The role includes a safety and security focal point for the Country Office.<br \/>\nIn the event of a major humanitarian emergency, the post holder will be expected to work outside the normal role profile and be able to vary working hours accordingly<br \/>\nSCOPE OF ROLE:<br \/>\nReports to: Director of Programmes &amp; Operations<br \/>\nStaff reporting to this post: Procurement Officers, Procurement Coordinator, Supply Chain and Fleet Officer<br \/>\nRole Dimensions:<br \/>\nWorks collaboratively with: programme and departmental leads, all staff, service providers and the Regional Office on all supply chain matters to ensure operational excellency, value for money and minimum risk.<br \/>\nKEY AREAS OF ACCOUNTABILITY:<br \/>\n\u00a0Logistics systems and procedures and donor compliance<\/p>\n<p>Ensure understanding and implementation of the full compliance with SCI Minimum Operating Standards (MOS) for logistics management including recommending remedial action and implementing action plans where standards are not currently met<br \/>\nEnsure systems in place to monitor pipeline and procurement expenditure on a monthly basis and finance monthly payment projections<br \/>\nSupport of field offices in creating and update supply chain and programme support plans.<br \/>\nEnsure programme compliance with internal control procedures<\/p>\n<p>Procurement and Supply:<\/p>\n<p>Coordinate all procurements as per SC processes, systems and procedures<br \/>\nLead in the development of Frame Work Agreements and Contracts<br \/>\nOversee procurement requirements of the program; implement procurement as per approved guidelines, procedures and forms (Purchase Orders, Goods Received Notes)<br \/>\nCheck and monitor the availability and prices of requested items in the local market; liaise with program staff if procurement must be conducted there.<br \/>\nManage all tender procurements, coordinate and lead in tender evaluations.<br \/>\nManage CO asset management and warehouse management<\/p>\n<p>Training<\/p>\n<p>Ensure that country office and field staff (not only logistics) staff are fully trained and knowledgeable about the requirements of SCI global manual and any local procedures<br \/>\nEnsures that any donor requirements that affects the logistics procedures are notified to staff in time<\/p>\n<p>Audit function<\/p>\n<p>Verify the adherence of set policies and procedures with regard to warehousing, suppliers relations, GIKs, FAR and other upcoming required tasks<br \/>\nSupport in the implementation of internal and external audit recommendations at the CO and in the field office<\/p>\n<p>Team Management<\/p>\n<p>Provide management oversight to all staff under the Supply Chain department including staff inductions and training.<br \/>\nManage the performance of all staff in the Supply Chain department through:<\/p>\n<p>*Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;<br \/>\n*Coaching, mentoring and other developmental opportunities;<br \/>\n*Recognition and rewards for outstanding performance;<br \/>\n*Documentation of performance that is less than satisfactory, with appropriate performance improvements\/ work plans<\/p>\n<p>Ensure effective coordination, regular communication and understanding within Logistics department and with the other departments by providing advice and mentoring<\/p>\n<p>Child safeguarding<\/p>\n<p>Familiarise himself\/herself with Save the Children\u2019s Child Safeguarding Policy and shall strictly adhere to the Policy (and shall strictly comply with the Policy)<br \/>\nEnsure representatives\/suppliers\/contractors engaged to do work on behalf of Save the Children are fully informed of the Child Safeguarding Policy expectations including through organising for<br \/>\ninduction of engaged representatives\/suppliers\/contractors to undergo Child Safeguarding Policy training<br \/>\nEnsure Logistics staff are trained in full Child Safeguarding Policy at least once per year<br \/>\nReport child safeguarding concerns in line with the reporting protocol.<\/p>\n<p>Safety and Security<\/p>\n<p>Undertake safety and security assessment of program areas and potential program areas as requested by CD and Senior Management Team (SMT). Report on findings and design necessary improvements.<br \/>\nAssess threat, risk, and vulnerability and make recommendations to Country Director (CD) to reduce staff exposure.<br \/>\nDevelop and update the Security Risk Assessments (SRA), Security Standard Operating Procedures (SOPs) and Contingency Plans for country programs.<br \/>\nEnsure that all staff are fully cognizant of the prevailing security threats and fully advised on means to reduce staff vulnerability to those threats e.g. awareness during ALL staff meetings.<br \/>\nUndertake field missions to the program areas and potential program areas whenever needed and\/or as requested by CD and SMT.<br \/>\nPrepare and annually update safety and security management plan (SSMP).<br \/>\nFacilitate safety and security management training with staff in the country office and in project locations.<br \/>\nProvide recommendations to SC staff to gain acceptance from and improve SC image among host communities and local stakeholders.<br \/>\nDevelop security briefing materials for new staff and visitors. Provide security orientation\/briefing for newly recruited SC staff and CO visitors.<br \/>\nEnsure that appropriate systems are in place e.g. security\/communication tree to effectively disseminate safety and security information and updates on the security situation to SC staff.<br \/>\nDevelop, socialize and maintain an up-to-date security\/communication tree, and conduct quarterly tests of the security\/communication tree.<br \/>\nQuarterly sensitization sessions with the security\/communication tree Team Leaders on their roles and duties.<br \/>\nQuarterly update of the Country Pre-departure Information (PDI) document.<br \/>\nMaintain a record of security-related mandatory online courses database in liaison with the HR team.<br \/>\nEnsure that regular catch \u2013 up safety and security meetings are conducted with the CD.<br \/>\nConduct facility assessments to ensure safety and security standards are met when selecting expatriate residents.<br \/>\nEnsure that fire safety arrangements, plans for fire\/buildings evacuation, relocation\/evacuation of staff are updated and keep staff informed of any change\/update.<br \/>\nSupport programs staff during project proposals development to include S&amp;S considerations, requirements and budgetary needs. demonstrates highest levels of integrity<\/p>\n<p>QUALIFICATIONS<\/p>\n<p>Degree in Supply Chain\/Procurement\/Logistics or related field<br \/>\nMBA in Supply Chain\/General MBA is an added advantage<br \/>\nA professional qualification in procurement e.g. Diploma in Purchasing and Supply Chain Management \/ Chartered Institute of Purchasing &amp; Supply or equivalent will be an added advantage<br \/>\nGood Computer literacy (word, excel, databases, emails, internet, power point etc.)<\/p>\n<p>EXPERIENCE AND SKILLS<br \/>\nEssential<\/p>\n<p>At least 5 years of experience in Supply Chain management including in humanitarian response,<br \/>\nKnowledge and experience\u00a0 of using Procurement ERP systems is a MUST<br \/>\nAt least 3 years of experience in supply chain management in INGOs and\/or complex \/large scale programmes in humanitarian emergency response environments;<br \/>\nProven experience in all technical areas of logistics and supply chain, including procurement, transportation and distribution, warehousing and inventory management, fleet management, assets management, etc.<br \/>\nExperience of working with funding from major institutional donors such as SIDA, USAID, ECHO and DFID<br \/>\nExperience in setting up of management systems, process improvements, and high level management beyond the day to day Supply Chain activities.<br \/>\nExperience in implementation of complex international supply chains to support different types of programs across multiple geographic locations.<br \/>\nExperience in managing complex sub-contracting activities, especially for high risk areas such as construction and Cash interventions.<br \/>\nExperience in medical supply chain management<br \/>\nExperience in strategic thinking and planning with respect to strengthening existing logistical systems.<br \/>\nExperience in managing logistics teams, including senior roles at managerial level;<br \/>\nExperienced in team development and capacity building.<br \/>\nAbility to synthesize and analyse complex information quickly and clearly and make informed decisions.<br \/>\nAbility to build positive relationships with a wide range of people, both internally and externally, and across departments and programmes.<br \/>\nExcellent capacity for planning, management and coordination skills, with the ability to organize a high workload composed of diverse, complex tasks and responsibilities.<br \/>\nStrong communication skills (written and oral) in English<br \/>\nUnderstanding and commitment to the goals, values \u200b\u200band principles of Save the Children.<\/p>\n<p>Desirable<\/p>\n<p>Experience in specific areas of logistics such as mechanical fleet networks, IT \/ Communications.<br \/>\nStrong analytical skills, and capacity to make analysis and provide key data-based inputs to country office management team<\/p>\n<p>Sharing is Caring!
