As an independent NGO, Action Against Hunger USA currently manages operations in eight countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia, and Haiti. The organization has over USD 100 million in programs and approximately 1,800 permanent staff based in New York City, Washington D.C., Nairobi, and country offices, with additional growth anticipated.<br \/>\nOverall purpose and job summary<br \/>\nThe Logistics Officer is responsible for ensuring effective and efficient logistics support services. This includes procurement, transport and fleet management, stock and asset management, and general logistics support to field programs.<\/p>\n<p>The role ensures that all logistics operations are carried out in compliance with organizational policies, donor regulations, and local laws. The Logistics Officer also supports access, safety, and security management.<br \/>\nKey responsibilities<br \/>\nProcurement and supply chain management<br \/>\nThe Logistics Officer will be responsible for supporting procurement and supply chain processes in line with organizational and donor requirements.<br \/>\nKey duties include:<\/p>\n<p>Processing procurement requests according to organizational and donor procedures.<br \/>\nEnsuring timely, competitive, and transparent purchasing of goods and services.<br \/>\nMaintaining up-to-date records of suppliers and price lists.<br \/>\nSupporting framework agreement processes with regular suppliers.<\/p>\n<p>Fleet and transportation management<br \/>\nThe role will support the effective management of transport and fleet operations.<br \/>\nKey duties include:<\/p>\n<p>Managing vehicle movement planning and tracking, including coordination with drivers.<br \/>\nEnsuring vehicle logbooks are properly filled and submitted.<br \/>\nMonitoring fuel consumption and maintenance schedules.<br \/>\nFollowing up on vehicle servicing and repairs.<\/p>\n<p>Asset and inventory management<br \/>\nThe Logistics Officer will ensure proper management, tracking, and reporting of organizational assets and inventory.<br \/>\nKey duties include:<\/p>\n<p>Ensuring all organizational assets are properly tagged, recorded, and updated in the asset register.<br \/>\nConducting periodic physical verification of assets and inventories.<br \/>\nTracking equipment movements between offices and field bases.<br \/>\nReporting damaged, lost, or obsolete assets and coordinating disposal in line with policy.<\/p>\n<p>Warehouse and stock management<br \/>\nThe role includes supporting proper warehouse and stock management procedures.<br \/>\nKey duties include:<\/p>\n<p>Supervising receipt, storage, and dispatch of goods.<br \/>\nMaintaining accurate stock records and ensuring proper documentation.<br \/>\nEnsuring warehouse safety, cleanliness, and security standards are upheld.<\/p>\n<p>Office and facility support<br \/>\nThe Logistics Officer will support the smooth operation of office facilities and related services.<\/p>\n<p>Key duties include:<\/p>\n<p>Supporting office maintenance, including utilities and repairs.<br \/>\nEnsuring availability of office supplies and consumables.<br \/>\nLiaising with service providers, including cleaners, security, and maintenance providers.<\/p>\n<p>Reporting and documentation<br \/>\nThe role requires proper documentation, recordkeeping, and reporting of logistics-related activities.<br \/>\nKey duties include:<\/p>\n<p>Maintaining all logistics documentation, including procurement files, fleet reports, stock cards, and asset registers.<br \/>\nPreparing and submitting monthly logistics reports to the Logistics Manager or relevant supervisor.<br \/>\nParticipating in internal and external audits as needed.<br \/>\nEnsuring all vendor contracts are current, properly filed, and that contracts requiring stamp duty have been duly processed.<\/p>\n<p>Access, safety, and security management<br \/>\nThe Logistics Officer will support country office and field program access, safety, and security management.<br \/>\nKey duties include:<\/p>\n<p>Providing support on Country Office Field Program Access, Safety and Security Management and organizational policy implementation.<br \/>\nProviding access and security technical support to visitors in the country.<br \/>\nLeading the adaptation of HEARO Security policies, procedures, guidelines, and planning for field implementation and business continuity.<br \/>\nManaging and further developing updated access and safety structures with Field Coordinators and Program Managers, consistent with organizational needs and budget.<br \/>\nInstalling practices that measure up to program needs.<br \/>\nEnsuring the country office and bases comply with all Action Against Hunger Minimum Operating Security Standards, updated Standard Operating Procedures, and contingencies.<br \/>\nEnsuring program delivery plans and support are provided promptly, at scale, and in line with rules and principles during program emergencies.<br \/>\nWorking closely with the Country Director, Program teams, field offices, and regional offices.<\/p>\n<p>Humanitarian access management<br \/>\nThe role includes supporting humanitarian access analysis and operational security planning.<br \/>\nKey duties include:<\/p>\n<p>Continually analyzing the country office security context.<br \/>\nIdentifying factors affecting program access and country-related security challenges.<br \/>\nIdentifying opportunities for improvement and ensuring these are reviewed and captured in operational security plans every quarter.<br \/>\nCoordinating with country base and base leadership to develop field access mapping.<br \/>\nDeveloping movement strategies and means of overcoming access obstacles.<br \/>\nConducting periodic access and security reviews on a quarterly or half-yearly basis.<\/p>\n<p>Monitoring, analysis, and supervision<\/p>\n<p>The Logistics Officer will support security monitoring and reporting processes.<br \/>\nKey duties include:<\/p>\n<p>Providing the Global Security Advisor with context situation updates, including security plans, actions taken, and recommended actions for Security Focal Points.<br \/>\nPresenting written context reports and analysis to Country Office Security Focal Points and Field Coordinators as needed.<br \/>\nProviding informed recommendations in the context of program safety assessments and reviews.<\/p>\n<p>Briefings, training, and capacity building<br \/>\nThe role includes supporting safety and security briefings and capacity building for country office program staff.<\/p>\n<p>Key duties include:<\/p>\n<p>Supporting the Global Security Advisor and Country Director by facilitating and confirming that all visitors and base staff receive basic contextually adapted training.<br \/>\nEnsuring staff receive necessary briefings on how to respond to context changes and support critical incidents.<br \/>\nDelivering security briefings to all visiting ACF staff and new joiners within the first 24 hours.<br \/>\nProviding staff with key security documents.<\/p>\n<p>Representation and coordination<br \/>\nThe Logistics Officer will support coordination with relevant stakeholders.<br \/>\nKey duties include:<\/p>\n<p>Representing Action Against Hunger in regular liaison with relevant local authorities to support ACF safety and security operations.<br \/>\nCoordinating the gathering and distribution of situational information with other relevant actors.<br \/>\nTriangulating information to ensure reliability and accuracy.<\/p>\n<p>Delivery expectations<br \/>\nThe Logistics Officer will be expected to:<\/p>\n<p>Provide quality, timely, and consistent service to the country office in line with Action Against Hunger policies and procedures.<br \/>\nEnsure compliance with national and international standards of procurement.<br \/>\nOversee quality service delivery against needs.<br \/>\nAnticipate delivery challenges to ensure service continuity.<br \/>\nCommunicate effectively with internal stakeholders.<\/p>\n<p>Supervisory responsibilities<br \/>\nThe Logistics Officer may be oversee expenditure on logistics and administrative-related expenses in the country office.<br \/>\nPhysical demands<br \/>\nWhile performing the duties of this job, the employee is required to sit for long periods and concentrate on work, including typing. The role may involve producing heavy volumes of work accurately within short time frames and under stressful situations in a moderately noisy office environment with many interruptions.<br \/>\nThe employee must be able to proofread their own work accurately so that only minor corrections are needed on an infrequent basis.<\/p>\n<p>The physical demands described are representative of those required to successfully perform the essential functions of the job.
