We recognise that safeguarding is everyone\u2019s responsibility and we expect all of our staff, volunteers and partners to ensure we protect the communities in which we operate from harm and abide by our\u00a0Safeguarding Policy.<br \/>\nAbout the role<br \/>\nJob title:\u00a0\u00a0 People and Performance Officer<br \/>\nLocation\u00a0:\u00a0 \u00a0Dar es Salaam or Iringa<br \/>\nSalary:\u00a0 \u00a028, 999,942 Tshs basic per annum<br \/>\nPreferred start date:\u00a0 \u00a0July 2026<br \/>\nLength of contract:\u00a0 \u00a01 year \u2013 renewable<br \/>\nReports to:\u00a0\u00a0 Finance and Operations Lead<br \/>\nExpected travel:<br \/>\nNational and International travel will be required (approximately 5%.<br \/>\n\u00a0<br \/>\nAbout the Role<br \/>\nRestless Development seeks to recruit a dynamic, inspired and innovative Tanzanian to fill the role of People and Performance Officer. The Officer will be required to work with the Finance and Operations lead to carry out a range of human resource duties including recruitment, induction, capacity building, compliance and safeguarding. The successful candidate will have strong organizational and IT skills, and a relevant Human Resource qualification.<br \/>\nIn this context, the People and Performance Officer is expected to deliver the following:<br \/>\n1. Recruitment<\/p>\n<p>Support the design, review, and publication of job descriptions, adverts, and recruitment materials.<br \/>\nCoordinate the recruitment process, including application management, shortlisting support, interview logistics, and accurate record keeping.<br \/>\nGuide and support hiring managers on recruitment policies, procedures, and good practice.<br \/>\nManage pre-employment checks, contracts, and agreements for employees, interns, and volunteers.<br \/>\nCoordinate onboarding for new starters, ensuring systems, facilities, equipment, records, and communication are in place.<br \/>\nStrengthen induction and probation processes by ensuring new employees receive key information, attend induction, understand People policies, and receive timely follow-up.<\/p>\n<p>2. People Records, HR Systems, Payroll, and Leave<\/p>\n<p>\u00a0Maintain accurate and up-to-date personnel-related data in paper files and internal online databases.<br \/>\nTake ownership of people\u2019s data and actively manage the HR online system.<br \/>\nWork with the Hub Director and Finance team to update payroll information in a timely manner.<br \/>\nTrack and systematically record annual leave and other leave types.<br \/>\nRespond to internal HR-related inquiries and requests, providing timely and professional assistance.<\/p>\n<p>3. Leaver Process and Employee Relations Administration<\/p>\n<p>\u00a0Coordinate staff leaver processes, including leaver correspondence, leaver emails, leaver checklists, payroll forms, and calculation of outstanding annual leave.<br \/>\nIssue and monitor exit questionnaires, conduct exit interviews where required, and maintain records of feedback received.<br \/>\nRaise issues from exit questionnaires or interviews with the line managers and Hub Director<\/p>\n<p>4. Performance, Learning, and Internal Capacity Building<\/p>\n<p>Work with line managers to ensure staff receive regular support and guidance through performance management meetings, and ensure related records are in place.<br \/>\nSupport annual HR initiatives such as performance reviews, objective setting, and employee development planning.<br \/>\nTrain and support staff on key internal policies and practices, including the employee handbook, performance and development guidelines, recruitment policies, and safeguarding requirements.<br \/>\nAssist with training and development administration, including keeping accurate records of staff training attendance.<br \/>\n\u00a0Increase uptake of e-learning through staff engagement campaigns.<br \/>\nCoordinate logistics for office-wide training days and identify relevant internal and external training opportunities for staff.<br \/>\nOrganize and facilitate regular People and Performance Team meetings.<\/p>\n<p>5. Safeguarding, Safety, and Compliance<\/p>\n<p>Ensure Restless Development Tanzania complies with all Tanzanian labour laws and positions the Hub as a progressive employer demonstrating best practice within the NGO sector.<br \/>\nEnsure all Restless Development Tanzania\u2019s national policies and procedures are kept up to date and shared with all staff.<br \/>\nLead on internal audit processes, due diligence processes, and follow-up on implementation in relation to the People and Performance Unit.<br \/>\nRespond to donor requests related to policy compliance.<br \/>\nEnsure Restless Development\u2019s Global Safeguarding Policy is implemented rigorously at all levels of the Hub\u2019s operations in Tanzania.<br \/>\nSupport the Proxy Safeguarding Officer and Hub Director to drive progress on a national safeguarding policy and action plan for Restless Development Tanzania.<br \/>\nEnsure full compliance with Restless Development\u2019s safety and security policies.<\/p>\n<p>6. Front Office and Reception Coordination<\/p>\n<p>Coordinate front office operations and serve as the primary point of contact for visitors, partners, and incoming inquiries, ensuring a professional and welcoming experience aligned with organisational standards.<br \/>\nManage reception functions, including visitor handling, call management, and timely routing of inquiries and communications to relevant staff and departments.<br \/>\nCoordinate meeting room scheduling and provide administrative and logistical support for internal meetings, engagements, and events.<br \/>\nOversee the receipt, recording, and distribution of incoming mail, deliveries, and official correspondence in line with office procedures.<br \/>\nSupport efficient office operations by monitoring front office supplies, coordinating replenishment needs, and maintaining a well-organised reception and office environment.<br \/>\nMaintain visitor management systems(e.g visitor log books) and support compliance with organisational safety, safeguarding, and office access protocols.<br \/>\nProvide basic administrative support, including document filing, scheduling, and coordination of appointments when required.<br \/>\nLiaise with vendors, couriers, and service providers on routine office coordination matters.<\/p>\n<p>7. Other<br \/>\nOther duties as required.<\/p>\n<p>You may occasionally be required to work on weekends and\/or public holidays, for which time off in lieu will be granted.<\/p>\n<p>ABOUT YOU<br \/>\nWe are looking for people with the right competencies and skills for the role, and who demonstrate the personal qualities consistent with\u00a0our Values.<br \/>\nSKILLS AND EXPERIENCE<br \/>\nEssential<\/p>\n<p>Degree in relevant field of study, or equivalent work experience<br \/>\nProven track record of being in a similar HR role<br \/>\nGood general administration experience.<br \/>\nExperience of managing a team and supporting line managers<br \/>\nWorking in a busy environment with tasks that require a short turn around<br \/>\nPaid up member of the HR board<\/p>\n<p>Desirable<\/p>\n<p>Ability to work with limited supervision, to make decisions and work on own initiative.<br \/>\nAbility to demonstrate strong IT skills, including the use of in-house databases and the Microsoft Office applications<br \/>\nEffective communication skills, in order to deal tactfully and sensitively with people at all levels.<br \/>\nExcellent listening skills<br \/>\nGood organizational and interpersonal skills<br \/>\nAbility to deal with sensitive and confidential matters as necessary<\/p>\n<p>Restless Development Tanzania is an Equal Opportunities employer\u00a0and welcomes applications from all sectors of the community.
