Job Title: Procurement Manager

\nJob Purpose
\nTo ensure procurement of goods, works and services required by user Departments. Efficient, timely, and transparent execution of the procurement processes, as well as providing advice and support in the procurement of goods and services.
\nKEY RESULT AREAS & PRINCIPAL ACCOUNTABILITIES (Main Duties)
\nPROCUREMENT PLANS\u00a0\u2013 Prepare and update the procurement work plans in order to facilitate decision-making. Develop procurement plans, strategy, and manuals in accordance with procurement laws and guidelines of the organization
\nNEGOTIATION WITH SUPPLIERS\u00a0\u2013 Negotiate contracts with suppliers who meet the Company\u2019s requirements to secure the most favorable terms of business for the company.
\nCO-ORDINATION\u00a0\u2013 Liaise with departments on project procurement and maintain the outlined guidelines governing the procurement process for the project.
\nMaintain coordination of project activities and be responsible for following up with management in the achievement of all procurement-related targets.
\nAssist the Finance Manager in proposing measures to overcome critical delays (if any) to project completion and compliance with agreed procedures.
\nEnsure efficient management of procurement and vendor processes.
\nDOCUMENTATION\u00a0\u2013 Render support on Company start-up procurement issues as may be necessary and advise and assist the preparation of appropriate procurement packages.
\nPrepare and review technical specifications of Terms of Reference (ToRs) and Request for Proposals (RFP).
\nPrepare and execute purchase orders and requisitions in a timely manner.
\nSTRATEGIES\u00a0\u2013 Develop ideas and strategies to improve operational efficiency, add value, aid business performance and work towards a strategy of continuous improvement
\nEXPENDITURE CONTROL\u00a0\u2013 Ensures Expenditure against budget is controlled and within approved budget limits and corrective actions implemented as required
\nSUPERVISION\u00a0\u2013 Direct and control purchasing staff to ensure that they are well motivated and trained and that they carry out their responsibilities to required standards
\nCENTRAL PURCHASING\u00a0\u2013 Assist in the development of a central purchasing policy to ensure that the company makes the best use of its purchasing power
\nREPORTING\u00a0\u2013 Prepare physical progress and overall procurement activities report on a quarterly basis
\nDISPOSAL OF GOODS\u00a0\u2013 Undertake timely identification and disposal of goods in order to create storage space
\nPOLICIES\u00a0\u2013 Develop and implement all necessary policies and procedures to ensure that the purchasing function operates effectively

\nMinimum Required Qualifications & Experience.<\/p>\n
Full Grade 12 Certificate
\nBachelor\u2019s Degree in Supply Chain Management, Procurement, Purchasing, and Supply, or its equivalent professional qualification, such as ZIPS\/CIPS.
\nA Master\u2019s Degree in ZIPS\/CIPS or related field is an added advantage.
\n5 years post-qualifying experience
\nProfessional Membership to a relevant body such as ZIPS\/CIPS<\/p>\n
Required Attributes & Competencies.<\/p>\n
Proven knowledge and understanding of project planning and implementation.
\nKnowledge of and experience with ZPPA procurement rules and regulations.
\nGood analytical skills.
\nGood interpersonal and team-building skills.
\nEffective negotiation skills.
\nGood oral and written communication skills.
\nMust be proactive and result-oriented.<\/p>\n
