SCI Zambia implements a wide range of programs across thematic areas such as Education, Health, Nutrition, and Water, Sanitation and Hygiene (WASH).<br \/>\nA critical component of these programs involves the construction and rehabilitation of child-focused infrastructure, including schools, health facilities, and WASH facilities. To ensure the highest standards of quality, safety, and efficiency in our construction projects, SCI Zambia seeks to engage a qualified and experienced Construction Engineer Consultant to provide technical expertise and oversight as needed.<br \/>\n2.0 Objective<br \/>\nThe primary objective of this consultancy is to establish a qualified Construction Engineer Consultant who will be available to provide high-quality technical services on a call-off basis for SCI Zambia\u2019s construction projects. The consultant will ensure that all construction activities are designed, implemented, and completed in compliance with national and international standards, SCI\u2019s Construction Policy, donor requirements, and are inclusive, child-friendly, and safe.<br \/>\n3.0 Scope of Work and Key Responsibilities<br \/>\nThe selected Consultant will be expected to provide services encompassing, but not limited to, the following key areas:<br \/>\n3.1 Planning and Proposal Development:<br \/>\nConduct comprehensive construction needs assessments in coordination with SCI thematic teams (Education, Health, Nutrition, WASH) and external partners.<br \/>\nDocument all assessment findings, ensuring a specific analysis of children\u2019s needs is included.<br \/>\nDevelop a Construction Planner in coordination with Field Offices and Program teams to outline project plans and identify resource requirements.<br \/>\nPrepare and utilize standardized checklists for site assessment, quality control, and monitoring.<br \/>\n3.2 Design and Technical Oversight:<br \/>\nEnsure all infrastructure designs (temporary, semi-permanent, or permanent) comply with national\/international life-safety standards, SCI\u2019s Quality Benchmark Standards, and are child-sensitive and inclusive.<br \/>\nOversee and contribute to site selection, design development, and the production of high-quality design documentation (drawings, Bills of Quantities \u2013 BOQ, cost estimates, and specifications).<br \/>\nReview and approve project designs, drawings, BOQs, and other technical specifications submitted by contractors.<br \/>\nEnsure standard designs are updated regularly with current market prices and lessons learned.<br \/>\n3.3 Implementation, Supervision, and Quality Assurance:<br \/>\nLead the inspection of all construction activities before payments are processed to contractors.<br \/>\nIdentify and advise SCI of any construction defects or non-compliance issues.<br \/>\nDesign and oversee processes for site supervision, quality assurance, and community engagement.<br \/>\nConduct regular field visits to monitor construction quality, progress, and adherence to timelines.<br \/>\nPrepare and submit detailed field inspection reports, progress (running bill) reports, completion reports, and defect liability assessment reports.<br \/>\nRecommend contractor payments based on verified work progress and provide payment certifications to ensure compliance.<br \/>\n3.4 Contract and Project Management Support:<br \/>\nWork closely with the Supply Chain team to review construction contract agreements and support contract management.<br \/>\nMaintain and regularly update a construction tracker and share it with the SCI management team.<br \/>\nAdvise the SCI team before the handover of construction sites.<br \/>\n3.5 Inclusiveness and Child Safeguarding:<br \/>\nEnsure all infrastructure is designed and built to be accessible for People with Disabilities (PWDs), child-friendly, and gender-sensitive.<br \/>\nGuarantee that child safeguarding principles are upheld during the construction phase and within the final constructed facilities.<br \/>\nComply with all SCI policies, including Child Safeguarding, Code of Conduct, Health and Safety, and Equal Opportunities.<br \/>\n4.0 Deliverables<br \/>\nThe specific deliverables for each assignment will be detailed in individual Purchase Orders. However, typical deliverables will include:<br \/>\nConstruction Needs Assessment Reports.<br \/>\nApproved Technical Designs, Drawings, and Bill of Quantities (BOQs).<br \/>\nRegular Construction Monitoring and Inspection Reports.<br \/>\nProgress (Running Bill) Certification Reports.<br \/>\nConstruction Completion and Handover Reports.<br \/>\nDefect Liability Assessment Reports.<br \/>\nUpdated Construction Project Tracker.<br \/>\n5.0 Duration and Form of Agreement<br \/>\nA Consultancy Agreement will be signed with the selected Consultant for a specified period subject to renewal based on performance and organizational needs.<br \/>\nThis agreement establishes the terms and conditions under which services will be provided. It is a binding agreement that does not guarantee a minimum volume of work. Specific assignments will be initiated through individual Consultancy Assignment letter, issued by Save the Children, detailing the scope of work, timelines, deliverables, and payment terms for each engagement.<br \/>\n6.0 Qualification and Experience<br \/>\nEssential:<br \/>\nA Bachelor\u2019s degree in Civil Engineering or Architecture.<br \/>\nA minimum of three (3) years of relevant professional experience in construction within a development or humanitarian context.<br \/>\nProven experience in site supervision, quality control, and construction project management across multiple locations.<br \/>\nStrong understanding of public health, WASH issues, and the specific needs of women and children in infrastructure design.<br \/>\nProficiency in design software (e.g., AutoCAD, ArchiCAD) and strong computer skills (MS Word, Excel, PowerPoint).<br \/>\nHigh-level skill in preparing Bills of Quantity (BOQs), cost estimates, and technical drawings.<br \/>\nExcellent verbal and written communication skills in English.<br \/>\nExperience in managing technical teams and liaising with diverse stakeholders.<br \/>\nDesirable:<br \/>\nProficiency in English and local Zambian languages.<br \/>\n7.0 Submission Requirements<br \/>\nInterested and qualified individual consultants or consulting firms are invited to submit an Expression of Interest (EOI) which should include:<br \/>\nA Cover Letter expressing interest and confirming availability.<br \/>\nA detailed Curriculum Vitae (CV) of the lead consultant and any key personnel, highlighting relevant experience.<br \/>\nCopies of academic and professional certificates.<br \/>\nA portfolio of similar work done (e.g., sample reports, designs) or references from previous clients (at least two).<br \/>\nA valid copy of a practicing license from the Engineering Institution of Zambia (EIZ) or relevant professional body.<br \/>\n8.0 Submission<br \/>\nSharing is Caring!
