association Management.<br \/>\nOffices involved in project implementation.<br \/>\nProvide financial support to the project implementing partners, bank reconciliation statements.<br \/>\nSupervise financial support.<\/p>\n<p>Compliance requirements<\/p>\n<p>Refrain from any conduct that would adversely reflect on the United Nations and shall not engage in any activity which is incompatible with the aims and objectives of the United Nations or mandate of UNEP.<br \/>\nEnsure compliance with the Anti-Fraud and Anti-Corruption Framework of the Government of Tanzania, United Nations Secretariat, as well as the Green Climate Fund Policy on Prohibited Practices.<br \/>\nEnsure compliance with UNEP Environmental, Social and Economic Framework (referred to as \u201cESES Framework\u201d), and in the Green Climate Fund\u2019s Environmental and Social Safeguards.<\/p>\n<p>Reporting\u00a0Reports to the Project Manager.<br \/>\nQualifications<br \/>\n(i) Education An Accountancy certificate (ACCA, AAT level III) or a Bachelor\u2019s Degree in Accounting from a recognized institution.<br \/>\n(ii) Experience<\/p>\n<p>At least 7 years of work experience in financial management and accounting.<br \/>\nDemonstrated experience in implementing financial controls.<br \/>\nDemonstrated experience in financial management of projects with bilateral or multilateral funding.<br \/>\nCertification in financial management and accounting software.<br \/>\nProficiency in MS Excel.<br \/>\nExperience with the Green Climate Fund, Global Environment Facility and\/or Adaptation Fund is desirable.<\/p>\n<p>Additional requirements\u00a0Good team player in English spoken with great communication skills.<br \/>\nRemuneration and duration<\/p>\n<p>Salary: Remuneration will be paid according to the project
