Our client, a global organization that works to create a world where governments, businesses, and citizens can readily access and effectively use accurate, complete, and high-quality evidence and information on the true owners of companies and other legal vehicles are looking for a Digital Lead to manage a key digital transformation project. The Digital Lead will lead a dedicated team to help PACRA build a modern, transparent business register. This is a high-impact role for someone experienced in digital government projects in Zambia.
\nKey Responsibilities:<\/p>\n
Work with PACRA internal stakeholders from the business, legal, and technical teams to maximize the business value of the product
\nHelp define the strategy and scope of development of both the general direction and specific sprints.
\nEnsure the needs of end-users of the product, PACRA internal staff, businesses, and users of PACRA data are represented within the development process.
\nEnsure agile project management practices are maintained, providing and coordinating coaching if deemed necessary.
\nManage donor relationships with all, including responsibility for donor reporting, monitoring, and evaluation of the project.
\nLine management of developers (technical management and guidance will be the responsibility of the PACRA technical leadership team).
\nCoordinate, plan, monitor, and report resources and activities across the project and in liaison with the team.
\nIdentify and mitigate risks to keep projects on track.
\nLead the coordination with external stakeholders within Zambia, including the inter-agency task force and the Ministry of Trade, Commerce, and Industry.
\nMaximize knowledge exchange between PACRA and the organization throughout the project.
\nCapture and share lessons learned throughout the delivery of the project to feed into wider team support.
\nUndertake other tasks from time to time as requested by the senior manager, digital and data support.<\/p>\n
Desired Skills, Qualifications and Experience:<\/p>\n
A bachelor\u2019s degree in marketing, communications, IT, or a related field is typically required. A master\u2019s degree will be an added advantage.
\nMust have 3-5 years of experience in digital and data reform projects with the Zambian government.
\nProven experience managing a team and working with international donors.
\nStrong understanding of the digital product lifecycle (agile development, user-centered design).
\nKnowledge of the digital reform and policymaking landscape in Zambia.
\nExcellent communication skills, with the ability to explain complex topics.
\nAbility to work independently in a remote, multi-time zone team.
\nKnowledge of local Zambian languages is a plus.<\/p>\n
