\/>\nEmployment terms: Permanent<br \/>\nApplication deadline: May 25, 2026<br \/>\nJob purpose<br \/>\nThe primary objective of this role is to review customer-pledged collateral used as security and assess financed construction projects as directed by the Senior Manager, Collateral Assessment and Valuation.<br \/>\nThe role ensures that all pledged collateral is adequate to secure credit facilities and that risks linked to financed projects are properly mitigated in line with the Credit Policy, Credit Manual, and applicable regulatory requirements.<br \/>\nKey responsibilities<br \/>\nThe Specialist Quantity Surveyor will be responsible for the following duties:<br \/>\nAssess customers\u2019 equity contributions for project-financed construction at the onboarding stage and provide professional advice to safeguard the Bank\u2019s interests in compliance with Credit Policy requirements.<br \/>\nAdvise on appropriate and manageable disbursement tranches aligned with corresponding construction activities to support effective monitoring of financed construction projects.<br \/>\nDetermine updated construction rate benchmarks for various building categories and align them with standards issued by the Tanzania Building Agency.<br \/>\nPerform internal valuation and verification of all collateral pledged by customers, including collateral valued by independent external professional valuers.<br \/>\nAssess the security coverage ratio for proposed remaining securities in cases involving discharge or change of collateral for existing customers with outstanding balances.<br \/>\nConduct Collateral Due Diligence (CDD) for borrowers and prepare or update Collateral Assessment Checklists.<br \/>\nConduct physical inspections of customers\u2019 financed construction projects and pledged collateral securities, and carry out necessary verifications as required.<br \/>\nEstablish land market prices per square meter through formal and local real estate agencies and align them with government indicative prices available in the respective District, Town, Municipal, or City Council.<br \/>\nCreate a data bank for sold properties and chattels under both normal market conditions and restricted or forced market conditions.<br \/>\nProvide basic internal training to Credit Analysts, Relationship Managers, Business Development Managers, Relationship Officers, and other lending staff on reviewing customers\u2019 submitted BOQs and construction project monitoring skills.<br \/>\nIdentify construction-related cost, time, and contractual risks in project-financed developments and recommend appropriate mitigation measures.<br \/>\nPerform any other collateral assessment-related duties as assigned by the Senior Manager, Collateral Assessment and Valuation or any other appropriate authority.<br \/>\nTrain, develop, and mentor junior staff, including interns and field staff, to ensure their performance aligns with the Bank\u2019s business goals and objectives.<br \/>\nProvide BOQ assessment training to lending officers across the Bank\u2019s network as directed by the Senior Manager, Collateral Assessment and Valuation or any other appropriate authority.<br \/>\nParticipate in relevant professional training programs to strengthen collateral assessment capabilities, particularly in construction-financed projects and emerging industry issues.<br \/>\nQualifications and experience required<br \/>\nApplicants should meet the following requirements:<br \/>\nBachelor of Science in Quantity Surveying and Construction Economics.<br \/>\nMinimum of 4 years of relevant experience in construction cost management or project appraisal.<br \/>\nMembership in professional institutions such as RICS, AAKQS, or local quantity surveying bodies will strengthen suitability.<br \/>\nRegistration with a relevant Professional Board, such as the Board of Registration of Architects and Quantity Surveyors, will be considered an added advantage.<br \/>\nExperience in large-scale construction projects, including real estate, infrastructure, or industrial projects, is strongly preferred.<br \/>\nPractical experience across the full construction project lifecycle, from pre-contract to post-contract stages.<br \/>\nStrong expertise in project measurements, contracts, and cost control.<br \/>\nPrior exposure to a banking or project finance environment will be an added advantage.<br \/>\nProficiency in Excel, cost management tools, and BOQ preparation.<br \/>\nUnderstanding of supply and demand economics within the real estate sector.<br \/>\nProficiency in Geographic Information Systems (GIS) to verify plot demarcations for financed projects and customers\u2019 pledged collateral.<br \/>\nStrong understanding of the building construction industry, with up-to-date knowledge of construction rates across various building categories.<br \/>\nDemonstrated proficiency in software and technology used in construction project assessment and property valuation.<br \/>\nHigh level of professionalism and integrity.<br \/>\nStrong attention to detail, effective time management, and conflict resolution skills.<br \/>\nGood commercial judgment, reporting, and communication abilities.<br \/>\nProven ability to multitask and perform under pressure while maintaining adaptability and
