They are responsible for collecting quantitative and qualitative data and ensuring project data quality and integrity. The M&amp;E Officer works with the program team to build M&amp;E into project design. During project initiation, the M&amp;E Officer develops data collection tools and carries out baseline data collection. They work with the program staff to set data-driven targets. They are responsible for conducting\/overseeing special assessments, such as Rapid Data Integrity Assessments, and supporting research.<br \/>\nThe M&amp;E Officer liaises with the M&amp;E Manager and Global M&amp;E Team and implements continuously improving M&amp;E methods, strategies, and interventions. They review local project data submitted to the M&amp;E Manager for further submission to donors and headquarters.<br \/>\nBased in the Orbis Office in Solwezi, North- Western Province, they will travel regularly to project sites in the province as well as other project sites and Orbis offices.<br \/>\n\u00a0<br \/>\nREPORTING &amp; WORKING RELATIONSHIPS<br \/>\nThe M&amp;E Officer\u2019s\u00a0primary reporting line is to the M&amp;E Manager, Orbis Zambia; with a reporting line to the Project Officer, North- Western.<br \/>\nThe M&amp;E Officer works closely with the Zambia M&amp;E Staff, program staff, other countries\u2019 M&amp;E Managers, and the Global M&amp;E team. Working with the M&amp;E Manager, they play a key role in proposal writing and works with the Orbis Zambia team to support development of new proposals.<br \/>\n\u00a0<br \/>\nESSENTIAL JOB FUNCTIONS \/ KEY AREAS OF RESPONSIBILITY<br \/>\nThe M&amp;E Officer will closely work with the M&amp;E Manager in completing the following specific duties and responsibilities:<\/p>\n<p>Develop and maintain trust and good relationships between Orbis and its partners in collaboration with the respective sector institutions, collaborating agencies, health care workers and volunteers, and communities in Orbis supported projects\u2019 areas<br \/>\nReview and compile all training reports conducted through Orbis support<br \/>\nDevelop\/adapt beneficiary feedback mechanism for Orbis supported projects and support projects in data collection as needed<br \/>\nMaintain comprehensive Orbis projects\u2019 files containing but not limited to project plans and amendments, monthly\/quarterly\/annual reports, midterm and final evaluation reports, surveys and baseline data, case stories, important communications, and all other M&amp;E records both in electronic format and in hard copies<br \/>\nDevelop and periodically revise Orbis supported projects\u2019 data collection and reporting instruments<br \/>\nRegular visit to Orbis supported projects\u2019 sites to provide technical support to partners\u2019 staff on M&amp;E related issues<br \/>\nConduct regular data quality assessment in Orbis supported projects\u2019 sites, follow-up and data verification<br \/>\nReview and compile monthly, quarterly progress and annual reports of Orbis supported projects<br \/>\nParticipate in annual planning and periodic evaluations of Orbis supported projects\u2019, partnership and review meetings and conferences, as required.<br \/>\nEnsure timely submission of quarterly data and reports for review and submission into the Orbis M&amp;E database, Spectrum<br \/>\nAssist M&amp;E Manager to train Orbis supported projects\u2019 staff and partners\u2019 staff in using data collection\/ reporting tools and database and in understanding Orbis M&amp;E system<br \/>\nPlan and participate in annual planning and periodic evaluations of Orbis supported projects, partnership, and review meetings<br \/>\nEnsure the implementation of field activities adheres to Orbis\u2019 monitoring and evaluation system<br \/>\nParticipate in baseline studies, special assessments research activities in Orbis supported projects, as required<br \/>\nShare learning from M&amp;E process with partners and Orbis projects\u2019 team<br \/>\nPerform other tasks as may be assigned by his supervisor<br \/>\nTravel to different project locations in the North Western Province and other Orbis project sites as needed.<\/p>\n<p>\u00a0<br \/>\nQUALIFICATIONS &amp; EXPERIENCE<\/p>\n<p>BSc degree in Statistics or Public Health or M&amp;E with at least four years of experience in an M&amp;E position or:<br \/>\nAdvanced University Degree in international development, public health or a social science discipline (other degree possible if candidate has extensive experience in M&amp;E)<br \/>\nMinimum of 5 years\u2019 experience working in the international health sector<br \/>\nFormal experience working on an international team with irregular hours<br \/>\nPrevious working experience in the eye\/ health sector and\/or an international NGO is advantageous<br \/>\nProficient in written and spoken English<br \/>\nSpecialized experience in developing M&amp;E components of projects such as project performance monitoring plans, outcome indicators, and targets<br \/>\nExperience in Outcome Mapping a plus<\/p>\n<p>\u00a0<br \/>\nSKILLS &amp; ABILITIES<\/p>\n<p>Proficiency in computer use including statistical packages such as SPSS, EPI Info, Stata etc.<br \/>\nExcellent interpersonal communication skills (verbal and written) required<br \/>\nAble to interact and (manage) people of diverse cultural backgrounds<br \/>\nAbility to foster an open trusting work environment<br \/>\nAccepts accountability for works planned and promised and respect deadlines<br \/>\nAbility to communicate effectively with stakeholder across different cultures and locations<br \/>\nProven time-management skills<br \/>\nExcellent written and oral communication skills, including the ability to develop and present data to a wide range of audiences (novice to experts)<br \/>\nDemonstrated team-player who is also able to work independently<br \/>\nExpert MS Excel skills, knowledgeable in basic database mechanics and familiar with internet browsers<br \/>\nLiterate in data, with a command of statistical measures<br \/>\nExcellent in-person and virtual interpersonal skills<br \/>\nStrong project management skills<br \/>\nAbility to travel up to 50% of the time, domestically<br \/>\nAuthorization to work legally in Zambia<\/p>\n<p>Sharing is Caring!
