From 2008 to 2019, Thamini Uhai worked with Bloomberg Philanthropies to expand quality Emergency Obstetric and Newborn Care services and, in collaboration with the Ministry of Health and Local Government Authorities, piloted and scaled birth companionship as a core element of respectful maternity care across 27 health facilities in Kigoma, Katavi, Geita, and Mwanza Regions.<br \/>\nPartnership Program for Maternal and Newborn Health Improvement in Tanzania<br \/>\nThamini Uhai has received funding for implementation of\u00a0Partnership Program for Comprehensive and Integrated Maternal and Newborn Health Improvement (Mjamzito na Mtoto Salama)\u00a0in Tanzania. This is a five-year program implemented in 3 regions of Tanzania Mainland. The initiative is jointly supported by Bloomberg Philanthropies and the Gates Foundation and will be implemented in two phases from September 2025 to June 2027 and from July 2027 to June 2030 in Geita, Katavi and Kigoma regions. The program will contribute to accelerating 2030 SDG targets through improving maternal and newborn health outcomes in Tanzania by strengthening the delivery of quality and respectful Emergency Obstetric and Newborn Care (EmONC)- including the postpartum hemorrhage (PPH), antenatal care, and comprehensive newborn care, with a particular emphasis on scaling up care for small and sick newborns.<br \/>\nThe initiative will also provide strategic technical support to the Ministry of Health in reviewing technical guidelines and associated learning resources. In this regard, Thamini Uhai wishes to recruit the following positions:<br \/>\nProcurement Officer (one position)<br \/>\nDEPARTMENT:\u00a0Finance and Operations<br \/>\nREPORTS TO:\u00a0 Director of Finance and Operations<br \/>\nASSIGNMENT TYPE:\u00a0 Full-time<br \/>\nLOCATION:\u00a0Dar Es Salaam<br \/>\nCONTRACT LENGTH:\u00a0One year (with possibility of extension) \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\nPOSITION SUMMARY:<br \/>\nUnder the supervision of the\u00a0Director of Finance and Operations,\u00a0the\u00a0Procurement officer\u00a0will take responsibility of the Procurement management functions of Thamini Uhai program. He\/she will be responsible for execution, implementing and managing the overall procurement and related functions. He \/she will also liaise with the Regional Offices to ensure effective coordination of procurement standards and implementation of Thamini Uhai and donor policies and procedures across program.<br \/>\nMain Duties and responsibilities<\/p>\n<p>Establishes and maintains procurement plan and ensures timely delivery of goods and services.<br \/>\nAssist with the preparation of request for quotation, initiations to bid, requests for proposal and co-ordination of their timely dispatch by email or dispatch.<br \/>\nMaintaining current up to date procurement documents and manuals.<br \/>\nReview requisitions for completeness and accuracy; follow up on discrepancies with the initiating department and identify available suppliers from the list of preferred suppliers for each requisitioned item.<br \/>\nIn collaboration with the procurement evaluation committee, prepare request for quotation, invite the price quotation, coordinate the opening and evaluation of the bids, conduct the price analysis together with procurement evaluation committee panel members for the review by the Director of Finance and Operations and Executive Director<br \/>\nCoordinate with the selected bidder to ensure completion of all procurement process including bid security, contract award notice and that contract documents are distributed accordingly.<br \/>\nEnsure procurement transactions have adequate and accurate supporting documentation and proper filing to ensure compliance with policies and procedures<br \/>\nExpediting and tracking purchase orders.<br \/>\nCompile suppliers Invoices and ensure weekly submission to Finance for payment.<br \/>\nResponsible for submission\/sharing of the weekly procurement tracker to keep the team updated and identifying any gaps for any corrective measures<br \/>\nFollow up and ensures that all outstanding purchase orders are delivered by the due date.<br \/>\nResearching pricing obtaining quotes locally\/internationally on low value items.<br \/>\nProvide purchased materials to the responsible receiving office and do all actions for completing the process.<br \/>\nMaintain and manage all procurement documents for records and Audit purpose.<br \/>\nPreparation of variety of reports, correspondence, and documents (e.g. purchase orders, quotation analysis and amendments) on procurement-related matters.<br \/>\nAny other related duties provided by the superior \/ line manager.<\/p>\n<p>Required Qualifications<\/p>\n<p>Bachelor\u2019s Degree in Procurement and Logistics, Supply Chain Management, or related field.<br \/>\nCertified with the Procurement and Supplies Professional and Technician Board (PSPTB).<br \/>\nMinimum of 3 year\u2019s professional experience in procurement, supplies and logistics ideally with experience working with\u00a0Donor-funded Projects.<br \/>\nPrevious work experience with multiple projects involved in environmental and\/or community issues.<br \/>\nProven ability in supply chain management and logistics.<br \/>\nExcellent written and oral communication skills,<br \/>\nFluency in English and Kiswahili Languages<br \/>\nGood Microsoft Computer knowledge.
