{"id":3623,"date":"2026-05-05T16:00:34","date_gmt":"2026-05-05T16:00:34","guid":{"rendered":"https:\/\/jobs.dataaxisnode.com\/tanzania\/job\/monitoring-evaluation-and-learning-officer-at-thamini-uhai\/"},"modified":"2026-05-20T00:50:11","modified_gmt":"2026-05-20T00:50:11","slug":"monitoring-evaluation-and-learning-officer-at-thamini-uhai","status":"expired","type":"job_listing","link":"https:\/\/jobs.dataaxisnode.com\/tanzania\/?post_type=job_listing&p=3623","title":{"rendered":"Monitoring, Evaluation and Learning Officer at Thamini Uhai"},"content":{"rendered":"<p>Background<br \/>\nThamini Uhai, formerly World Lung foundation, is a Tanzanian non-governmental organization that has partnered with the Government of the United Republic of Tanzania since 2008 to reduce maternal and early neonatal mortality and strengthen health systems in underserved rural areas.<br \/>\nFrom 2008 to 2019, Thamini Uhai worked with Bloomberg Philanthropies to expand quality Emergency Obstetric and Newborn Care services and, in collaboration with the Ministry of Health and Local Government Authorities, piloted and scaled birth companionship as a core element of respectful maternity care across 27 health facilities in Kigoma, Katavi, Geita, and Mwanza Regions.<br \/>\nPartnership Program for Maternal and Newborn Health Improvement in Tanzania<br \/>\nThamini Uhai has received funding for implementation of Partnership Program for Comprehensive and Integrated Maternal and Newborn Health Improvement (Mjamzito na Mtoto Salama) in Tanzania.<br \/>\nThis is a five-year program implemented in 3 regions of Tanzania Mainland. The initiative is jointly supported by Bloomberg Philanthropies and the Gates Foundation and will be implemented in two phases from September 2025 to June 2027 and from July 2027 to June 2030 in Geita, Katavi and Kigoma regions.<\/p>\n<p>The program will contribute to accelerating 2030 SDG targets through improving maternal and newborn health outcomes in Tanzania by strengthening the delivery of quality and respectful Emergency Obstetric and Newborn Care (EmONC)- including the postpartum hemorrhage (PPH), antenatal care, and comprehensive newborn care, with a particular emphasis on scaling up care for small and sick newborns.<br \/>\nThe initiative will also provide strategic technical support to the Ministry of Health in reviewing technical guidelines and associated learning resources.<br \/>\nIn this regard, Thamini Uhai wishes to recruit the following positions:<br \/>\nPosition<br \/>\nMONITORING, EVALUATION AND LEARNING (MEL) OFFICER (1 position)<br \/>\nPosition description<\/p>\n<p>Department:\u00a0Program<br \/>\nReports to:\u00a0Regional Program Coordinator<br \/>\nDotted line report:\u00a0Manager, Monitoring, Evaluation, Research and Learning (MERL)<br \/>\nLocation:\u00a0Geita<br \/>\nAssignment type:\u00a0Full-time<\/p>\n<p>Position summary<br \/>\nThe Monitoring, Evaluation and Learning (MEL) Officer provides technical and operational support for implementation of MEL systems at regional, council, and facility levels. The role focuses on ensuring accurate, timely, and high-quality data collection, validation, and reporting, while strengthening the use of data for routine decision-making and service improvement.<br \/>\nWorking under the administrative supervision of the Regional Program Coordinator and technical guidance of the MERL Manager, the officer supports routine data systems, including DHIS2 and MPDSR, and contributes to the implementation of program-specific assessments such as Health Facility Assessments (HFA) where applicable.<\/p>\n<p>The role plays a key function in strengthening data use at the facility and district levels by supporting implementation teams to translate data into practical actions that improve service delivery, quality of care, and program outcomes across high-volume facilities.<br \/>\nMain duties and responsibilities<br \/>\ni. Data Collection, Management and Quality Assurance<br \/>\nSupports implementation of robust data systems to ensure the availability of high-quality data for program monitoring.<\/p>\n<p>Support collection, validation, and reporting of program data across facilities, councils, and regions<br \/>\nEnsure completeness, accuracy, and timeliness of data in routine systems, including HMIS\/DHIS2<br \/>\nSupport routine Data Quality Assessments (DQAs) and follow-up actions<br \/>\nConduct data cleaning, verification, and validation during reporting cycles<br \/>\nEnsure availability and correct use of standardized data collection tools and HMIS registers at facility level<br \/>\nSupport the collection and validation of MPDSR data at the facility and council levels<\/p>\n<p>ii. Data Analysis, Visualization and Use<br \/>\nSupports analysis and interpretation of data to inform program performance and decision-making.<\/p>\n<p>Support analysis of program data to track progress against indicators and targets<br \/>\nCompile and summarize data for use in routine review meetings and reporting<br \/>\nDevelop simple dashboards, summaries, and visualizations for regional and facility teams<br \/>\nIdentify performance gaps and support teams to interpret findings<br \/>\nPromote routine use of data for decision-making at facility, council, and regional levels<\/p>\n<p>iii. Performance Monitoring and Facility-Level Tracking<br \/>\nSupports routine monitoring of program performance across key service delivery points.<\/p>\n<p>Track performance across high-volume facilities and service delivery areas including ANC, labour wards, and neonatal units<br \/>\nMonitor key service utilization and quality indicators such as facility deliveries, ANC coverage, and neonatal outcomes<br \/>\nSupport tracking of referral data and improve completeness of reporting<br \/>\nEnsure timely availability of performance data for supervision and review<br \/>\nSupport implementation teams to translate data findings into practical corrective actions at facility level<\/p>\n<p>iv. Support to Data Review and Learning Processes<br \/>\nFacilitates structured data review and supports translation of findings into action.<\/p>\n<p>Support organization and facilitation of facility, council, and regional data review meetings<br \/>\nEnsure data used in review meetings is accurate, validated, and clearly presented<br \/>\nDocument action points, recommendations, and assigned responsibilities<br \/>\nTrack implementation status of agreed actions and provide updates to Regional Coordinator and MERL Manager<br \/>\nSupport facilities in documenting and following up actions from MPDSR reviews<br \/>\nContribute to documentation of lessons learned and emerging best practices<\/p>\n<p>v. Capacity Building and Mentorship<br \/>\nStrengthens data management and use capacity among facility and district teams.<\/p>\n<p>Provide on-site and remote mentorship on data collection, reporting, and use<br \/>\nSupport training of facility staff, CHMTs, and RHMTs on data analysis and interpretation<br \/>\nStrengthen capacity of teams to use routine data for planning and performance improvement<br \/>\nSupport integration of MEL practices within routine service delivery<\/p>\n<p>vi. Cross-Functional Coordination and Reporting Support<br \/>\nSupports alignment of MEL activities with implementation, communication, and reporting processes.<\/p>\n<p>Work closely with implementation teams to ensure data reflects service delivery activities and supports improvement<br \/>\nProvide validated data inputs to communication teams for reports, dashboards, and success stories<br \/>\nContribute to the preparation of monthly, quarterly, and annual reports<br \/>\nEnsure consistency between reported data and source documents<br \/>\nSupport the timely submission of regional data inputs for program reporting<\/p>\n<p>vii. Supervision and Support of Data Systems<br \/>\nSupports supervision of facility-level data processes and personnel.<\/p>\n<p>Supervise and support facility-based data clerks on data collection, quality, and reporting<br \/>\nEnsure proper use and management of facility registers and reporting tools, including newborn data systems<br \/>\nProvide regular feedback to facility teams on data quality and performance<br \/>\nStrengthen coordination between the facility, council, and regional data systems<\/p>\n<p>Qualifications and experience<\/p>\n<p>Bachelor\u2019s degree in Public Health, Statistics, Health Informatics, or related field<br \/>\nMinimum of three (3) years of experience in monitoring and evaluation of health programs<br \/>\nExperience working with DHIS2, HMIS, and routine health data systems<br \/>\nExperience supporting data quality assessments and field-level data systems<br \/>\nExperience in data compilation, basic analysis, and reporting<br \/>\nExperience working with RMNCAH programs is an added advantage<\/p>\n<p>Sharing is Caring!
