\nPosition Summary:
\nROCS is seeking an experienced and results-oriented PMEL Manager to lead its
\nplanning, monitoring, evaluation, and learning efforts across all programs. The PMEL Manager will oversee the design, implementation, and continuous improvement of robust M&E systems that support data-driven decision-making, enhancing accountability, and promoting organizational learning. This position plays a central role in tracking program impact, building staff capacity, and ensuring donor and stakeholder reporting requirements are met with accuracy and quality.
\nKey Duties and Responsibilities:
\n1.\u00a0Planning and Designing<\/p>\n
Develop and implement a results-based monitoring, evaluation and reporting
\nsystem with detailed guidelines for its implementation.
\nPlan, manage, report and analyze data while developing and implementing a comprehensive M&E strategy.
\nLead the development of the M&E strategy.
\nDevelop and strengthen institutional monitoring and evaluation procedures.
\nUndertake periodic revisions of the M&E plan and prepare implementation work
\nplans and budgets for M&E activities and\/or assist project staff within these
\ntasks.<\/p>\n
2.\u00a0Data Management<\/p>\n
Carry out database management and a number of periodic updating, and
\nreporting activities.
\nHold monthly review meetings and collect, compile, report and maintain field data.
\nProvide field support to project staff on M&E and data quality assurance.<\/p>\n
3.\u00a0Evaluation<\/p>\n
Lead the conduct of outcome\/impact and evaluation studies.
\nConsult with principals to resolve issues and provide guidance on management,
\nreporting and controls.
\nDevelop and manage ROCS learning products.<\/p>\n
4.\u00a0Reporting<\/p>\n
Attend meetings with project officers or meet independently with stakeholders to explain and report on project developments and deal with matters of mutual
\nconcern and interest.
\nFacilitate knowledge building and knowledge sharing in the area of monitoring
\nand evaluation.<\/p>\n
Qualifications and Requirements:<\/p>\n
A Bachelor\u2019s degree in Monitoring & Evaluation, Development Studies,
\nDemography, Social Sciences, or a related field. A Master\u2019s degree is an added
\nadvantage.
\nMinimum of 3-5 years of practical experience in PMEL methodologies, project
\ncycle management, quality assurance, financial management, data analysis
\nand report writing.
\nDemonstrated experience in designing and implementing M&E systems,
\nincluding development of results frameworks, indicators, and data collection tools.
\nProven ability to generate actionable insights from data to inform program
\ndesign and decision-making.
\nProficiency in data analysis software(e.g.,SPSS, Power BI) and data management tools (e.g., Excel, KoboToolbox).
\nProven knowledge of data analytics and utilising monitoring and evaluation
\ndata for impact reporting.
\nStrong facilitation, communication, and report writing skills.
\nExcellent organizational, problem-solving, and interpersonal skills.<\/p>\n
