Overview<\/p>\n
The Project Lead will provide overall leadership and strategic oversight for the implementation of the Pandemic Fund\u2013supported project to strengthen specimen referral and transportation systems across Mainland Tanzania and Zanzibar.\u00a0The role will ensure the development and operationalization of a scalable, integrated, and multisectoral specimen referral system aligned with the International Health Regulations (IHR 2005), IDSR framework, and One Health approach.

\nThe Project Lead will work closely with the Ministry of Health (Mainland and Zanzibar) and other Pandemic Fund stakeholders\/partners\u00a0to strengthen coordination between human and animal health laboratory networks, improve efficiency and traceability of specimen transport, and support rapid detection and response to public health threats
\nThis position will be closed on April 20th, 2026.

Responsibilities<\/p>\n
Strategic Leadership & Program Oversight<\/p>\n
Provide overall leadership and direction for project implementation across Mainland and Zanzibar
\nLead development and execution of work plans, budgets, and performance monitoring frameworks
\nEnsure alignment with national policies, WHO guidance, and Global Health Security priorities
\nDrive adaptive management using data and performance monitoring<\/p>\n
Technical Leadership \u2013 Specimen Referral Systems<\/p>\n
Oversee development and dissemination of\u00a0standardized SOPs and referral algorithms\u00a0for priority diseases
\nEnsure integration of specimen referral systems across\u00a0human and animal health sectors (One Health)
\nProvide strategic guidance on strengthening referral coordination, biosafety, and transport systems
\nSupport operationalization of national and international specimen transport frameworks<\/p>\n
Program Implementation & Coordination<\/p>\n
Oversee dissemination of:<\/p>\n
Zanzibar Integrated Sample Referral and Transport Operational Manual (ZISRT\u2013OPM)
\nNational Sample Referral System (SRS) Atlas for Mainland Tanzania<\/p>\n
Ensure effective rollout across all target facilities and regions
\nCoordinate national and regional workshops and multisectoral stakeholder engagements
\nStrengthen coordination mechanisms between laboratories, surveillance units, and transport systems<\/p>\n
Stakeholder Engagement<\/p>\n
Serve as primary liaison with\u00a0MoH (Mainland and Zanzibar), WHO, and key partners
\nRepresent Jhpiego in national technical working groups and One Health platforms
\nFacilitate multisectoral collaboration across human, animal, and environmental health sectors<\/p>\n
People & Team Management<\/p>\n
Supervise and mentor project staff, ensuring high-quality and timely delivery
\nFoster a high-performing, accountable, and collaborative team environment
\nBuild capacity of government counterparts and partners<\/p>\n
Financial & Operational Oversight<\/p>\n
Oversee project budgets, financial tracking, and reporting
\nEnsure compliance with WHO and Jhpiego policies and procedures
\nEnsure efficient and accountable use of resources<\/p>\n
Monitoring, Evaluation & Reporting<\/p>\n
Oversee monitoring of project performance, including dissemination and adoption of referral systems
\nEnsure timely preparation of technical and donor reports
\nPromote use of data to improve program implementation and decision-making<\/p>\n
Business Development & Knowledge Management<\/p>\n
Document best practices and lessons learned
\nSupport dissemination of project results to national and global stakeholders
\nContribute to future funding opportunities and scale-up<\/p>\n
Required Qualifications<\/p>\n
Advanced degree in public health, laboratory sciences, epidemiology, or related field
\nMinimum 7 years of experience in global health programs, with at least 3 years in senior leadership roles
\nStrong experience in laboratory systems strengthening, surveillance, or global health security
\nDemonstrated experience working with Government of Tanzania and donor-funded program.
\nExperience in multisectoral\/One Health programming strongly preferred
\nProven leadership, management, and stakeholder engagement skills<\/p>\n
Preferred Qualification<\/p>\n
Excellent communication, facilitation, and representation skills
\nFluency in English; Swahili preferred
\nAbility to travel nationall<\/p>\n
