AIDS Relief (PEPFAR) Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention (CDC), is seeking eligible and qualified applicants for the positions listed below to be employed on a one (1) year contract subject to availability of funds and satisfactory performance.<br \/>\nJOB TITLE: HIV TESTING SERVICES AND COMMUNITY LEAD PROGRAM OFFICER<br \/>\nSTATION: Provincial Health Office<br \/>\nJOB PURPOSE: To coordinate community-based HIV\/TB programs in order to facilitate health outcomes.<br \/>\nRESPONSIBILITIES<\/p>\n<p>Undertakes effective coordination, implementation of HTS and Community HIV Prevention, Care and Treatment services program within the province and in collaboration with Community Implementing Partners in order to facilitate effective delivery of HIV services.<br \/>\nCoordinates and undertakes effective implementation of HIV Testing Services (facility index testing, Provider Initiated Testing and Counseling, Client initiated Testing and Counseling, and other testing modalities) including safer and ethical index testing to clients at Community Level according to National HIV Consolidated Guidelines to contribute to HIV epidemic control.<br \/>\nCoordinates effectively community HIV\/TB case identification in order to facilitate improved clinical outcomes.<br \/>\nStrengthen systems for linkage of clients to HIV treatment and prevention services.<br \/>\nEnsure retention in care to maintain continuum of HIV prevention and care services.<br \/>\nCoordinates effectively community-based HIV\/TB treatment, care and support programs in order to facilitate improved clinical outcomes.<br \/>\nCoordinates effectively community-based HIV\/TB treatment retention programs in order to facilitate improved clinical outcomes.<br \/>\nCoordinates effectively community-based HIV\/TB prevention programs in order to reduce incidence rates.<br \/>\nCoordinates effectively monitoring and evaluation of community programs in order to facilitate decision making.<br \/>\nProvide technical support to district and facilities staff to ensure PLHIV are identified are linked to treatment and care.<br \/>\nRegularly monitors and evaluates activities in the delivery of health services at district and facility in order to ensure adherence to HTS guidelines.<br \/>\nMonitors the compliance of the HIV Testers to certification and registration to the ZCC.<br \/>\nCoordinate activities of DSD and Community health post.<br \/>\nUndertakes development and strengthening systems to improve HIV testing, and ensure provision of standard operating procedures (SOPs), data capturing and reporting tools.<br \/>\nUndertakes effective dissemination of HIV testing, other prevention and Community Health policy and guidelines to facilities and communities.<br \/>\nUndertakes development and implementation of capacity building HTS and prevention interventions in order to impart appropriate skills and knowledge to district and facility staff.<br \/>\nProvides technical support to district and facility staff in order to facilitate provision of quality health services.<br \/>\nProvide mentorship in community HIV prevention, HIV testing and care to the facility and community-based staff.<br \/>\nUndertakes regularly operational research in Community HIV services in order to facilitate generation of information for decision making.<br \/>\nUndertakes effectively, the development of sectional and individual work plans in order to monitor and evaluate performance.<br \/>\nUndertakes effectively and timely supervision of all community staff at district level.<\/p>\n<p>QUALIFICATIONS, SKILLS AND ATTRIBUTES<\/p>\n<p>Full Grade 12 Certificate with Five O\u2019levels.Bachelor\u2019s Degree in Public Health, Clinical Medicine or equivalent<br \/>\nFive (5) years demonstrated work experience with community-based HIV\/TB programs at management level.<br \/>\nValid practicing license and full registration with HPCZ<br \/>\nCertified psychosocial counselor.<br \/>\nTrained in Common Elements Treatment Approach (CETA)<br \/>\nCertified in HIV testing services providers and those with experience in working with adults and children living with HIV.<br \/>\nExperience in coordinating and managing community health workers<br \/>\nStrong interpersonal and communication skills.<br \/>\nKnowledge of the local community and cultural sensitivities.<br \/>\nExperience in community engagement or outreach activities.<br \/>\nMust have a high level of confidentiality and integrity<br \/>\nAbility to work independently and collaboratively with diverse stakeholders.<br \/>\nAbility to communicate effectively in English.<br \/>\nBe computer
