Our client, an NGO that works tirelessly across developing nations to strengthen education systems, ensuring access, equity, and excellence in learning for all is looking to hire a Monitoring and Evaluation and Research Manager to join their team. The Monitoring and Evaluation and Research Manager will be responsible for leading the team of M & E and Research staff and oversee and coordinate their activities. He \/ She will work closely with the programme team in the country and at global office.
\nKey Tasks and Responsibilities:<\/p>\n
Lead the M & E and Research team to ensure strong M &E and research
\nsystems and activities for all programmes in Zambia, in collaboration with
\nthe Education Manager and Strategic Advisors.
\nEasily navigate between M & E, research, planning and strategic operations, ensuring that we collect and use qualitative and quantitative data to inform decisions about the programmes, while establishing effective feedback and learning mechanism within the organization.
\nProvide expert leadership and guidance on how and when M & E and
\nresearch activities (including impact evaluations) should take place to
\nstrengthen the programmes.
\nSupport the M&E and Research team to plan, allocate and prioritize tasks
\nto execute data collection, analysis and dissemination for cross-cutting
\nlearning and specialized projects on specific topics of interest, both through regular programme monitoring and evaluation as well as rigorous research.
\nGuide the team to deliver research activities with high quality, while
\nensuring IRB compliance and adhering to research ethics protocols.
\nProvide strong leadership (on-the-job mentoring, work-planning coaching,
\ncapacity development, change management) for your direct reports,
\nsupporting a positive organizational culture. Mobilize the M & E and
\nResearch team and keep them on track to meet deliverables with high
\nquality.
\nFoster good relationships with a range of stakeholders (in the Ministry, in
\ndonor and partner organizations, and in survey firms) to ensure that their
\nneeds and limitations are fully understood and incorporated into learning
\nactivities as far as possible, securing their cooperation and support.
\nPromote the organization as a reliable partner and represent the
\norganization towards external stakeholders in the field.<\/p>\n
Desired Skills, Qualifications and Experience:<\/p>\n
Master\u2019s degree in social sciences, Demography, International
\nDevelopment, Research, or Policy related field or equivalent experience.
\nAt least 5 years of demonstrable experience in M & E and Research
\n(including designing studies for monitoring and evaluation, budgeting and
\ncoordinating to implement them, analyzing and disseminating results),
\npreferably working on projects which strengthen government systems and
\nstructures. Experience with RCTs is an added advantage.
\nExperience in leading multicultural and effective M & E and Research teams in international development and projects of different donors.
\nExperience with project cycle management and institutional capacity
\ndevelopment.
\nTechnical skills in a range of data collection, cleaning and analysis software
\nsuch as Kobo Collect \/ SurveyCTO \/ ODK, MS Excel, Stata, Power BI \/ Tableau, NVivo.
\nFluent in English (English CEFR Level C1). Knowledge of local languages is
\nan advantage.
\nGood understanding of the education landscape in Zambia.
\nAbility and willingness to travel frequently within the provinces.
\nAbility to inspire and motivate the M & E team, the organization\u2019s provincial staff and MoE staff to put in their very best!<\/p>\n
