\n1. Background
\nComprehensive Community Based Rehabilitation in Tanzania (CCBRT) is a locally registered non-governmental organization established in 1994. Originally focused on Community Based Rehabilitation, CCBRT has grown into the largest provider of disability, rehabilitative services, maternal and neonatal services, and other specialized and super-specialized healthcare at the zonal referral hospital level in Tanzania.
\nEach year, CCBRT directly impacts the lives of more than 1 million people in Tanzania through service provision, capacity building, strengthening referral systems, health education, and promoting the inclusion of disability in mainstream services.
\nTo improve financial sustainability, accountability, and transparency, the hospital is seeking to establish a comprehensive and accurate costing framework for all medical services. This will ensure services are properly defined, standardized, itemized, and costed\u2014providing a strong foundation for internal pricing decisions and future market benchmarking.
\n2. Objective of the Consultancy
\nThe primary objective is to develop a comprehensive costing framework for hospital services by:<\/p>\n
Standardizing and validating the naming of hospital services
\nIdentifying all billable components (\u201cingredients\u201d) of each service
\nProducing itemized cost breakdowns and total cost per procedure
\nProviding a solid basis for subsequent internal pricing and market survey exercises<\/p>\n
3. Scope of Work
\nThe selected consultant(s) (Medical Doctors) will undertake the following tasks:
\nI. Service Definition<\/p>\n
Review and validate the naming of all hospital services
\nEnsure consistency with medical standards and patient understanding<\/p>\n
II. Itemization of Service Components<\/p>\n
Identify all ingredients of each service (e.g., consumables, drugs, equipment usage, staff time)
\nDistinguish between direct and indirect cost elements<\/p>\n
III. Costing Exercise<\/p>\n
Develop detailed itemized costing for each service
\nCalculate total cost per procedure, surgery, or consultation
\nClearly document assumptions, methodologies, and costing principles used<\/p>\n
IV. Reporting<\/p>\n
Prepare a comprehensive report detailing service lists, itemized costs, methodologies, and total costs
\nPresent findings to hospital management for validation and approval<\/p>\n
4. Deliverables
\nThe consultant(s) will submit:<\/p>\n
A validated and standardized list of hospital services
\nItemized costing sheets for each service\/procedure
\nA final consultancy report summarizing methodology, assumptions, and total costs
\nA formal presentation to the Hospital Management Team<\/p>\n
5. Duration
\nThe consultancy will run for a\u00a0maximum of six (6) weeks, commencing from\u00a018th March 2026.
\n6. Required Qualifications<\/p>\n
Medical Doctor with clinical experience in hospital settings
\nStrong understanding of hospital operations, procedures, and billing systems
\nExcellent analytical, documentation, and reporting skills
\nPrior experience in costing, financial analysis, or health economics is an added advantage<\/p>\n
7. Reporting and Supervision
\nThe consultant will report directly to the\u00a0Head of Finance Department.
\n8. Confidentiality
\nAll data, documentation, and findings generated during the consultancy remain the property of the hospital and must be treated with strict confidentiality.
\n9. Further Requirements
\nThe selected consultant must submit the following documents to the CCBRT HR Department at the start of the assignment:<\/p>\n
Certified copies of academic and professional certificates
\nCertified copies of additional qualifications (if applicable)
\nAny additional relevant information as requested by HR or the designated coordinator<\/p>\n
