The project focuses on unlocking access to finance and creating market linkages.<br \/>\nA central feature of the AgrEcoNUS+ project is the\u00a0Financial Vehicle Component, which is designed to:<\/p>\n<p>De-risk agroecological investments.<br \/>\nFacilitate access to finance for smallholder agroecological farmers, innovators, MSMEs, cooperatives, and groups.<br \/>\nCatalyze blended finance solutions and private sector engagement.<br \/>\nSupport the transition toward resilient and climate-smart agroecological value chains.<\/p>\n<p>Given the complexity and strategic importance of this component, SWISSAID Tanzania seeks to recruit a highly experienced and technically competent\u00a0Programme Coordinator to lead this component.<br \/>\nJob Purpose<br \/>\nThe Programme Coordinator will lead the design, operationalization, and management of the\u00a0AgrEcoNUS+ project financial vehicle. The role will ensure that the financial vehicle effectively mobilizes, allocates, and monitors financial resources that support agroecological value chains and inclusive financing.<br \/>\nThis position combines expertise in development finance, partnership building, risk management, and field-level implementation support.<br \/>\nKey Responsibilities<br \/>\nFinancial Vehicle Design and Strategic Alignment<br \/>\nThe Programme Coordinator will:<\/p>\n<p>Lead the design, structuring, and operationalization of the AgrEcoNUS+ financial vehicle, such as blended finance mechanisms, guarantees, and revolving funds.<br \/>\nEnsure alignment with programme objectives, scalability, and responsiveness to local market dynamics.<\/p>\n<p>Governance, Risk Management, and Compliance<br \/>\nThe Programme Coordinator will:<\/p>\n<p>Establish and implement robust governance frameworks, operational manuals, and investment criteria to guide decision-making, risk management, and accountability.<br \/>\nEnsure full compliance with SWISSAID internal policies and external donor requirements, including EC and IFAD requirements.<br \/>\nMaintain strict fiduciary and regulatory standards.<\/p>\n<p>Pipeline Development and Investment Readiness<br \/>\nThe Programme Coordinator will:<\/p>\n<p>Identify, assess, and develop a strong pipeline of bankable opportunities across NUS and agroecological value chains.<br \/>\nSupport enterprises, producers, and innovators to strengthen their business models, governance, and financial management.<br \/>\nEnsure beneficiaries and investment opportunities are ready for financing and investment.<\/p>\n<p>Technical Assistance and Capacity Strengthening<br \/>\nThe Programme Coordinator will:<\/p>\n<p>Deliver coordinated technical assistance and capacity-building support to financial vehicle beneficiaries.<br \/>\nLink advisory services to financing milestones and measurable performance outcomes.<\/p>\n<p>Partnerships and Resource Mobilization<br \/>\nThe Programme Coordinator will:<\/p>\n<p>Build and maintain strategic partnerships with financial institutions, impact investors, and public sector actors.<br \/>\nExpand access to capital and leverage co-investment opportunities.<br \/>\nStructure innovative blended finance and risk-sharing mechanisms to attract private and public funding.<\/p>\n<p>Portfolio Management, Monitoring, and Learning<br \/>\nThe Programme Coordinator will:<\/p>\n<p>Oversee portfolio performance, including fund utilization, repayment rates, and impact metrics.<br \/>\nEstablish and track key financial and social performance indicators.<br \/>\nUse data-driven insights to inform adaptive management and enhance sustainability.<\/p>\n<p>Reporting, Knowledge Management, and Advocacy<br \/>\nThe Programme Coordinator will:<\/p>\n<p>Prepare high-quality technical and financial reports in line with donor requirements.<br \/>\nCapture and disseminate lessons learned, best practices, and innovations.<br \/>\nContribute to national, regional, and global platforms to position SWISSAID as a leader in inclusive agroecological finance.<\/p>\n<p>Fundraising<br \/>\nThe Programme Coordinator will:<\/p>\n<p>Contribute to resource mobilization and fundraising efforts for the financial vehicle.<br \/>\nIdentify funding opportunities.<br \/>\nDevelop high-quality proposals and investment cases.<br \/>\nEngage donors and investors to secure sustainable and diversified financing.<\/p>\n<p>Key Results and Expected Outputs<br \/>\nThe successful candidate will be expected to deliver the following results:<\/p>\n<p>Financial vehicle operationalized within agreed timelines.<br \/>\nStrong pipeline of viable agroecology investments developed.<br \/>\nIncreased contribution made to agroecology adoption and improved livelihoods.<\/p>\n<p>Qualifications and Experience<br \/>\nEducation<br \/>\nApplicants should have:<\/p>\n<p>A Bachelor\u2019s degree in Agribusiness, Finance, Economics, Business Administration, Development Finance, or a related field.<\/p>\n<p>Professional Experience<br \/>\nApplicants should have:<\/p>\n<p>A minimum of 5\u20137 years of relevant experience in a similar role.<br \/>\nProven experience managing financial mechanisms, such as challenge funds, revolving funds, or results-based financing models.<br \/>\nExperience working with development programmes, NGOs, donors, or financial institutions.<br \/>\nExperience with EU\/IFAD or similar donor-funded projects, which will be considered an added advantage.<\/p>\n<p>Technical Competencies<br \/>\nApplicants should demonstrate strong knowledge and experience in:<\/p>\n<p>Agricultural finance and rural financial systems.<br \/>\nBlended finance and de-risking instruments.<br \/>\nInvestment analysis and portfolio management.<br \/>\nFinancial modelling.<br \/>\nBusiness viability assessment.<br \/>\nDue diligence.<br \/>\nESG and
